SUBJECT: DISCUSSION REGARDING A HOME AND BUSINESS SECURITY

REBATE PROGRAM

EXECUTIVE SUMMARY
The City Council will discuss and consider approving a Home and Business Security Rebate Program that will serve as a crime prevention tool to benefit both Downey residents and businesses. The program will offer residents and business owners the opportunity to receive rebates for purchasing and installing security systems to help protect their properties.

RECOMMENDATION
That the City Council:

1. Discuss and consider approving a Home and Business Security Rebate Program; and,

2. Appropriate $40,000 from Measure D monies to implement the program. _• • WE
Home and business security systems have proven to play a vital role in deterring criminal activity and protecting residences and businesses. Studies have shown that burglars are less likely to target properties with security systems, as this poses a higher risk of detection and apprehension. Additionally, they help provide critical evidence that assist with identifying suspects, tracking, and documentation. This significantly aids the Downey Police Department in investigations and helps lead to higher conviction rates. Security systems also enable faster response times and enhance officer safety by allowing officers to approach a scene with greater caution if a break-in is confirmed through an alarm system.

Over the last few years, the City, as well as the rest of the region, has experienced an increase in both burglaries and thefts. In an effort to help deter these crimes and in keeping with the City's commitment to enhance public safety, staff is proposing a Home

More specifically, this includes surveillance cameras, alarm systems, motion sensors, floodlights with cameras, and doorbell cameras. The rebate will not include hardware such as screwdrivers, hammers, bolts, etc., nor installation costs.

The rebate program will be offered on a first -come, first -serve basis to residents and business owners who purchase and install new security systems on their property.

Rebates will be available until program funding is expended. Applications will be available in hard copy at the City Manager's Office, as well as on the City's website. Once received, applications will be reviewed for program consistency to determine eligibility. If the program is approved, staff will work with the City's Public Information division to advertise the program and hope to launch July 1, 2025.
