Item No. 6.
TO:HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM:OFFICE OF THE CITY MANAGER
BY:JAMES MCQUEEN, DIRECTOR OF HUMAN RESOURCES
DATE:OCTOBER 28, 2025
SUBJECT:
ADOPTION OF A RESOLUTION UPDATING HOURLY PAY RANGES FOR THE
POSITIONS DESIGNATED AS TEMPORARY/PART-TIME AND THE TEMPORARY/FULL-
TIME POSITION OF AMBULANCE OPERATOR
EXECUTIVE SUMMARY
The City Council will consider adopting a Resolution increasing the salary ranges for temporary/part-time positions and the temporary full-time position of Ambulance Operator in connection with the upcoming increase in minimum wage. This change is necessary to meet the State-mandated minimum wage increase to $16.90 per hour, which takes effect on January 1, 2026.
RECOMMENDATION
That the City Council:
Adopt Resolution No. 25-8324, updating the hourly pay schedule for positions designated as temporary/part-time and the temporary/full-time position of Ambulance Operator.
BACKGROUND
Labor Code Section 1182.12 requires the State of California to make a determination and certify to the Governor and the Legislature on an annual basis whether an adjustment for inflation is to be applied to the minimum wage after the minimum wage reaches $15 per hour. Pursuant to this section, the labor code requires the California minimum wage to be adjusted annually for inflation by the lesser of 3.5 percent or the rate of change for annual inflation in the area. The inflation adjustment comes from the Consumer Price Index as maintained by the United States Bureau of Labor Statistics non-seasonally adjusted United States Consumer Price Index for Urban Wage Earners and Clerical Workers (U.S. CPI-W).
ANALYSIS
The State of California Department of Finance has calculated the U.S. CPI-W for the 12-month period from July 1, 2024, to June 30, 2025 to have increased by 2.49 percent compared to the prior 12-month period. As a result, the State of California has determined that the minimum wage shall increase to $16.90 per hour effective for all employers on January 1, 2026. The proposed Resolution will increase the City’s established pay ranges to comply with this new minimum wage rate. Additionally, the City’s other temporary/part-time and temporary full-time position salaries will also be adjusted proportionally to the minimum wage increase to maintain existing differentials between positions.
This Resolution will also remove the temporary/part-time position of Training Coordinator and IT Technician, which were reclassified to full-time during the last budget cycle.
Additionally, the Resolution will increase the pay range for the position of Office Assistant II. This is due to an increase in the level of assigned duties and to address compaction issues with the lower level Office Assistant I position. Upon adoption, the current pay range for the Office Assistant II position of $17.75 to $19.2698 per hour will be increased to $19.90 to $20.90 per hour. This rate of pay is consistent with the pay rates of other similar part-time positions.
Staff recommends implementation of the hourly pay ranges effective December 22, 2025, as required by the State of California and as proposed in the attached Resolution.
