BACKGROUND

The City of Downey surveyed the current pavement condition of all of the existing alleys in the City. The existing asphalt pavement on the 38 alley segments, as shown on the Location Map on Attachment A have Pavement Condition Index's (PCI) ranging from 15 to 70. Alleys having a PCI's ranging from 15 to 40 indicate pavement is in very poor condition with extensive surface cracking and structural deterioration. Alleys having PCI's ranging from 40 to 70 indicate pavement is in a poor to fair condition; while still functional, such alleys show moderate distress, and are at risk of further deterioration.
