That the City Council:

1. Award Barbara J. Riley Community Center (CIP 23-17), South Alley / Wilderness Park (CIP 24-10), and City Parking Lot Improvements (CIP 25-06) to Pavewest, LLC, the lowest responsive and responsible bidder, for the total amount of $733,848, and waive any and all minor irregularities in the bidding documents as submitted by said bidder; and,

each parking lot will be closed for approximately four non-consecutive days for prep work, paving, and striping. There will be minimal traffic impacts, if any, to adjacent public roadways while construction equipment and material are delivered to and from the lots. Staff will work with the contractor to coordinate the work in the most convenient manner to the public, provide ample notice prior to lot closures, and provide notice of alternative parking areas for park access.

City staff conducted a field analysis to prioritize parking lot pavement rehabilitation projects throughout the City. The analysis evaluated and prioritized each City parking lot based on surface conditions including cracking, surface failures, and other field-observed deterioration.

ANALYSIS

On May 13, 2025, the City Council approved plans and specifications and granted authority to advertise the subject project for bids. The proposed parking lot improvements include installation of Type II slurry seal, cold milling of asphalt pavement, construction of speed bumps, and asphalt concrete (AC) base course. Work also includes adjustments of manhole and utility valve covers to the new grade, pavement markings and signing; traffic control and all appurtenant work as shown in Attachment C.

The project was posted on Planet Bids on June 9, 2025, advertised in the Downey Patriot on June 12, 2025, and June 19, 2025, and published in various trade publications. On June 20, 2025, the City received five (5) bids electronically through Planet Bids ranging from $733,847.66 to $1,216,110. The bid results were as follows:

CONTRACTOR LOCATION BID AMOUNT
Pavewest LLC Artesia $733,847.66
Onyx Paving Company, Inc Yorba Linda $751,102.00
All American Asphalt Corona $799,601.00
Palp Inc., dba Excel Paving Company Long Beach $829,781.00 Access Pacific, Inc Pasadena $1,216,110.00

The lowest responsive and responsible bidder is Pavewest LLC in the amount of $733,847.66.

Staff reviewed the bid proposal and references provided by Pavewest LLC and found that said contractor has satisfactorily completed similar projects for the cities of San Dimas and Yorba Linda. Pavewest LLC’s state license is “Current and Active”, and said contractor is registered with the California Department of Industrial Relations (DIR) for Labor Compliance.

Staff recommends that the City Council award a contract with Pavewest, LLC for the construction of the Barbara J. Riley Community Center Community Center Parking Lot

Improvements (CIP 23-17), South Alley / Wilderness Park Parking Lot Rehabilitation (CIP 24- 10), and City Parking Lot Improvements (CIP 25-06).

Construction is anticipated to begin in August 2025 and be completed by October 2025. Public Works and Parks and Recreation staff will coordinate on actual dates that work will be done at each park location to have the least amount of impact on programming and use by patrons.

Staff will also coordinate closely with businesses and the Post Office to make them aware of the work being completed on the Downtown parking lots and to have minimum disruption to commercial activities. Outreach to the community will also be handled on the City’s social media outlets and website to look for alternate parking while work is being completed.
