MOTORCYCLES
EXECUTIVE SUMMARY
The City Council will consider authorizing the purchase of two police motorcycles to replace two police motorcycles currently in service with the Downey Police Department in the amount of $78,207. Police motorcycles play a vital role in law enforcement, offering unique advantages and versatility in urban and traffic heavy environments.
RECOMMENDATION
That the City Council:
1. Approve the purchase of two police motorcycles in the amount of $78,207 from Long Beach BMW; and
2. Authorize an appropriation of $78,207 from the Measure S Capital Fund 33 Expense Account number 33-4-2120-0940, for this purchase.
BACKGROUND
Police motorcycles are specialized law enforcement vehicles that offer exceptional maneuverability and rapid response capabilities, particularly in traffic dense or restricted access areas. They allow officers to navigate congested roadways, access narrow alleyways, and maintain a visible presence at large-scale events where patrol vehicles may be less effective.
In addition to general patrol duties, motorcycles play a critical role in traffic enforcement.
Their agility enables officers to efficiently stop and apprehend traffic violators, deter reckless driving, and improve roadway safety. The presence of motorcycle officers also serves as a visible deterrent, encouraging compliance with traffic laws.
In July 2024, the City Council approved the Police Department’s Fiscal Year 2024–2025 budget, which included $68,000 to replace two aging Honda motorcycles in the Traffic

Unit’s fleet. Due to limited inventory at the time, the purchase could not be completed as planned. Since that approval, the cost of the motorcycles has increased to $78,207.
The two Honda motorcycles being replaced, purchased in 2014 and 2016, have reached the end of their service life and need to be replaced. Replacing them is necessary to maintain the Department’s operational readiness and ensure officers have safe, reliable equipment for daily patrol and enforcement duties.
ANALYSIS
The Downey Police Department’s motorcycle fleet consists of seven BMW motorcycles, along with two Honda motorcycles. These Honda motorcycles are well past their normal service life in both condition and mileage, making replacement necessary.
In 2016, Honda discontinued production of police motorcycles, prompting the Department to evaluate suitable alternatives. After testing BMW and Harley-Davidson models, the only two primary manufacturers of police motorcycles, BMW was selected based on overall performance and its similarity to the Honda models being replaced. This choice maintains fleet uniformity and improves efficiency in training, maintenance, and parts procurement.
The Los Angeles County Sheriff’s Department has awarded a competitively bid contract (Contract #RQN-SH-25027375) to Long Beach BMW Motorcycles for the purchase of BMW police motorcycles. This contract is eligible for use under the City of Downey’s Cooperative Purchasing Policy. Staff recommends using this contract to “Piggyback” onto the existing Los Angeles County Sheriff’s Department purchase order (#PO-SH- 25008400-1), saving the City time and money.
Upon approval of this purchase, the order for these two motorcycles would be placed with BMW. The average build and delivery time of the motorcycles is six months once the order is received.

$68,000 was previously approved in the Fiscal Year 2024-2025 operating budget. Due to a lack of available inventory at the time of purchase, the acquisition was delayed, and the cost has since increased. As such, approval will also require the appropriation of an additional $78,207 from Measure S Capital Fund 33 Expense Account number 33-4- 2120-0940to the Fiscal Year 2025-2026 Operating Budget.
