SUBJECT: APPROVAL OF THE PURCHASE OF A SEWER JETTER FOR PUBLIC
WORKS UTILITIES OPERATIONS
EXECUTIVE SUMMARY
The City Council will consider approving the purchase of a sewer jetter and associated equipment for the Department of Public Works Utilities Division uses. The City's existing sewer jetter has reached the end of its useful life due to frequent pump failure and damage to the unit that is beyond repair. The purchase of the new sewer jetter is necessary to ensure sewer cleaning efficiency for the sanitary sewer system operations staff in order to prevent the potential for sewer overflows and to meet the Division’s operational needs.
RECOMMENDATION
That the City Council:
Approve the purchase of US Jetting, Model USJ-4018-600, sewer jetter trailer with high pressure 18 gallons per minute (GPM), 4,000 pounds per square inch (PSI), sewer cleaner and 750 gallons of water containment from US Jetting, Inc. for the total bid amount of $94,780, and waive any and all minor irregularities in the bidding documents as submitted by said bidder.
BACKGROUND
The Utilities Division maintains 193 miles of sewer collection main, 4,550 manholes, and a lift station and force main within the City’s sanitary sewer system. In an effort to reduce the potential for sanitary sewer overflows, Utilities staff employs a proactive sewer cleaning program whereby the entire 193 miles of sewer collection system is cleaned at least once within 3 years with some areas requiring a higher frequency of cleaning due to the heavy nature of the wastewater flow and the average annual cleaning of sewer main ranging from 65 to 85 miles per year. Due its size, maneuverability, and operational efficiency, the Utilities sewer jetter trailer is the primary piece of equipment used on a daily basis for the Division's annual sewer system cleaning program. The existing unit is 9 years old, is used on a daily basis, and is due for replacement this year due to frequent pump failures and overall wear and tear to the unit that is beyond repair.

ANALYSIS
Utilities Division staff researched multiple vendors and suppliers of sewer jetting equipment.
After thorough analysis, it was determined that a trailer equipped with a high pressure 18 GPM, 4,000 PSI, US Jetting sewer cleaner and 750 gallons of water containment was the piece of equipment that would most closely match the needs of the Utilities Division due to its advanced cleaning apparatuses that allow for wireless remote control of the cleaning hose and heads, large water tank allowing for longer cleaning times before having to refill, telescoping hose reel allowing for increased manhole access, and overall jetting system reliability. US Jetting has been in business for 32 years and is known for manufacturing quality and reliable sewer cleaning equipment that have been sold in over 45 countries. They have extensive experience in the manufacture and support of this sewer cleaning equipment and have a local maintenance office located in Santa Fe Springs.
A request for quotation was subsequently made and three quotes received ranging in price from $94,780 to $122,033. The lowest bidder was US Jetting, Inc. in the amount of $94,780 (Attachment A). Staff reviewed the quote and backup documentation provided by US Jetting, Inc. and found that US Jetting, Inc. met all of the required jetter specifications and materials in their quote.
Staff recommends that the City Council approve the purchase of US Jetting, Model USJ-4018- 600, sewer jetter trailer with high pressure 18 gallons GPM, 4,000 PSI sewer cleaner and 750 gallons of water containment from US Jetting, Inc. for the total bid amount of $94,780.

FISCAL IMPACT
Approval of the recommended actions will result in an expenditure of $94,780 from the Sewer Fund Sanitary Sewer Operating Account No. 72-4-3155-0950 as provided in the table below and as approved in the Fiscal Year 2025-2026 operating budget.
