SUBJECT: DISCUSSION REGARDING SIGNAGE FOR ROLLING GREENS
ESTATES
The City Council will discuss design options for a "Rolling Greens Estates" sign in the Temple Park neighborhood. The intent of this report is to introduce the topic for discussion and seek the City Council's direction on which design option to move forward with.
RECOMMENDATION
That the City Council:
Discuss and provide direction to staff regarding signage for Rolling Greens Estates.
BACKGROUND
At the March 25, 2025 City Council meeting, City Council directed staff to research a "Rolling Greens Estates" signage that was presumed to be previously posted in the Temple Park neighborhood.
Staff conducted research and surveyed residents in that residential area and found that there used to be a sign as you entered the Temple Park neighborhood that read "Rolling Greens Estates." The sign appeared to have been installed when the neighborhood was initially developed in the 1960's. City staff located a track map from 1967 stating that the company that developed that area was called Rolling Greens, hence why it's been referred to as "Rolling Greens Estates".
Additionally, staff found that the sign was specifically placed on the southwest corner of Pernell Avenue and Stewart and Gray Road (as you enter the neighborhood) in a planter located at the residence of 11905 Stewart and Gray Road. The property owner at this residence confirmed she removed the actual sign

several years ago because it had been infested with terminates. Below is a photo of the location where the sign was originally installed.
ANALYSIS
City staff contacted Preferred Impressions, a local sign and display company, requesting possible design samples for a Rolling Greens Estates sign. The sign would be very similar to the one located in the Orange Estates neighborhood, specifically as you enter Rives Avenue off of Florence Avenue.
Originally, the idea was to place the sign in the exact same location as it was before, but when staff asked the property owner, she stated she is not interested in having the sign placed in her planter again. Staff also contacted the property owner across the street in the opposite corner to ask about the possibility of placing the sign there, and they stated they are also not interested. Therefore, staff is recommending that, if approved, the sign be installed near the corner of Stewart and Gray Road and Pernell Avenue on City right- of-way, while not interfering with sidewalk access. The sign would be mounted on a metal post and measure 24" x 24". The material of the sign would be 1/8" aluminum with high performance laminate coating. It would also be graffiti resistant.
Below are some possible designs for Rolling Greens Estates:

Costs
The costs related to the design and installation will be expended from the City's Art in Public Places special project fund, not the City's General Fund. It is estimated that the cost of the actual sign will be $300, plus $500 for the post, and $200 for staff time to install. Therefore, the approximate total cost for the sign is expected to be about $1,000.
Once the sign is installed, staff would prepare for a ribbon cutting ceremony for the neighborhood.
