SUBJECT: APPROVAL OF PURCHASE OF TWO NEW DIAL-A-RIDE BUSES THROUGH MODEL 1 COMMERCIAL VEHICLES
EXECUTIVE SUMMARY
The City Council will consider authorizing the purchase of two Downey Dial-A-Ride cutaway buses in the amount of $348,147. The two new Starcraft Allstar models will replace two aging Dial-A-Ride cutaway buses that are over 17 years old and over 7 years beyond useful lifespan.
RECOMMENDATION
That the City Council:
Authorize the appropriation of $348,147 for the purchase of two Downey Dial-A- Ride cutaway buses with Model 1 Commercial Vehicles in the amount of $302,737 plus a contingency of $45,411 including any non-substantive extensions, change orders, purchase orders, and amendments up to the authorized appropriation amount of $348,147, utilizing Proposition A funds.
BACKGROUND
The City provides Dial-A-Ride transportation services for Downey residents who are 65 years and older or residents with a disability that prevents travel on public transportation.
It is a curb-to-curb shared service that can take participants anywhere within Downey city limits as well as Kaiser Permanente in Bellflower. Dial-A-Ride can be scheduled for many needs such as: medical appointments, shopping, errands, and visits to the Barbara J.
Riley Community and Senior Center. All Dial-A-Ride vehicles are equipped with ramps or lifts and wheelchair securements.
Dial-A-Ride has two vehicle types, vans and cutaway buses. Vans are used for individuals or smaller groups. The cutaway buses are the primary source of transportation and used for larger group travel, going to the same destination. The current cutaway buses hold 16 ambulatory passengers or it can be configured with seats folded up to accommodate 10 ambulatory and 2 wheelchair secured passengers. The Barbara J. morning, the congregate meal program for lunch, and the free strength and conditioning class in the afternoon. The cutaway bus type is also used for specialty events, such as the summer Concert Under the Stars.
Downey currently has a total of four cutaway buses, two of which are well beyond their useful life. The two older buses are not reliable, with one needing a new transmission and inoperable and the other frequently breaking down from engine troubles. This creates scheduling challenges and pick-up/drop off delays when a van has to be used in place of a cutaway bus. From July 1, 2024, to June 30, 2025, there were approximately 15,000 riders who used Dial-A-Ride services. New applications to be a Dial-A-Ride participant are turned in daily.

ANALYSIS
The City of Downey is a member of California Association for Coordinated Transportation (CalACT). One of the benefits of membership is the ability to utilize the CalACT Basin Transit Purchasing Cooperative’s request for proposal (RFP) to purchase vehicles. It allows for a collective power to obtain bids for the best prices, bonus upgrades and have transparency of vehicle costs. In addition, all bus procurements comply with the Federal Transit Administration’s Third-Party Contracting Guidelines. The current CalACT RFP 20- 01 is valid until end of 2025 calendar year.
All vehicle vendors offer a Ford E450 engine with slightly different cutaway models. Model 1 offers a Starcraft Allstar model, which is the same model as the existing cutaway models in Dial-A-Ride service and with a safer 2 step entry. Model 1 Commercial Vehicles was selected due to their competitive price, being the largest commercial vehicle dealer in the US, longevity of 40+ years in business, having a location in California, customization of the vehicle and customer service.

Approval of the recommended action will result in a total appropriation of $348,147 from the City’s fund balance of carryover Proposition A funds to be transferred to the Transit account 55-4-6220-0940. There is a sufficient fund balance for the recommended actions.
