SUBJECT: PURCHASE OF POLICE RADIOS FOR POLICE VEHICLES
EXECUTIVE SUMMARY
The City Council will consider approving the purchase of four Kenwood police radios for police vehicles. The Police Department’s inventory of vehicle radios is low and needs replenishment to ensure replacements are available for broken or obsolete units and for installation in new police vehicles. The absence of this essential equipment would impede the effective operation of police vehicles.
RECOMMENDATION
That the City Council:
1.Approve the purchase of four Kenwood police radios for police vehicles in the amount of $32,190; and
2.Authorize an appropriation in the amount of $32,190 from the Measure S Equipment and Capital Improvement Fund.
BACKGROUND
The Downey Police Department relies on mobile radios installed in police vehicles as a primary means of communication between officers and dispatch. These radios are essential for officer safety, coordination of emergency response, and overall operational efficiency. Historically, the Police Department has maintained an inventory of spare radios to replace units that fail or become obsolete, as well as to equip newly purchased police vehicles.
AN ALYSIS
The Police Department is requesting authorization to purchase four Kenwood police radios, at a total cost of $32,190. These radios are critical to maintaining uninterrupted communication between officers and dispatch. The Department’s current supply of spare radios has been exhausted, leaving no immediate replacements available for units that fail due to damage, aging, or technical issues. Additionally, as new police vehicles are

acquired, radios must be installed to ensure the vehicles are fully operational upon deployment.
Commline Inc. has been the Police Department’s trusted outfitter for police equipment and services, providing high-quality products that meet the Department’s operational needs. Procuring these radios through Commline Inc. ensures compatibility with existing communication systems and maintains consistency across the Department’s fleet. As a result, the Department recommends this sole source request to maintain consistency in Department Communications.
Failure to maintain an adequate inventory of police radios could significantly impact the Department’s ability to respond to emergencies, coordinate operations, and ensure officer safety. The purchase of these four radios will allow the Department to promptly replace failing units and equip new police vehicles as needed. Given the importance of these communication tools in daily policing operations, staff recommends City Council approval of this purchase.
