SUBJECT: APPOINTMENT TO THE SOUTHEAST LOS ANGELES COUNTY WORKFORCE DEVELOPMENT BOARD (SELACO WDB) FOR A TWO (2)
YEAR TERM
EXECUTIVE SUMMARY
The City Council will consider the appointment of Carrie Uva to the SELACO WDB as the second Business Representative for the City of Downey.
RECOMMENDATION
That the City Council:
Appoint Carrie Uva to the SELACO WDB as the City of Downey’s second Business Representative for a two (2) year term.
BACKGROUND
The SELACO WDB provides personalized services that foster the progress of employers and encourages the potential of individuals to build a strong workforce for the Southeast Los Angles County region. A flexible and entrepreneurial staff uses current technology to stimulate the development of innovative programs and education. SELACO WDB links individuals to the training they need to gain self -sufficiency and collaborate with employees to enhance the economic vitality and the human resources of the community.
ANALYSIS
The SELACO WDB is comprised of 24 Directors, who are representatives of businesses in the local area. As a member of the Joint Powers Agreement established in 1983 among eight local cities: Artesia, Bellflower, Cerritos, Downey, Hawaiian Gardens, Lakewood, Norwalk, and Paramount, the City of Downey appoints two business representatives to the Board of Directors. One seat is currently filled by Christina Saucedo -Garcia of Kaiser Permanente. The second seat is currently vacant.
At its SELACO Policy Board meeting held on February 18, 2025, the Policy Board Members voted to approve the nomination of Carrie Uva to the SELACO WDB. Ms. Uva

was identified as a candidate who is a member of the Downey Chamber of Commerce.
The Downey City Council must now review the nomination and app rove and submit the appointment of Ms. Uva to the SELACO WDB for the term of two (2) years.
