LOVE DOWNEY FESTIVAL
EXECUTIVE SUMMARY
The City of Downey’s I Love Downey Festival will debut this year and will shine a spotlight on the City’s vibrant community spirit, rich history, and local talent. The event will feature live music, food trucks, a beer and wine garden, art exhibits, and family-friendly activities that showcase everything Downey has to offer. The event will be held on Saturday, September 20, 2025 from 2:00 pm – 7:00 pm.
RECOMMENDATION
That the City Council:
Approve a street closure for the I Love Downey Festival, which will occur at Downey Avenue and 3rd Street between the following intersections:
• Downey Avenue from 2nd Street to 4th Street
• 3rd Street @ New Street
• 3rd Street to end of south parking lot entrance of US Bank
BACKGROUND
Each year, the City of Downey offers a variety of special events for the community to enjoy. This year the International Food and Music Festival is evolving into the new I Love Downey Festival, a celebration that goes beyond global flavors to honor the heart and soul of the City. The reimagined event will highlight Downey’s local pride, culture, and celebrate its vibrant community roots. A variety of food options and entertainment will be featured along with activities for youth and families to experience together. The event is a new chapter in the continued celebration of the city and invites everyone to honor what makes Downey truly special.
In addition, the festival will proudly partner with City departments as well as local community organizations to celebrate local pride. The Downey Police Department and

2 Fire Departments will be on-site with interactive displays and demonstrations offering residents a chance to connect with first responders and learn more about their vital roles.
Downey High and Warren High have also been invited to provide musical entrainment for all to enjoy. Local Groups such as the Downey Conservancy and the Downey Arts Coalition will host engaging exhibits and activities that highlight the City’s rich heritage and creative spirit.
ANALYSIS
For the City of Downey’s, I Love Downey Festival, staff recommends closing vehicular access to the following locations, which are also described on the attached map.
• Downey Avenue from 2nd Street to 4th Street
• 3rd Street @ New Street
• 3rd Street to end of south parking lot entrance of US Bank
The proposed closure will be from 3:00 am Saturday, September 20, 2025 to 3:00 am on Sunday, September 21, 2025, to allow staff time for set-up, breakdown and clean-up.
Property owners and tenants will be notified in person by City staff.

FISCAL IMPACT
Approval of the recommended action will result in an expenditure of approximately $600 from the Downtown Events General Fund, Account No. 10-4-4322 as previously approved in the FY 2025 – 2026 operating budget.
