EXECUTIVE SUMMARY
The City Council will consider awarding a contract to Ruiz Concrete and Paving, Incorporated in the amount of $270,788 for the construction of Fiscal Year 2024-2025 Annual Miscellaneous Concrete Repairs (Council District 2), Americans With Disabilities Act (ADA), and Miscellaneous Improvements (Citywide) Project, CIP No. 25-01. The proposed project will repair concrete improvements such as damaged and/or uplifted sidewalks, curb and gutter, and driveway approaches and will mainly occur in Council District No. 2, and the ADA and miscellaneous improvements will occur Citywide.

RECOMMENDATION
That the City Council:

1. Award a contract to Ruiz Concrete and Paving, Incorporated in the amount of $270,788 for the construction of the Fiscal Year 2024-25 Annual Miscellaneous Concrete Repairs (Council District 2), Americans With Disabilities Act (ADA) and Miscellaneous Improvements (Citywide) Project, CIP No. 25-01; and,

hospitals, health clinics, schools, parks, bus stops, and senior care facilities) or locations with severe damage.

Periodically, the City also receives requests for construction of new sidewalks and ADA- compliant curb access ramps where they currently do not exist. In October 2016, the City started the development of a Self -Evaluation and Transition Plan to bring City infrastructure into compliance with ADA. The transition plan includes information regarding the types of needed ADA upgrades and repairs, locations, and estimated repair dates.

To complete the necessary concrete repairs and ADA improvements in a systematic manner, the City has adopted an Annual Miscellaneous Concrete Repair Program through which the City was divided into four areas, which align with the current four City Council Districts as shown in Attachment A. Each fiscal year, the program is carried out in a different Council District, rotating among the districts annually. For this fiscal year, the project will be in Council District 2.

ANALYSIS
On March 25, 2025, the City Council approved plans and specifications and granted authority to advertise the subject project for bids (Attachment B). A copy of the project specifications is available in the Public Works Department for public review. The proposed work consists of locations requiring concrete repairs and/or ADA-related upgrades that have been selected that need attention and are shown on the plans in Attachment B.

The project was advertised in The Downey Patriot on March 26, 2025, and April 3, 2025, and published in various trade publications. On April 17, 2025, the City received and publicly opened nine bids ranging from $270,788 to $828,581. The bid results were as follows:
