Item No.
TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM: OFFICE OF THE CITY MANAGER
BY: SCOTT R. LOUGHNER, CHIEF OF POLICE
DATE: SEPTEMBER 9, 2025
SUBJECT: AUTHORIZATION TO PURCHASE 20 TASER MODEL X26P
CONDUCTED ENERGY DEVICES
EXECUTIVE SUMMARY
The City Council will consider authorizing the purchase of 20 Taser model X26P Conducted Energy Devices (CED) and accessories in the amount of $33,737.
Purchasing these devices will ensure all officers are issued this less-lethal option when subduing assaultive subjects.
RECOMMENDATION
That the City Council:
1. Approve the purchase of 20 Taser model X26P conducted energy devices and accessories in the amount of $33,737 from ProForce Law Enforcement; and
2. Authorize an appropriation of $33,737 from Measure S Equipment Fund 33, Account number 33-4-2110-0950, for this purchase.
BACKGROUND
The Downey Police Department issues all officers a Taser CED as a less-than lethal option for officers when attempting to control a violent or physically resistant person. The appropriate use of such a device may result in fewer serious injuries to officers and suspects.
The Police Department is required to do an annual audit of the Taser devices to ensure all members of the Department receive initial and annual proficiency training, including a review of Downey Police Manual Policy, Manual Section 304. Another part of the audit is to ensure all issued Taser devices are functioning properly. In August of 2025, this audit was completed by the Department’s Professional Standards Unit. The audit revealed the police officers were in compliance regarding the required training of the device. However, the audit revealed 23 non-issued Tasers were not functional and/or did

not meet the requirements to be safely deployed in the field. If these devices were properly working, they would have been issued to new hires, including the 12 additional police officer positions that were added under Measure D.
These Taser devices include two m26 models and six x26 models that are no longer supported by Taser, which means we cannot purchase batteries and other equipment to ensure they are working properly or to send them in for repairs. The remaining devices are the X26P model, but are no longer under warranty to repair issues such as broken screens, lasers, lights, and power issues.
ANAL YSIS
The Police Department purchased three (3) of the 23 Tasers as part of its budget for Fiscal Year 2024-2025 due to the immediate need to replace. The Department is requesting the approval of the purchase of the 20 Tasers to replenish its inventory and to prepare for the outfitting of new police officers hired. This would ensure all sworn officers are equipped with a properly working Taser, to ensure they have all available resources to control a violent or potentially violent individual, mitigating injury to the public, suspects, and officers.
Purchase of the Taser devices would be purchased from ProForce Law Enforcement under a sole source acquisition. ProForce Law Enforcement is the only authorized assigned dealer of the Taser devices in the region and standard pricing is set by Taser.
There are no other authorized vendors in the region.
