OCTOBER 14, 2025
SUBJECT: APPROVAL OF CONSTRUCTION CONTRACT FOR THE GUATEMALA
AVENUE AT SUVA STREET TRAFFIC SIGNAL IMPROVEMENT PROJECT, CAPITAL IMPROVEMENT PROJECT (CIP) NO. 25-14
EXECUTIVE SUMMARY
The City Council will consider approving a contract (Attachment A) with P.T.M. General Engineering Services, Inc. in the amount of $305,005 for the construction of the Guatemala Avenue at Suva Street Traffic Signal Improvement Project (Project), Capital Improvement Program (CIP) No. 25-14. The Project will install a new traffic signal at the intersection of Guatemala Avenue and Suva Street which was recommended for conversion to signalized control based on previously completed signal warrant study in 2024, which demonstrated the need for the signal.
RECOMMENDATION
That the City Council:
1.Award a contract to the lowest responsive and responsible bidder, P.T.M. General Engineering Services, Inc., in the amount of $305,005 for the Guatemala Avenue at Suva Street Traffic Signal Improvement Project, Capital Improvement Program (CIP) No. 25-14; and,

BACKGROUND
The intersection of Guatemala Avenue and Suva Street is currently controlled by a four (4)way stop sign. A previous traffic study indicated a need for a traffic light at this location. The City solicited the services of a design firm to prepare the traffic signal
improvement plans, taking into account the data from the traffic study. Additionally, community meetings were held to discuss the plan for traffic light installation.
ANALYSIS
On August 12, 2025, the City Council approved plans and specifications and granted authority to advertise the Project for bids. The Project will install a new traffic signal at the intersection of Guatemala Avenue and Suva Street. The work includes installation of left turn lanes from northbound and southbound Suva Street onto Guatemala Avenue, traffic signal poles, video detection equipment, pedestrian countdown signals, pedestrian push buttons, two (2) crosswalks, three (3) ADA-compliant curb ramps, traffic signal cabinets and equipment, and striping as shown on the plans in Attachment B.
The Project was advertised in the Downey Patriot on August 21, 2025, and August 28, 2025, and published in various trade publications. On September 5, 2025, the City received and publicly opened 10 bids through Planet Bids ranging from $305,005 to $539,763. The bid results were as follows:
