SUBJECT: APPROV AL OF STREET CLOSURE REQUEST – CITY OF DOWNEY’S
HAVANA NIGHTS EVENT
EXECUTIVE SUMMARY
The City of Downey’s Havana Nights event has become a staple in the Downtown Downey area for over 10 years. The Havana Nights event has continued to bring the City a unique celebration of the Cuban culture and recognizes the large Cuban community in Downey. The event will feature food trucks, festival attractions, live entertainment, a family fun zone, photo booth area, and a beer garden. The event will be held on Friday, October 3, 2025 from 6:00 pm – 10:00 pm.
RECOMMENDATION
That the City Council:
Approve street closures for the City of Downey’s Havana Nights event from 10:00 a.m. on Friday, October 3, 2025 to 12:00 a.m. on Saturday, October 4, 2025 along Downey Avenue and 3rd Street between the following intersections:
• Downey Avenue from 2nd Street to 4th Street
• 3rd Street @ New Street; and,
• 3rd Street to end of south parking lot entrance of US Bank.
BACKGROUND
Each year, the City of Downey offers a variety of special events for the community to enjoy, including Havana Nights. The event will include Cuban cuisine, Cuban entertainment, and activities for youth and families to experience together. The event continues to grow in popularity and brings an average attendance of 8,000 participants each year to the Downtown Downey area.

2 ANALYSIS
For the City of Downey’s Havana Nights event, staff recommends closing vehicular access to the following locations, which is also reflected on the attached map.
• Downey Avenue from 2nd Street to 4th Street
• 3rd Street @ New Street.
• 3rd Street to end of south parking lot entrance of US Bank
The proposed closure will be from 10:00 a.m. Friday, October 3, 2025 to 12:00 a.m.
Saturday, October 4, 2025 to allow staff time for set-up, breakdown and clean-up.
Property owners and tenants will be notified in person by City staff.

FISCAL IMPACT
Approval of the recommendation action will result in an expenditure of approximately $600 from the Downtown Events General Fund, Account No. 10-4-4322 as previously approved in the Fiscal Year 2025 – 2026 operating budget.
