BACKGROUND
The Los Angeles Centers for Alcohol and Drug Abuse (L.A. CADA) is a non-profit organization whose mission is to save lives, unite families, and protect the community through addiction counseling and healthy living education.
L.A. CADA has held Pride events within the City of Downey over the last four years. The agency hosted the Downey Pride Family Picnic at Furman Park in 2021. In 2022, they hosted two Pride events over the course of a weekend including a Pride Sunset Festival on Downey Avenue and a Pride Family Picnic at Furman Park the following day. In 2023 and 2024, they hosted a one-night Downey Pride Festival on Downey Avenue. The

proposed 2025 Pride Festival street closure will be similar to the street closure approved for the 2023 and 2024 Pride events.
At the June 3, 2025, Special City Council meeting, Budget Workshop, the City Council approved a request for assistance from L.A. CADA in the amount of $7,000 through the Community Based Organization grant program. This allocation was approved to assist with the funding of the 2025 Downey Pride Festival and was included as a part of the Fiscal Year 2025-2026 Budget.
ANALYSIS
On March 19, 2025, the City received a street closure request to close Downey Avenue from 2nd Street to 4th Street and to close 3rd Street from New Street to the end of the US Bank Building. The closure will accommodate the 5th Annual Downey PRIDE Festival celebrations scheduled from 4:00 p.m. – 10:00 p.m. Six hours will be allocated before the start of the event for set up, and an additional four hours are allocated after the event for break down and cleanup.
The L.A. CADA event will focus on raising awareness and community support for LGBTQIA+ community and their families. Event activities include live entertainment, retail vendors, a photo booth, a petting zoo, food vendors, and a beer garden.
To ensure a safe event, hard street closures are proposed on Downey Avenue at the intersections of 2nd Street and 4th Street as well as on 3rd Street at the intersections of New Street and the end of the US Bank building, beginning at 10:00 a.m. on August 9th, and remaining closed until 2:00 a.m. on August 10th.
The City’s Development Review Committee (DRC), which is made up of representatives from the Police, Fire, Public Works, and Community Development Departments, has reviewed the application packet submitted for the event and have provided standard conditions to ensure the event will not cause adverse impacts on the health or safety of surrounding uses. Those conditions include, but are not limited to, providing trash receptacles, portable restrooms, security guards, police officers, placement of road closure signs; approval from the Los Angeles County Health Department permits for food vendors, and assurance that the event site is to be properly restored to its previous state.
Lastly, “No Parking” signs will be posted along Downey Avenue and New Street 72 hours in advance of the street closure. The full conditions of approval are included in this report as Attachment B.
The event organizer will be responsible for payment of all costs and permits associated with the event. The below table represents the applicable cost estimated for City permits, City staff labor, and City materials associated with the implementation and facilitation of the event.
