MEASURE A FUNDING FOR THE DOG PARK PROJECT AT
GOLDEN PARK
EXECUTIVE SUMMARY
The City Council will adopt a resolution approving the filing of an application for grant funds from the Los Angeles County Regional Park and Open Space District for Measure A funding for the dog park project at Golden Park. The City holds an agreement with The Los Angeles County Regional Park and Open Space District for an annual Measure A allocation. The Measure A grant funds can be used for pre-acquisition services, creating new parks, planning design, environmental testing, community outreach and engagement, land inventory, and land acquisition. This grant application process requires a resolution as part of the guidelines to access funding.
RECOMMENDATION
That the City Council:
Adopt Resolution No. 25-8312, approving the filing of an application for grant funds from the Los Angeles County Regional Park and Open Space District for Measure A funding for the dog park project at Golden Park.
BACKGROUND
The Los Angeles County Regional Park and Open Space District is responsible for implementing and administering the Los Angeles County Safe, Clean Neighborhood Parks and Beaches Measure of 2016 (Measure A). Measure A was approved by the voters in November 2016 which, authorizes dedicated local funding for park, recreation, and open space projects. Measure A makes funding available to eligible applicants for projects that repair and upgrade parks and recreational facilities; create new parks; preserve and protect open spaces and beaches; and support recreational programming.
In this effort to create additional amenities, staff were asked in June of 2023, to research possible locations to add a second dog park in the South end of the City. Staff presented

2 options for the dog park location in March of 2024. The City Council approved Golden Park for the proposed location of the new dog park.
Measure A funding is currently available to proceed with the Dog Park project and is already approved by the Los Angeles County Regional Park and Open Space District as an eligible project. In order to access the available funding, and per Measure A requirements, a Resolution by the City Council, authorizing the utilization of the funds for the project is required.
ANALYSIS
The new dog park would operate similarly to the current model, which is located at Rio San Gabriel Park, providing two off-leash areas divided for small and large dogs. The new dog park would include similar amenities. It will also include two separate play zones for large and small dogs which will total approximately 7,000 square feet. In addition, amenities will also include; water fountains, trash cans, seating areas, and dog obstacle components.
Part of the project will also include community engagement. The goal is to maximize awareness and encourage diverse community participation in shaping a space that reflects local needs and priorities. To promote inclusive community input for the development of the new dog park, the City will launch a strategic campaign beginning in July 2025, which will include a community meeting and host engagement components at existing City events. This campaign will utilize a mix of digital and traditional outreach channels including social media posts, and flyers posted in popular dog-walking areas, the Community Center and Parks. Outreach will be ongoing, with reminders and updates leading up to the scheduled community meeting.
After determining the project location and the eligibility of grant funds, the City will be requesting $450,000 from the annual Measure A allocation funds for use towards the completion of this project.
