EXECUTIVE SUMMARY
The City Council will consider approving the purchase of a Ram 3500 pickup truck from National Auto Fleet Group including upfitting and customization in the amount of $150,331. This vehicle would replace the current Utility 603 that is over ten years old and no longer meets the operational needs of the Downey Fire Department. This purchase was approved in the Fiscal Year 2024-2025 budget, and there are sufficient funds in the operating budget to complete this purchase.
RECOMMENDATION
That the City Council:
Authorize the purchase of a Ram 3500 pickup truck and necessary upfitting from National Auto Fleet Group in the amount of $150,331.
BACKGROUND
Downey Fire Department maintains a fleet of vehicles that serve as an adjunct to the emergency apparatus. These vehicles allow the Department to maintain operational and administrative readiness while being used to transport the personnel and equipment necessary for emergency response. Currently, this fleet consists of two pickup trucks, a passenger van, and a small sedan.
One of the two trucks in this fleet, designated Utility 603, has reached the end of its usable life. Purchased in 2014, it has served the department well over the past eleven years.
Current operational needs have expanded beyond the capabilities of the vehicle.
Specifically, as a two-wheel drive truck, it does not meet the minimum requirements for regional and statewide deployments, the most common function of this vehicle.

2 ANALYSIS
The need to replace Utility 603 was forecasted in early 2024 and this item was included in the Fiscal Year 2024-2025 budget. Developing the specifications and design of the vehicle was managed through the combined efforts of the Logistics Battalion Chief and Fire Department mechanic. These were based on the current and future needs of the Downey Fire Department. Pigging-back on a cooperative purchase agreement number 091521-NAF through Sourcewell Contracts as authorized in the City’s Purchasing Rules, staff engaged with National Auto Fleet Group, a leader in emergency vehicle outfitting, to develop detailed specifications
Once the design was approved by the Department, two quotes were generated by National Auto Fleet Group. One quote (ID: 31026) was for the new 2025 Ram 3500 Big Horn 4x4 Crew Cab truck. The second quote (ID: 31027) was for all necessary upfitting to covert a standard pickup truck into an emergency response vehicle. Both quotes must be considered together, to accomplish the intended functions of the vehicle. Pricing for the vehicle and required upfitting took into consideration the cooperative purchase agreement. This pricing reflects discounts of up to 24.45% below retail pricing, depending on the specific equipment.
The expected lifespan of this vehicle is 10 years or more, depending on the frequency and type of operations conducted using this vehicle. The vehicle will be maintained by the Downey Fire Department’s in-house mechanic, who assisted in creating the design specifications and is familiar with trucks of this type.

Approval of the recommended action will result in an expenditure of $155,331 from account number 33-4-2620-0940 to National Auto Fleet Group upon delivery and acceptance of the vehicle. There is sufficient fund balance for the recommended actions.
