TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM: OFFICE OF THE CITY MANAGER
BY: SCOTT R. LOUGHNER, CHIEF OF POLICE
DATE: AUGUST 12, 2025
SUBJECT: APPROVAL OF AGREEMENT BETWEEN THE DOWNEY POLICE DEPARTMENT AND PEREGRINE TECHNOLOGIES, INC. FOR DATA
INTEGRATION SERVICES
EXECUTIVE SUMMARY
The City Council will consider approving an agreement between the Downey Police Department and Peregrine Technologies, Inc. for data integration services. This data integration service will allow Detectives to more efficiently investigate crimes, supply the Police Department Crime Analyst a more robust tool to analyze crime trends, and give Police Management real-time Public Safety information. The agreement is for three years with an annual cost of $99,500, for a total cost of $298,500 for all three years.
RECOMMENDATION
That the City Council:
1. Approve an agreement with Peregrine Technologies, Inc. for a three-year term commencing on August 15, 2025, and terminating on August 15, 2028; and,
2. Authorize the City Manager, or his designee, to sign the agreement.
BACKGROUND
The Downey Police Department currently uses multiple data systems for its daily operations. The majority of these systems are not linked and require a significant amount of time, training, and effort to cross analyze case-related data and effectively investigate crime trends. None of these systems allow the Department to both proactively understand and respond to public safety concerns in real time. Peregrine is an advanced analytic platform that provides a single point of access to view and analyze large-scale, real-time data from multiple data sources. The software performs several critical functionalities including data integration, search and information retrieval, advanced analytics, data management, collaboration, access control, and security. The Peregrine software would

enhance the capabilities of officers, supervisors, dispatchers and detectives in their abilities to perform the functions of their jobs.
ANALYSIS
Peregrine Technologies provides a one-stop solution to data integration through their proprietary software that allows all personnel to access multiple databases through one useful, actionable, portal. Peregrine will integrate data from the Computer Aided Dispatch (CAD) data, Records Management Systems (RMS) data, body and dash camera footage, crash and citation system and more. This will create a comprehensive view to easily gain immediate, real-time, access to virtually all of Downey’s critical Public Safety information. This purchase requisition is recommended under the City’ sole source provisions of the City’s purchasing policy as Peregrine is the only solution on the market that offers a fully integrated set of user-facing applications for search, map-based analysis, link analysis, reporting and dash boarding that allow for seamless movement of data between those applications without the need to export and import data manually. Additionally, Peregrine is the only solution that offers desktop, laptop, tablet and mobile device accessible versions of those integrated applications so that they can be accessed by authorized users wherever and whenever they are needed. Peregrine also offers proprietary algorithms that will enable automatic and auditable duplication and merging of data, such as person records.
Currently, the process of critically analyzing data and producing meaningful reports is primarily done manually. This is extremely inefficient and costly. Peregrine Technologies provides a powerful, unique solution that allows for intelligent analysis and reporting capabilities across all platforms and applications currently utilized by the Downey Police Department. Peregrine does not create or bring any new data to the city, but rather utilizes data from systems the city owns and makes it quickly functional. In addition to significant improvements to police operations, the system will also act as a workforce multiplier by creating operational efficiencies, particularly regarding crime stat reporting and real-time information and investigative tools. This is now a cumbersome manual process involving many individuals in various roles.
Peregrine provides a powerful solution to address the demand for increased transparency by enabling staff to more easily respond to Public Records Act requests, subpoenas, and the public demand for meaningful fact-based information related to policing (i.e., informal and formal public contacts, community engagement, deployment of resources, crime trends, policies and procedures, use of force, etc.).
Peregrine has also successfully provided data integration services to other law enforcement agencies in the Los Angeles area and is a California based company.

FISCAL IMPACT
Approval of the recommended action will result in an expenditure of $99,500. This amount was previously adopted in the Fiscal Year 2025-2026 operating budget under account Measure D, Account No. 12-4-2130-0144. Funding for years two and three of the agreement will be included in subsequent fiscal year budgets.
