Hi | want to comment on thanking the council on changing the Downey election system in which | am strongly supporting the 5-district election system because everybody should take turns becoming Mayor and Mayor Pro Tem. The new 5th district would be converted from At -Large citywide to a new district -based system in which the new 5th district seat should be placed at the central area of Downey because the central area of Downey is considered to be a better and stronger community of interest when it comes to districting. I have attached 8 of my own proposed maps as well as the link below where District 5 is going to be placed on the central area of Downey since the city decided to go with the 5-district system. In regards to the sequencing of the 5-district system, the sequencing of all 8 of my proposed maps below would remain the same where Districts 1, 3, and 5 vvOu|d continue to be held along with the presidential election every 4ye8rS(2O28, 2052, 2036, etc.) xvhi|8 Districts 2 and 4vvOu|d continue to be held along with the state governor's election every Here are my proposed maps since Downey chooses the 5-district systern(be|ovv | forgot to add my name an all 8 of them and it should be Bill's Downey 2025 Districting with 5 Single Member District Map):

Subject: Map Submission for Downey 2025 Redistricting - Faraz Aqil Follow Up Flag: Follow up

Hello City of Downey. My name is Faraz Aqil, I'm a resident of Downey, and I submitted a redistricting map online. Here is the link: https://davesredistricting.org/join/bb5e4b12-c639-437f-bb8c-59ee38180079 And here is the description for my map. Thank you very much:

Hello Downey City Council. My name is Faraz Aqil, I'm a resident of Downey who lives in the Apollo Park Neighborhood.

While this map does take inspiration from Map 101, 1 made this map in particular based on the feedback from all the city councilmembers during the 02/25/25 city hall meeting. Here is the best I can do to address the concerns I heard:
*Councilmember Dorothy Pemberton concern was that she wanted a map that allowed residents to be in a specific area to campaign so that they'll need less funding/resources to run for an election. This map has clear boundaries (it's delineated by major streets) and covers smaller areas in the city when compared to map 104. Map 104 has District B which crosses from Rancho Los Amigos South Campus to near Downey Gateway/Porto's in the Downtown area. And Map 104's District E crosses from the Lakewood Blvd. C (Green) Line Train Station (105 FWY) to Honda World at Florence Ave. My proposed map areas are more compact, don't cross throughout the city and can easily be divided into:
south-west, south-east, north-west, north-east, & central Downey. *Councilmember Claudia Frometa had a concern about not breaking up neighborhoods & to following major streets.

This map keeps many neighborhoods intact and follows along major/busy streets. And I made sure to address the concern of Map 101 crossing over the Firestone Blvd's railroad tracks by making my map's Firestone Blvd be the dividing line between District B and C & Districts A and D. And although I couldn't fully address her concern about 1 district being mainly in Downtown Downey, I was able to delegate some of the Downtown area into her District D since District D was in need of more population (the area between Downey Ave & Lakewood Blvd to Florence Ave & 5th Street). *Mayor Hector Sosa also wanted boundaries to follow major streets (which this map does better than Map 104). Also the Mayor was concerned about the high concentration of Downtown Downey into 1 District. So in my map I made District E more stretched into Imperial Hwy and it gives part of Downtown Downey to District D. Also I wanted to politely say that as resident of the current District 2 (in your district), I absolutely do not like how Map 104 is dividing up my community in the Paramount Blvd/Imperial Hwy area. Map 104 divides up Los Amigos North Campus & South Campus (the future Southeast Gateway train station), and divides up Apollo Park residents that live south-west & south-east of Apollo Park & the Barbara Community Senior Center. I think Map 104 would harm my community's representation in city hall and Map 104's District A & E (in my opinion) are not compact. In my map, although District E does go to Paramount Blvd/Imperial Hwy, I made sure District E was compact (no T shape like in Map 104's District A), it keeps Rancho Los Amigos North/South Campus together, and keeps the Apollo Park neighborhood intact. *Councilmember Horacio Ortiz concern was that his district would dramatically change too much. My map follows the current city council map structure by delegating each district to a corner of the city. District 1 would be represented by the south-east District A.

Everything else population -wise is still well balanced. Again, my map's Districts are following major main streets without trying to break up neighborhoods. Thank you for your time in reading this. 1) District A:

Subject: Item #1 Public Hearing - Downey City Council Meeting (March 11 2025) Follow Up Flag: Follow up
Flag Status: Flagged
Good evening Downey City Councilmembers.

My name is Faraz, I'm the map maker of Map 105, and I'm a resident of Downey who lives in the Rancho Los Amigos/Apollo Park neighborhood. While I'll be unable to attend in -person due to a prior commitment, I wanted to ask the City Council for your Yes Vote in favor of Map 105 (and a No Vote for Map 104).

Reasons:
1) Map 104 Divides My Neighborhood of Apollo Park & Rancho Los Amigos (North & South Campus): As a resident of District 2, 1 don't approve how Map 104 District A & B is dividing up my community in the Paramount Blvd/Imperial Hwy area. Map 104 divides Rancho Los Amigos & Apollo Park residents that live south-west & south- east of Apollo Park & the Barbara Community/Senior Center. And it's dividing up Rancho Los Amigos North Campus (that has the Rehabilitation Center) and Rancho Los Amigos South Campus (the future Southeast Gateway train station, and shares the area with the Rancho Los Amigos Sports Complex & the Downey Rose Float construction site).

In Map 105, it keeps Rancho Los Amigos North/South Campus together and keeps the Apollo Park neighborhood intact. And although District E does go to Paramount Blvd/Imperial Hwy, I made sure District E was compact (no T- shape like in Map 104's District A) and Map 105 will not split my community's representation in City Hall compared to Map 104.
2) Map 105 is More Compact and There's Less Need for Someone Running for Office to Travel than Map 104: Map 104 has a T-shape District A that's between Old River School Rd/Imperial Hwy and Gardendale St/Garfield Ave (0.5 mile width) then goes to Lakewood Blvd and then to Downtown Downey Firestone Blvd's railroad track between Downey Ave & Lakewood Blvd (only a 0.5 mile width), It's not compact, it has narrow widths, and it stretches as far as 2.4 miles from Rosecrans Ave to Firestone Blvd's railroad track & 1.6 miles from Old River School Rd to Lakewood Blvd.

Map 104 also has District E which stretches from one end of the city to the opposite end of the city. It goes from Imperial Hwy/Lakewood Blvd to Honda World at Florence Ave/5 FWY (4 miles by car on the streets). Just for reference, the distance from Rosecrans Ave to Telegraph Rd is only 4.4 miles.

In Map 105 all the districts are more compact. District A only stretches from Rosecrans Ave to Firestone Blvd (2.5 miles). And District E only stretches from Imperial Hwy to Florence Ave (2.4 miles). The smallest District in Map 105 is District D from 5 FWY/Florence Ave to Downey Ave (2.2 miles) & Firestone Blvd to Telegraph Rd (1.9 miles). 3) Map 105 Follows More Busy Streets than Map 104: While Map 104 has districts divided by the 5 FWY along Telegraph Rd and Firestone Blvd's railroad track (which causes divisions where District B/C & D/E crosses through the Firestone Blvd street), Map 105 districts are divided by major streets (including using Firestone Blvd instead of

the Firestone Blvd's railroad track). In Map 105, the only street that isn't as major in traffic is a portion of 5th Street/Cecilia St. But this portion does have major traffic that goes between Downtown Downey to Stonewood Mall, and I see on Map 104 it uses a portion of Woodruff Ave that's similar in traffic to 51h St/Cecilia St and connects to Stonewood Mall as well.
4) Map 105 Was Made to Address the Concerns & Needs Raised by Councilmembers during the February 25th Meeting: I made Map 105 to address councilmembers' main concerns & wants (especially wanting to have the district boundaries follow major streets). That's why even though Map 105 does have a higher deviation (Total Deviation 5.84%) compared to Map 104 (Total Deviation 2.64%), it does a better job addressing those wants councilmembers had for Map 104 & fixing the concerns councilmembers raised for Map 101. If needed, city council can give portions of Map 105's District E (from 51h St to Florence Ave) to District C & D in order to lessen the Deviation %, but it will divide up the neighborhood and won't be following the major streets guidelines (so I do advise against this).

Overall, I hope that the City Council will support Map 105. Thank you for your time.

Sincerely,
Faraz Aqil

Dear Honorable Mayor Sosa and Downey City Council members, Follow Up Flag: Follow up

Dear Honorable Mayor Sosa and Downey City Council members, I am writing to express my concerns regarding Map 104 as a potential option for the city's redistricting plan. After careful analysis of the proposed maps and an understanding of the needs and historical context of our community, it is clear that Map 104 does not fully capture the diverse and unique characteristics of Downey's neighborhoods. I strongly urge you to reevaluate this proposal, taking these important factors into consideration.

The proposed consolidation of Northeast Downey and South Downey presents a fundamental issue that must be addressed. These areas differ in terms of infrastructure and community dynamics. Each region —Northwest, Northeast, Southwest, and Southeast Downey— has its own unique identity and needs. It is essential to uphold and respect these established boundaries that our residents have recognized and valued over the years. This differentiation is foundational in our community's cohesion, ensuring that all voices are heard.

Throughout its history, Downey has celebrated its unique character through its diverse regions. Our local sports teams, public transportation routes, and council districts have all been thoughtfully designed to reflect the distinct priorities and perspectives of our community members. We must continue to honor and protect the individuality of each area, ensuring that we do not conflate communities with differing needs and concerns.

The alignment of the proposed redistricting map with Downey's existing infrastructure, particularly the water, electrical, and sewage systems. The boundaries outlined in Map 104 do not correspond to the current service areas for these essential services. Northeast Downey and South Downey differentiate in this regard and reinforce the idea that the regions should be preserved as much as possible.

Downtown Downey doesn't need to be its own district. Every council member should share responsibility for the area.

Every current council member has promised to champion small businesses in the city, and aid the economic development of downey. Thus, the focus should be on the residents and the proper and fair representation of our communities..

While Map 104 may show a balance in the number of residents across districts, it's clear that Map 101 presents a serious imbalance in representation. With some necessary adjustments, however, we can create a far fairer and more representative map —such as version 102—that effectively addresses these critical concerns.

I agree with the idea of a fifth district and the dissolution of the at -large seat on the city council. However, this pivotal change should be realized on our own terms, free from the looming threat of litigation. It is essential that we navigate this process with dignity intact and ensure our community's needs are prioritized above all else. This change is vital to lowering the barriers for diverse candidates to run for office and removing the influence of big money from our local elections. The fifth district should not be a space reserved for the wealthy and well-connected candidates or council members; it must be a district for individuals with fresh ideas, a genuine passion for serving the community, and a clear

understanding of the everyday challenges our residents face. We need leaders who reflect the people, not just those with access to power or resources.

I urge you and the council to consider these points carefully and make the necessary adjustments to the redistricting plan. We must prioritize fairness, representation, and the voices of all our residents.

I appreciate your willingness to consider these perspectives while making vital decisions regarding Downey's future.

Your dedication to ensuring that all residents are fairly represented is commendable, and it plays a crucial role in shaping a community that everyone can thrive in.

Sincerely,
Lissette Rivera

Hi I would like to comment on districting and 1 strongly urge you all to pick a map that places the new 5th district(also known as District E) at the center part of the city also known as Central Downey. The new 5th district would be converted from At -Large citywide to a new district -based system in which the new 5th district seat should be placed at the central area of Downey because the central area of Downey is considered to be a better and stronger community of interest when it comes to districting. Maps 101, 105, and any of the 8 proposed maps(Lam1-Lam8) that I had created that all placed the 5th District(also known as District E) in the Central Downey area and not the one under Map 104. Map 104 is not a good map to choose because it would divide Central Downey into different parts of the district. In closing, I urge you all to not go with Map 104 because it would split central Downey into different parts of the district and strongly urge you all to go with either Maps 101, 105, or any of the 8 proposed maps(Lam1- Lam8) that I had created that all placed the 5th District(also known as District E) in the Central Downey area because the central area of Downey is considered to be a better and stronger community of interest when it comes to converting the 5th District seat from At -Large to Districting. That way we can unite Central Downey area into one council district which would be the newly proposed 5th District(also known as District Q.

Subject: Public Comment for Downey City Council Meeting — Stratford Building Follow Up Flag: Follow up

Dear City Clerk,
My name is Jennifer Zuloaga, and I am a resident at 10400 Downey Avenue. I am submitting this comment for inclusion in the public record for today's Downey City Council meeting on February 25, 2025.

I Live in the Stratford Building, the city's first condominium, built in the 1960s and recognized for its historical significance. The building is featured in the Downey Historic Walk and represents Mid -Century Modern Architecture, a defining style of the 1960s.

Despite its history, our building is struggling. We received a half -million -dollar quote just to re -stucco, repaint, and restore the exterior. Even split among 21 units, it's financially unsustainable. The cost doesn't even include windows, which homeowners would have to buy separately. We considered spreading the expense over three years, but even that isn't realistic given our already high HOA fees.

At the same time, we are dealing with ongoing break-ins. Someone has been accessing our basement and laundry areas, stealing from the coin -operated machines, which provide one of the few small sources of income for our building. We filed a police report today, but we cannot afford necessary security upgrades.
1 I moved into the building in 2022, and I've seen firsthand how difficult it is to maintain and preserve this community. If the Stratford Building is to remain part of Downey's history, we urgently need help. Without support, when we finally move forward with repairs, we won't be able to preserve its architectural design. It will be stripped down to the cheapest, most basic options.

We're asking if the city has any programs, grants, or resources that could assist us. Even just guidance on where to turn would be appreciated, because at this point, we don't know what to do.

Thank you for your time and consideration. Please confirm receipt of this email and let me know if any additional steps are required for it to be included in the public record.

Best regards,
Jennifer Zuloaga

Subject: Request for Residential Permit Parking on Serapis Ave & Cedartree Dear City of Downey Public Works Department,
I am writing on behalf of the residents of Serapis Ave and Cedartree to formally request the implementation of a residential permit parking zone in our neighborhood. Over the past several months, parking has become increasingly difficult due to several factors, and we believe a permit system would help alleviate these ongoing issues.

The primary concerns affecting parking availability in our area include:

1. Loss of Parking Due to the New Crosswalk Law — Recent changes to parking regulations near crosswalks have significantly reduced the number of available spaces on our streets.

2. Chick-fil-A Employees Parking on Residential Streets — Many employees from the nearby Chick-fil-A are parking in our neighborhood instead of using designated restaurant parking, limiting space for residents.

3. School Drop -Off and Pick -Up Traffic — Parents from nearby schools frequently park on our streets, especially during peak hours, further reducing available parking.

4. Increased Housing Density — More people are living in single-family homes and apartment units in the area, leading to a higher demand for residential parking.

Due to these issues, many residents struggle to find parking near their homes, creating daily frustration and inconvenience. A residential permit parking program for overnight parking would help ensure that street parking is primarily available for those who live in the neighborhood.

We kindly ask the City of Downey to review this request and consider implementing a permit parking system for Serapis Ave and Cedartree. We would be happy to provide a resident petition if needed and to participate in any discussions or meetings to move this request forward.

Please let us know the next steps in the process. I appreciate your time and consideration and look forward to your response.

Sincerely,
The Downey Glenbrook HOA board
