EXECUTIVE SUMMARY
The City Council will consider approving the replacement of the Downey Fire Department’s current inventory of Zoll AutoPulse mechanical cardio pulmonary resuscitation devices. The current devices were acquired in 2019 and have reached the end of their service life. Without continued manufacturer support, the reliability of these devices cannot be guaranteed . The Fire Department recommends replacing the units with the newest Zoll AutoPulse NXT model, ensuring uninterrupted availability of this critical lifesaving technology. Funding for this replacement was approved in the current fiscal year’s equipment replacement budget.

RECOMMENDATION
That the City Counci
Authorize the replacement of the existing Zoll AutoPulse devices with five (5) Zoll AutoPulse NXT mechanical cardio pulmonary resuscitation devices for a total cost of $1 19,642
BACKGROUND
The Downey Fire Department has utilized Zoll AutoPulse devices since 2019 to provide mechanical cardio pulmonary resuscitation (CPR) during cardiac arrest incidents. These devices deliver consistent chest compressions, improve patient survivability, and allow paramedics to focus on other advanced life support measures. The Department’s current Zoll AutoPulse devices have reached the end of their service life. Replacement parts, service, and software updates will no longer be available beginning in 2026 {\

ANALYSIS
Failure to replace the current devices could result in mechanical breakdowns with no service or repair options, jeopardizing patient outcomes and the effectiveness of emergency medical personnel. The new AutoPulse NXT provides several operational benefits:
e Reliability: New units are covered by an extended manufacturer warranty and full- service support,
+Enhanced Performance: Improved battery life and updated technology ensure consistent performance in prolonged resuscitation efforts, eOperational Continuity: As Zoll is the department’s existing vendor, training requirements will be minimal, reducing transition time and costs +Risk Mitigation: Proactive replacement avoids potential liability associated with equipment failure in critical incidents
After reviewing available alternatives, Fire Department staff has determined that continued use of the Zoll AutoPulse NXT is the most cost-effective and operationally efficient option for the department. . This purchase of the replacement Zoll AutoPulse NXT devices was competitively bid through NPPGov, which is a purchasing cooperative designed to help agencies reduce the cost of services. Utilizing this cooperative, the City of Downey gains the best pricing without expending staff time and resources to conduct its own RFP process
