BACKGROUND
On December 8, 2022, the City Council approved plans and specifications for the Citywide Bus Signal Priority Project, CIP No. 17-07, and granted authority to advertise for construction bids. On August 22, 2023, the City Council awarded a construction contract in the amount of $1,793,252 to International Line Builders, Incorporated. On March 4, 2024, work commenced and was completed on April 1, 2025.
ANALYSIS
This project implemented a priority system for public transit buses within the City, including LINK, Metro, and Long Beach Transit bus routes, which will decrease travel times for said bus vehicles by granting the buses an early or extended “green” signal at signalized intersections along bus routes if they are running behind schedule. The radios installed at 72 signalized intersections as part of this project, which receive radio signals from the approaching public transit buses requesting priority, also provide WiFi in the vicinity of said intersections. The bus routes and signalized intersections are shown on the attached Project Location Map (Attachment A).
In order to enable the priority system, t his project involved the expansion of the City’s traffic signal communication system to seven signalized intersections, with the installation of fiber-optic conduits and cables on various streets, and the installation of communications equipment in traffic signal controller cabinets. Additionally, the project included the installation of bus signal priority equipment at 72 signalized intersections along the City’s bus route corridors, the procurement and delivery of bus signal priority network equipment to City Hall, the integration of the bus signal priority and communications systems with the City’s Traffic Management Center at City Hall, and finally, retrofitting the Downey LINK bus fleet with bus signal priority transmitter devices.
In addition, change orders in the amount of $82,490 were approved for additional conduit installation due to unforeseen underground utility conflicts and other unforeseen conditions and occurrences. The final construction contract amount is $1,875,742.
The Citywide Bus Signal Priority Project has been completed in accordance with the approved plans and specifications, and staff recommends that the City Council accept the project as complete.
