BY:SERGIO COREAS, HOMELESSNESS SOLUTIONS & HOUSING MANAGER DATE:FEBRUARY 10, 2026
SUBJECT:FISCAL YEAR 2024–2025 AND FISCAL YEAR 2025–2026 HUD ACTION PLAN
SUBSTANTIAL AMENDMENTS
EXECUTIVE SUMMARY
The City Council will consider approving proposed Substantial Amendments to the Fiscal Year (FY) 2024–2025 and FY 2025–2026 Annual Action Plans for the federal Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) programs. The recommended Substantial Amendments include the cancellation of select CDBG- and HOME-funded public service and homeless assistance programs and the reallocation of a total of $115,000 in federal funds to the City’s Housing Rehabilitation Programs.
The proposed Substantial Amendments continue to satisfy the United States Department of Housing and Urban Development’s (HUD) required eligibility criteria that funded activities primarily benefit low- and moderate-income persons. If approved by the City Council, the FY 2024–2025 and FY 2025–2026 Annual Action Plan Substantial Amendments will be submitted to HUD for review and approval.
RECOMMENDATION
That the City Council:
1. Conduct a public hearing and receive comments on the proposed Substantial Amendments to the FY 2024– 2025 and FY 2025–2026 Annual Action Plans for the use of Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) funds;
2. Approve the proposed FY 2024–2025 Substantial Amendment, which cancels the CDBG-funded Los Angeles Centers for Alcohol and Drug Abuse (LA CADA) – Behavioral Health Program ($20,000) and the Veteran Employment Support Training (VEST) Program ($25,000), and reallocates a total of $45,000 to the FY 2025– 2026 CDBG Housing Rehabilitation Program;
3. Approve the proposed FY 2025–2026 Substantial Amendment, which cancels the CDBG-funded LA CADA – Behavioral Health Program ($20,000) and the HOME-funded The Whole Child Tenant-Based Rental Assistance (TBRA) Program ($50,000), and reallocates those funds to the FY 2025–2026 CDBG Housing Rehabilitation Program (increased from $344,187 to $409,187) and the FY 2025–2026 HOME Housing Rehabilitation Program (increased from $253,732.44 to $303,732.44);
4. Authorize the City Manager, or his designee, to submit the approved Substantial Amendments and any necessary supporting documentation to the Unites States Department of Housing and Urban Development; and,
5. Authorize the City Manager, or his designee, to modify and execute any and all appropriate instruments, agreements, contracts, and implementing documents related to the implementation and administration of the Substantial Amendments.
BACKGROUND
The United States Department of Housing and Urban Development (HUD) provides the City with annual entitlement funding through the Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) programs. These federal grants are available to support a variety of community development activities, including affordable housing, neighborhood improvement programs, public services, and homeless prevention activities. The City and its sub-recipients must meet strict monitoring and reporting requirements to ensure that CDBG- and HOME-funded activities benefit low- and moderate-income households.
The City is required to prepare an Annual Action Plan each fiscal year, which serves as the City’s application to HUD for CDBG and HOME funds and identifies the specific activities and projects to be funded. The City Council approved the FY 2024–2025 Annual Action Plan on May 28, 2024, and the FY 2025–2026 Annual Action Plan on April 22, 2025.
HUD regulations require the City to submit a Substantial Amendment to its Action Plan when there is a cancellation of an existing activity, the addition of a new activity, or a significant change in the use of CDBG or HOME funds.
Substantial Amendments must be considered and approved by the City Council at a public hearing prior to submittal to HUD.
ANALYSIS
The Substantial Amendments to the FY 2024–2025 and FY 2025–2026 Annual Action Plans propose the cancellation of select CDBG- and HOME-funded public service and homeless assistance programs and the reallocation of those funds to the City’s Housing Rehabilitation Programs. The proposed amendments are consistent with HUD eligibility requirements and continue to primarily benefit low- and moderate-income households.
FY 2024–2025 Action Plan Substantial Amendment
To receive CDBG public service program funding, sub-recipients must comply with strict federal monitoring, documentation, and eligibility requirements in order to meet HUD's mandated national objectives. Failure to do so places the City's current and future allocations of CDBG and HOME funding at-risk of reduction or cancellation.
Over the course of the program year, City staff provided technical assistance, training resources, and ongoing compliance guidance to funded sub-recipients in an effort to support successful program implementation. Despite these efforts, sub-recipients ultimately did not have the administrative capacity or operational infrastructure necessary to meet HUD compliance requirements. Continuing funding under these conditions could expose the City to audit findings and jeopardize future federal allocations. In order to maintain compliance with HUD's national objectives and protect the City's entitlement funding, the proposed Substantial Amendment to the FY 2024-2025 Action Plan includes the cancellation of the following CDBG-funded public service programs and the reallocation of those funds to housing rehabilitation activities. The proposed changes are shown in the following table.
FY 2024–2025 CDBG Allocation Changes

Veteran Employment Support Training
(VEST) Program $25,000 $0
Housing Rehabilitation Program*$0 $45,000
Total $45,000 $45,000
*Funds will be incorporated into the FY 2025–2026 CDBG Housing Rehabilitation Program.
In lieu of continuing these CDBG-funded public service programs, staff is recommending the reallocation of the $45,000 in available FY 2024–2025 CDBG funds to housing rehabilitation activities. This reallocation will allow the City to expand its capacity to complete additional housing rehabilitation projects that benefit low- and moderate- income households.
FY 2025–2026 Action Plan Substantial Amendment
The proposed Substantial Amendment to the FY 2025–2026 Action Plan includes the cancellation of one CDBG- funded public service program and one HOME-funded homeless assistance program, and the reallocation of those funds to the City’s Housing Rehabilitation Programs. The proposed change to the CDBG-funded public service program is consistent with the proposed amendment for FY 2024-2025. The sub-recipient's failure to meet HUD compliance requirements in FY 2024-2025 made them ineligible to receive public service funding in FY 2025-2026.
With regards to the HOME-funded homeless assistance program, the sub-recipient still has funds available from FY 2024-2025 and does not need additional funding at this time. The sub-recipient will continue to administer the HOME-funded homeless assistance program utilizing the previous year's funds. The proposed changes are shown in the following tables.

In lieu of continuing funding for the canceled programs, staff is recommending the reallocation of available CDBG and HOME funds to the Housing Rehabilitation Programs to further the City Council’s goal of preserving existing housing stock and assisting additional low- and moderate-income households with critical health and safety repairs.
The increased funding is expected to help reduce the current estimated three year waitlist by allowing the City to approve and complete additional housing rehabilitation projects.

City of Downey - 1 - 2024 Annual Action Plan
Executive Summary
AP-05 Executive Summary - 24 CFR 91.200(c), 91.220(b)
1. Introduction
On May 12, 2020, the Downey City Council adopted the 2020-2024 Consolidated Plan, which described the City’s housing and community development needs, strategies, and activities to address those needs over a five-year period using entitlement grant funds provided by the U.S. Department of Housing and Urban Development (HUD). The 2024-2025 Action Plan is the fifth of five annual plans implementing the 2020- 2025 Consolidated Plan Strategic Plan goals via the investment of annual allocations of Community Development Block Grant (CDBG) and Home Investment Partnerships (HOME) funds from HUD. The Action Plan identifies available resources, annual goals, projects and activities for the period beginning July 1, 2024 and ending June 30, 2025.
The City receives CDBG and HOME funds from HUD on a formula basis each year, and in turn, awards grants and loans to non-profit, for-profit or public organizations for programs and projects in furtherance of this Plan. The CDBG and HOME programs generally provide for a wide range of eligible activities for the benefit of low- and moderate-income Downey residents, as discussed below.
Community Development Block Grant (CDBG)
The Housing and Community Development Act of 1974 created the CDBG Program. The primary objective of the CDBG program is the development of viable urban communities by providing decent housing, a suitable living environment, and expanding economic opportunities, principally for persons of low- and moderate-income. The CDBG regulations require that each activity meet one of the following national objectives:
Benefit low- and moderate-income persons;
Aid in the prevention or elimination of slums and blight; or Meet other community development needs having a particular urgency (usually the result of a natural disaster).
Each year, the City certifies with the submission of its Annual Action Plan that it has given maximum feasible priority to activities, which meet the first and second objectives above. Additionally, the City certifies that no less than 70 percent of the CDBG funds received, over a three-year certification period, will be designed to benefit low- and moderate-income persons.
HOME Investment Partnerships (HOME) Program
The Cranston-Gonzalez National Affordable Housing Act of 1990 created the HOME program to expand the supply of affordable housing for low- and moderate-income households. Often used in partnership with local nonprofit housing development organizations, the HOME program can support a wide range of affordable

housing activities, including building, buying, and/or rehabilitating rental and ownership housing or providing direct rental assistance to low- and moderate-income people. 2024-2025 Program Year
For the 2024-2025 program year, the City will receive $1,017,976.00 of CDBG and $417,338.47 of HOME funds from HUD. When combined with an estimated $358,628.00 of HOME program income and $2,139,759 of HOME and $11,449.22 of CDBG prior year unspent resources, the 2024-2025 Action Plan allocates a total of approximately $1,029,425.22 of CDBG funds and $2,915,725.47 of HOME funds to the following program activities to be implemented from July 1, 2024 to June 30, 2025.
As a result of the amendments described below, the total CDBG funding allocated for the 2024-2025 program year is $984,425.22.

2. Summarize the objectives and outcomes identified in the Plan HUD’s Community Planning and Development (CPD) Outcome Performance Measurement Framework classifies objectives in three (3) categories: decent housing, a suitable living environment, and economic opportunity. In consideration of community input as well as the Needs Assessment and Market Analysis, the Strategic Plan identifies eight (8) high priority needs to be addressed through the implementation of activities with seven (7) Strategic Plan goals.
The high priority needs include:
Increase the supply of affordable housing
Preserve the supply of affordable housing
Equal access to housing opportunities
Provide public services for low- and moderate-income youth, families, seniors Provide public services for low- and moderate-income residents with special needs Improve public facilities and infrastructure
Provide neighborhood Services
Homeless Prevention Services
Consistent with HUD’s national goals for the CDBG and HOME programs to provide decent housing opportunities, maintain a suitable living environment and expand economic opportunities for low- and moderate-income residents, the priority needs listed above will be addressed over the next five years through the implementation of CDBG and HOME funded activities aligned with the following measurable goals included in the Strategic Plan section of the 2020-2024 Consolidated Plan.

3. Evaluation of past performance
The City is currently implementing the project and activities included in the 2023-2024 Action Plan. As of this writing, all projects and activities are underway.
The investment of HUD resources during the 2015-2019 program years was a catalyst for positive change in the community. Together with other federal, state and local investments, HUD resources allowed the City and its partners to:
• Provide fair housing services to residents of Downey
• Expand affordable housing through acquisition, of 1 housing unit • Provide sustainability of decent housing through rehabilitating 103 housing units and • conducting 60 lead-based paint testing and abatement
• Enhance low- and moderate-income neighborhoods by inspecting 2,520 housing • units through code enforcement
• Stimulate business investment and job development through direct financial • assistance to businesses and section 108 repayment by providing 303 jobs • Stimulate business investment and job development through direct financial • assistance to businesses and section 108 repayment through 2 business
City of Downey - 5 - 2024 Annual Action Plan
• Provide financial assistance to increase number of affordable housing units assisting • 6 housing units
• Provide public service activities to 1,437 youth
• Provide public service activities to 495 persons
• Help provide services to persons with special needs to include seniors, battered and • abused spousal programs, meal programs, and case management services to 124,748 • people
While the City and local partners were able to successfully implement the activities listed above during the last five (5) years, there were insufficient resources to fully address the level of need identified in the last Consolidated Plan.
4. Summary of Citizen Participation Process and consultation process The Consolidated Plan regulations at 24 CFR Part 91 provide the citizen participation and consultation requirements for the development of the Consolidated Plan. Chief among those requirements is the need to consult with the Continuum of Care (CoC) to address homelessness, Public Housing Authorities (PHA), business leaders, civic leaders and public or private agencies that address housing, health, social service, victim services, employment, or education needs of low-income individuals and families, homeless individuals and families, youth and/or other persons with special needs. This qualitative input was combined with a quantitative analysis of demographic, housing and socioeconomic data to develop the strategic plan that reflects the housing, community and economic development needs and priorities for the City of Downey over the next five years.
In accordance with the City’s adopted Citizen Participation Plan, residents and stakeholders were able to participate in the development process through surveys, community meetings and public hearings. Efforts were made to encourage participation by low- and moderate-income persons, particularly those living in areas where HUD funds are proposed to be used, and by residents of predominantly low- and moderate- income neighborhoods. Efforts were made to encourage the participation of minorities and non-English speaking persons, as well as persons with disabilities. The consultation process included representatives of the CoC, PHA, and other specified groups who completed surveys, provided local data, and assisted the City to ensure practical coordination of strategies to maximize impact and to avoid duplication of effort.
5. Summary of public comments
In the development of the Action Plan, the City solicited applications from various non-profit organizations and City Departments for the provision of fair housing services, public services, community and housing projects. Two Community Meetings were held on February 22 and February 13, 2024 to solicit public input.
The draft 2024-2025 Action Plan was available for public review and comment from April 25, 2024 to May 28, 2024. The City Council convened a public hearing on May 28, 2024 to receive comments on the Action
City of Downey - 6 - 2024 Annual Action Plan
Plan. Comments received during the Community Meetings, public review period and at the Public Hearings are provided in “Appendix A” of this document.
Subsequently, the City made the draft Substantial Amendment to the 2024-2025 Action Plan available for public review and comment from March 7, 2025 to April 8, 2025. Residents were encouraged to review the draft Substantial Amendment to attend the public hearing on April 8, 2025, or submit comments concerning the housing and community development needs, proposed projects and activities in the Substantial Amendment. Comments received during the public review period and at the Public Hearings are also provided in “Appendix A” of this document.
Following this action, the City processed a Minor Amendment in accordance with its Citizen Participation Plan. The City has since prepared an additional draft Substantial Amendment to the 2024-2025 Action Plan for public review and comment from January 9, 2026 to February 10, 2026. Residents were encouraged to review the draft Substantial Amendment to attend the public hearing on February 10, 2026, or submit comments concerning the housing and community development needs, proposed projects and activities in the Substantial Amendment. Comments received during the public review period and at the Public Hearings are also provided in “Appendix A” of this document.
6. Summary of comments or views not accepted and the reasons for not accepting them All comments and views received by the City in the development of the Action Plan were accepted and taken into consideration in the development of the Action Plan.
7. Summary
The 2024-2025 Action Plan addresses all seven (7) Strategic Plan Goals from the 2020-2024 Consolidated Plan by allocating a total of approximately $1,029,425.22 in CDBG funds and $2,915,725.47 of HOME funds towards eligible activities that are to be implemented from July 1, 2024 to June 30, 2025. Activities submitted for consideration in response to any solicitation of Notice of Funding Availability (NOFA) process must conform with one (1) of the seven (7) Strategic Plan strategies and the associated action-oriented, measurable goals in order to be considered to receive CDBG or HOME funds.
At the time the public review period began, HUD had not yet released the 2024-2025 Annual Allocations.
For this reason, HUD advised the City to prepare this draft document utilizing the current year annual allocation and include language detailing the methodology by which the City would reallocate funds should the 2024-2025 annual allocation increase or decrease.
Therefore, if the City’s 2024-2025 annual allocation changed, a request of the City Council would be made to provide staff and the public with the following language for adjusting activity budgets for the CDBG and HOME programs:
Should the CDBG allocation be greater than $972,424:
o Fair Housing Services will remain at $20,000 but the CDBG Administration budget will be increased to be compliant with the 20% cap for administrative activities.
City of Downey - 7 - 2024 Annual Action Plan
o Funding levels for the public service activities will remain the same as proposed in the 2024- 2025 Action Plan.
o Section 108 Loan Repayment will be based on amortization schedule. o Balance of funds will be added to the City’s CDBG funded Housing Rehabilitation Program activity.
Should the CDBG allocation be less than $972,424:
o Fair Housing Services will remain at $20,000 but the CDBG Administration budget will be reduced to be compliant with the 20% cap for administrative activities. o Funding levels for the public service activities will remain the same as proposed in the 2024- 2025 Action Plan.
o Section 108 Loan Repayment will be based on amortization schedule. o Balance of funds will be deducted from the City’s CDBG funded Home Improvement Program activity
Should the HOME allocation be greater than $481,259:
o The HOME Administration budget will be increased to be compliant with the 10% cap for administrative activities.
o The CHDO activity budget will be increased to be compliant with the 15% set-aside requirement.
o Balance of funds will be added to the City’s HOME funded Housing Rehabilitation Program. Should the HOME allocation be less than $481,259:
o The HOME Administration budget will be reduced to be compliant with the 10% cap for administrative activities.
o The CHDO activity budget will be reduced to be compliant with the 15% set-aside requirement.
o Balance of funds will be added to the City’s HOME funded Housing Rehabilitation Program.
On May 7, 2024, HUD announced the 2024-2025 Annual Allocations increasing the CDBG allocation from $972,424.00 to $1,017,976.00 and decreasing the HOME allocation from $481,259.00 to $417,338.47.
The City adjusted the activity budgets based on the methodology provided above, as subsequently amended

In the development of this Annual Plan, the City developed and implemented a comprehensive citizen participation and consultation process and conducted a needs assessment and market analysis to identify levels of relative need regarding affordable housing, homelessness, special needs, and community development. This information was gathered through consultation with public officials and local agencies, public outreach and community meetings, review of demographic and economic data, and housing market analysis.
In the implementation of the 2024-2025 Annual Plan and each of the five Annual Action Plans, the Economic Development Division shall be responsible for all grants planning, management and monitoring duties necessary to comply with HUD regulations and City policy.

City of Downey - 9 - 2024 Annual Action Plan
AP-10 Consultation – 91.100, 91.200(b), 91.215(l)
1. Introduction
The City of Downey consulted with representatives from multiple agencies, groups, and organizations involved in the development of affordable housing, creation of job opportunities for low- and moderate-income residents, and/or provision of services to children, elderly persons, persons with disabilities, persons with HIV/AIDS and their families, and homeless persons. To facilitate this consultation, the City solicited feedback through the following methods:
Stakeholder surveys (web-based and paper-surveys)
Individual stakeholder consultations
Community meetings
Public hearings
Receipt of written comments
To gather the greatest breadth and depth of information, the City consulted with a wide variety of agencies, groups and organizations concerning the housing, community and economic development needs of the community. Each of the agencies, groups or organizations consulted is represented below. The input received from these consultation partners helped establish and inform the objectives and goals described in the Strategic Plan. The City also provided each agency with an opportunity to comment on the draft 2024- 2025 Action Plan during the public review and comment period.
Provide a concise summary of the jurisdiction’s activities to enhance coordination between public and assisted housing providers and private and governmental health, mental health and service agencies (91.215(I)).
The City recognizes the importance of careful coordination and alignment among various service providers to maximize the effectiveness of the CDBG and HOME programs. As a result, during the development of this Consolidated Plan, the City consulted closely with organizations that provide assisted housing, health services and other community-focused agencies. Outreach efforts included surveys including specific questions associated with coordination, invitations to community meetings and follow-up in-person interviews where appropriate.
The City further recognizes the importance of continued coordination and alignment during the preparation of the 2024-2025 Action Plan with these organizations and agencies. The City will strengthen relationships and alignment among these organizations in the implementation of the NOFA process for CDBG and HOME funds and through technical assistance provided to subrecipients of CDBG and HOME funds each year.
City of Downey - 10 - 2024 Annual Action Plan
Describe coordination with the Continuum of Care and efforts to address the needs of homeless persons (particularly chronically homeless individuals and families, families with children, veterans, and unaccompanied youth) and persons at risk of homelessness Los Angeles County’s homeless system of care is comprised of a network of public, private, faith-based, for- profit, and non-profit service providers who utilize several federal, state and local resources to provide services for homeless people. The region’s municipalities, including the City of Downey, also provide resources for services that assist the homeless and those at risk of becoming homeless. The County’s non- profit community plays a key role in the current Continuum of Care (CoC) system. Hundreds of agencies throughout the County provide programs ranging from feeding the homeless on the street to creating permanent supportive housing opportunities. These services are available to homeless families with children, and single men and women.
The Los Angeles Homeless Services Authority (LAHSA) is the lead agency for the CoC in Los Angeles County. LAHSA guides the development of homeless strategies and the implementation of programs to end homelessness throughout the region. The City provided a detailed questionnaire to LAHSA to identify the CoC’s perceived needs in the county and its objectives to address the needs of different homeless persons populations, specifically chronically homeless families and individuals, families with children, veterans, unaccompanied youth and persons at risk of homelessness. Following the delivery and response to this questionnaire, the City followed up with the CoC to clarify existing needs and objectives and understand opportunities for collaboration and coordination during the 5-year planning process.
Coordination to address homelessness — including chronically homeless individuals and families, families with children, veterans, and unaccompanied youth — is guided by the CoC. All service providers within the CoC have the ability to refer people with varying needs to the appropriate service provider(s) in their area.
Describe consultation with the Continuum(s) of Care that serves the jurisdiction's area in determining how to allocate ESG funds, develop performance standards and evaluate outcomes, and develop funding, policies and procedures for the administration of HMIS
In the development of the 2020-2024 Consolidated Plan, the City of Downey consulted 53 housing, social service and other entities involved in housing, community and economic development in the City and throughout the region to obtain valuable information on the priority needs in Downey and how CDBG, HOME and other resources should be invested to provide decent affordable housing, a suitable living environment and economic opportunities for low- and moderate-income residents. The Los Angeles Homeless Services Authority (LAHSA), the lead agency of the Continuum of Care (CoC), was consulted directly by telephone and email to discuss performance standards, outcomes, and policies and procedures for HMIS. Table 3 provides a listing of the entities consulted as part of this planning process.

The City monitors CoC policy making to ensure that local efforts correspond to changes in the regional approach to addressing the needs of homeless and low-income people. Further, the Community Development Department works with subrecipients of CDBG and HOME funds to ensure a coordinated effort among service agencies in the region to address the needs of Downey residents, including but not limited to chronically homeless individuals and families, families with children, veterans and their families, unaccompanied youth, and persons who were

recently homeless but now live-in permanent housing. To promote economic opportunities for low-income residents, the City coordinates with subrecipient social service agencies, businesses and housing developers to ensure that where there are job opportunities for low-income people in connection with HUD-assisted projects, information is disseminated through appropriate channels consistent with the objectives of Section 3 of the Housing and Community Development Act of 1968.
Narrative
Broadband
Throughout the City of Downey, residents have consistent and multiple options to access broadband, high- speed internet offered by internet service providers such as Spectrum, Fontier, & T-Mobile. For broadband download speeds of 25 megabytes per second (mbps), 100% of residents are serviced by at least three internet service providers. According to broadbandnow, the average download speed in Downey is 100 mbps which is faster than the average internet speed in California.
Downey complies with HUD’s Narrowing the Digital Divide Through Installation of Broadband Infrastructure in HUD-Funded New Construction and Substantial Rehabilitation of Multifamily Rental Housing (81 FR 92626) rule (effective January 19, 2017). Through this rule, all new HUD-funded multi-family construction or substantial rehabilitation has included broadband infrastructure including cables, fiber optics, wiring and wireless connectivity to ensure that each unit has the infrastructure to achieve at least 25 mbps download and 3 mbps upload speeds.
Resilience
the City compiled a qualified team with various expertise, including risk management, public safety and health, engineering and public works, water infrastructure, and emergency response agencies to participate on a Steering Committee to guide the development of the City’s comprehensive Hazard Mitigation Plan. In addition, the Steering Committee solicited public involvement throughout the planning process, including the release of a public survey through the City’s website and social media platforms, allowing the public to comment during the drafting stage, and making the draft Plan available to allow the public to comment on its content. Chapter 1: Planning Process contains descriptions of the Planning process, including information on the Steering Committee and public involvement.
As part of the development process, Plan goals and objectives were revalidated to provide a framework for mitigating hazards and proposing potential mitigation actions. The goals are consistent with the California State Hazard Mitigation Plan and the Los Angeles County Hazard Mitigation Plan and were developed by the Steering Committee. The City’s overall Plan goals are to:
• Protect Life, Property, and Commerce
• Promote Public Awareness of the Vulnerability to Hazardous Events and Ongoing Mitigation Strategies
• Preserve the Environment
• Promote Community-wide Involvement with Hazard Mitigation • Increase the Capacity of Emergency Operational Functionality

AP-12 Participation – 91.105, 91.200(c)
1. Summary of citizen participation process/Efforts made to broaden citizen participation The City established and followed a process for the development of this five-year Consolidated Plan that included broad participation from the community. These activities were coordinated and implemented by the Downey Community Development Department. To assist in the identification of priority needs in the City, a survey was prepared and distributed to residents of the City to solicit resident input in the prioritization of needs related to community services, community facilities, infrastructure, neighborhood services, special needs services, businesses and jobs, and housing. The surveys were available online and also were made available at various public facilities.
Four community meetings to discuss the housing and community development needs in Downey were held on the following dates and locations:
Community Meeting Dates Location
February 12, 2020; 2:00 pm Stay Art Gallery
February 12, 2020; 6:00 pm Columbia Memorial Space Center February 22, 2020; 10:00 am Barbara J. Riley Community Center February 27, 2020; 6:00 pm Barbara J. Riley Community Center
At each step in the process, the City was careful to ensure that low- and moderate-income residents, members of minority groups, agencies involved in the provision of services to these populations, and others who are directly impacted by the programs and activities supported by the Consolidated Plan programs had the opportunity to be actively involved.
In the preparation of the 2020-2024 Consolidated Plan, the City followed the process established for citizen participation set forth in the Citizen Participation Plan. To promote greater public accessibility to program documents, the Citizen Participation Plan, Consolidated Plan, Action Plans, CAPERs and the Analysis of Impediments to Fair Housing Choice are posted on the City website at: https://www.downeyca.org

City of Downey - 39 - 2024 Annual Action Plan
Expected Resources
AP-15 Expected Resources – 91.220(c)(1,2)
Introduction
The projected and activities included in the 2024-2025 Action Plan are based on resources that are reasonably anticipated to be available to the City from federal, state, local and private sources from July 1, 2024 through June 30, 2025. The actual resources available to support activities during the implementation of this Annual Plan may vary significantly due to factors outside of the City’s control. For example, HUD formula grant allocations are subject to change each year based on a number of factors such as the amount of the national appropriation, changes in ACS population data applied to the CPD grant formulas, statutory changes to the CPD grant formulas, the addition or removal of entitlements receiving a particular CPD grant and the availability of reallocated funds. Additionally, state, local and private resources will vary significantly depending on the economic conditions.
For the 2024-2025 Program Year, the City has been informed by HUD that it will receive $1,017,976.00 of CDBG funds and $417,338.47 of HOME funds from HUD. When these amounts are combined with prior year and program income resources available for inclusion in the 2024-2025 Action Plan, the City anticipates the availability of approximately $9.5 million of CDBG and HOME funds over the five-year period of the Consolidated Plan beginning July 1, 2020 and ending June 30, 2025.

Table 5 – Expected Resources – Priority Table
City of Downey - 41 - 2024 Annual Action Plan
Explain how federal funds will leverage those additional resources (private, state and local funds), including a description of how matching requirements will be satisfied As a City with substantial housing and community development needs, Downey needs to leverage its CDBG and HOME entitlement grants with a variety of funding resources including but not limited to those listed below in order to maximize the effectiveness of available funds.
State Resources
State Low-Income Housing Tax Credit Program
Building Equity and Growth in Neighborhoods Program (BEGIN) CalHome Program
Multifamily Housing Program (MHP)
Housing Related Parks Grant
CalHFA Single and Multi-Family Program
Mental Health Service Act (MHSA) Funding
Local Resources
Los Angeles County CoC
Housing Authority of County of Los Angeles County (HACoLA) Southern California Home Financing Authority (SCHFA)
Private Resources
Federal Home Loan Bank Affordable Housing Program (AHP) Community Reinvestment Act Programs
United Way Funding
Private Contributions
HOME Matching Requirements
HUD requires HOME recipients (PJ’s) to match 25 percent of their HOME annual allocation. In accordance with 24 CFR 92.222, PJ’s satisfying the distress criteria established by the HOME Program regulations are provided a match reduction. The match reductions are granted due to fiscal distress, severe fiscal distress, and Presidential disaster declarations. For those PJs with both fiscal distress and Presidential disaster match reductions, the PJ may take the higher match reduction for the current fiscal year.
When a local jurisdiction meets one of the distress criteria, it is determined to be in fiscal distress and receives a 50 percent reduction of match. If a local jurisdiction satisfies both of the distress criteria, it is determined to be in severe fiscal distress and receives a 100 percent reduction of match. The City of Downey does not qualify for the match reduction from HUD.
City of Downey - 42 - 2024 Annual Action Plan
The City of Downey leverages HOME funds with other local and private non-federal resources in order to meet its HOME program 25 percent matching requirement. Eligible forms of HOME match are documented by the City and reported to HUD as part of the CAPER each year.
If appropriate, describe publicly owned land or property located within the jurisdiction that may be used to address the needs identified in the plan
Currently no publicly owned land or property is available.
The elimination of local Redevelopment Agencies by the State of California resulted in the loss of a crucial resource for the development and preservation of affordable housing. This negatively impacted affordable housing and residential investment. While there are mechanisms whereby certain affordable housing assets tied to the former Redevelopment Agencies may be utilized today, the available resources for affordable housing are scarce. Land or property necessary to address the needs identified in the Consolidated Plan would need to be acquired using HUD grant funds or other resources.
Discussion
The City will utilize approximately $2.9 million of CDBG, and HOME funds during the 2024-2025 Annual Plan period to increase the supply of affordable housing, preserve existing housing that is affordable to its occupants, provide public services to low- and moderate-income residents including those with special needs, address homelessness through homeless rental assistance, and improve public facilities to provide a suitable and more accessible living environment for all residents, including residents with disabilities.

Describe the reasons for allocation priorities and any obstacles to addressing underserved needs Based on the Strategic Plan, the City is allocating 100 percent of its CDBG funds (excluding Section 108 loan repayment and CDBG administration) as well as HOME funds for 2024-2025 projects and activities that benefit low- and moderate-income people. Due to the nature of the projects and activities to be undertaken, investments in projects concerning Economic Development may be limited to the CDBG low- and moderate- income areas while other projects and activities benefit low- and moderate-income limited clientele and are available citywide.
The primary obstacles to meeting the underserved needs of low- and moderate-income people include lack of funding from federal, state and other local sources, the high cost of housing that is not affordable to low- income people and the lack of availability of home improvement financing in the private lending industry. To address these obstacles, the City is investing CDBG and HOME funds through the 2024-2025 Action Plan in projects that preserve the supply of affordable housing and projects that provide public services to low- and moderate-income people and those that are at-risk of becoming homeless.

City of Downey - 51 - 2024 Annual Action Plan
Affordable Housing
AP-55 Affordable Housing – 91.220(g)
Introduction
Two high priority affordable housing needs are identified in the 2024-2025 Annual Plan and two Strategic Plan goals are established to provide the framework necessary to invest CDBG and HOME funds to address the affordable housing needs of the City.
Expand the Supply of Affordable Housing
Based on evaluation of ACS and CHAS data, there is a high need for housing units affordable for households earning less than 80 percent of AMI. Of the households earning 0-80 percent of AMI in the City, 11,477 are cost burdened households—meaning households paying more than 30 percent of their income for housing.
Additionally, 4,300 of the cost burdened households are considered severely cost burdened households— meaning that they pay more than 50 percent of their income for housing. Of the 6,314 severely cost burdened households, 4,059 are renters. Of those severely cost burdened renter households, 3,765 households earn less than 50 percent of AMI and are considered the most at risk of becoming homeless.
Preserve the Supply of Affordable Housing
As the City's housing stock ages, a growing percentage of housing units may need rehabilitation to allow them to remain safe and habitable. The situation is of particular concern for low- and moderate-income homeowners who are generally not in a financial position to properly maintain their homes.
The age and condition of Downey’s housing stock is an important indicator of potential rehabilitation needs.
Commonly, housing over 30 years of age needs some form of major rehabilitation, such as roof replacement, foundation work and plumbing systems. Housing over 15 years of age will generally exhibit deficiencies in terms of paint, weatherization, heating / air-conditioning systems, hot water heaters and finish plumbing fixtures.
According to CHAS data showing the year that housing units were built categorized by owner and renter tenure:
14,710 or 89 percent of the 16,615 owner-occupied housing units in Downey were built 40 or more years ago (built prior to 1980)
1,310 or 8 percent of the 16,615 owner-occupied housing units in Downey were built between 20 and 39 years ago (built between 1980 and 1999)
13,395 or 83 percent of the 16,119 renter-occupied housing units in Downey were built 40 or more years ago (built prior to 1980)
2,415 or 15 percent of the 16,119 renter-occupied housing units in Downey were built between 20 and 39 years ago (built between 1980 and 1999)
City of Downey - 52 - 2024 Annual Action Plan
Preservation of the physical and functional integrity of existing housing units occupied by low- and moderate- income households is a cost-effective way to invest limited resources to retain existing housing units that are already affordable to low- and moderate-income households in the community. Addressing substandard housing conditions through housing preservation activities provide that all economic segments of the community have the means to ensure that their property meets local standards and that all Downey residents have the opportunity to live in decent housing.

Discussion
The Strategic Plan identifies a high priority need to expand the supply of affordable housing and a high priority need to preserve the supply of affordable housing. During the 2024-2025 program year, the City of Downey will invest CDBG and HOME funds in an effort to preserve fifty (50) owner-occupied housing units through the City of Downey’s Housing Rehabilitation Program and ten (10) low-to-moderate income persons with the rental assistance program.
According to the HOME Investment Partnerships (HOME) program regulations, HOME-assisted ownership housing must be modest housing with a maximum purchase price (for homeownership programs) or after- rehabilitation property value (for rehabilitation programs) that does not exceed 95 percent of the median purchase price for the area as published by HUD or as determined by the Participating Jurisdiction (City of Downey) in accordance with 24 CFR 92.254(a)(2)(iii).
In accordance with the procedures delineated at 24 CFR 92.254(a)(2)(iii), an analysis was updated to establish a local 95 percent of the median area purchase price limit for existing single-family residences and existing condominiums given the current HUD-published value for existing 1-unit homes in Los Angeles County is lower than the median existing single family and existing condominium residential purchase prices in the City of Downey and serves as a potential barrier to program participation.
City of Downey - 53 - 2024 Annual Action Plan
Based on data derived from the ParcelQuest Appraise covering a 6-month period between April 30, 2023, and October 31, 2023, the 95 percent of median purchase price limits were determined to be $836,000 for single family residences and $498,750 for Condominiums. (See Appendix B) The updated 95% of Median Price values will allow the City to continue the use HOME funds to assist program participants in a manner consistent with HOME program requirements. For any other housing type not listed above, the City will use the current effective values published by HUD. This analysis is submitted with the 2024-2025 Annual Action Plan Substantial Amendment in accord with 24 CFR 92.254(a)(2)(iii).
City of Downey - 54 - 2024 Annual Action Plan
AP-60 Public Housing – 91.220(h)
Introduction
The Downey Housing Authority was formed by the City Council on October 22, 1974, under provisions of State Law. The Downey Housing Authority is responsible for the administration of providing affordable housing in the City. The Downey Housing Authority does not administer Section 8 and does not own HUD Public Housing; however, the City is within the service area of the Los Angeles County Development Authority (LACDA) for the purposes of Section 8 and Public Housing.
Actions planned during the next year to address the needs to public housing During the 2024-2025 program year, LACDA will continue providing housing and public services to existing residents of the City of Downey. LACDA takes in feedback of residents collected through resident surveys distributed throughout the City of Downey to improve services.
Actions to encourage public housing residents to become more involved in management and participate in homeownership
LACDA actively encourages residents to be involved in the organization through resident councils and active participation in housing authority decisions via surveys and other forms of engagement. Resident surveys were distributed with translation services available on request. Community meetings in target areas were hosted with copies of the Consolidated Plan draft being available in these areas. A public hearing is conducted to accept public comments on the draft plan before its approval and submittal to HUD. Grant funding is administered to increase housing availability and accessibility to residents to encourage greater participation in homeownership. LACDA also maintains quarterly newsletters for Section 8 tenants, public housing residents, and Section 8 property owners.
If the PHA is designated as troubled, describe the manner in which financial assistance will be provided or other assistance
Not applicable. LACDA is designated as a High Performing PHA.
Discussion
LACDA is well-positioned to continue providing Section 8 Housing Choice Vouchers in the City of Downey and throughout Los Angeles County.

AP-65 Homeless and Other Special Needs Activities – 91.220(i) Introduction
Preventing and ending homelessness is a HUD priority addressed nationally through coordination of regional strategies carried out locally by government agencies and a wide variety of community-based organizations and faith-based groups. Consistent with this approach, the City of Downey supports the efforts of The Los Angeles Homeless Service Authority (LAHSA), County Continuum of Care (CoC), and its member organizations that address homelessness throughout Los Angeles County. In alignment with this strategy, the City will use HOME funds to support a local service provider to implement the Homeless Rental Assistance Program to prevent homelessness.
The City will invest CDBG and HOME funds during the 2024-2025 program year to address high priority needs identified in the 2020-2024 Consolidated Plan including preventing homelessness and providing public services to special needs populations.
Describe the jurisdictions one-year goals and actions for reducing and ending homelessness including reaching out to homeless persons (especially unsheltered persons) and assessing their individual needs The CoC and its partner agencies will continue to provide a continuum of programs ranging from outreach, access centers, emergency shelters, safe havens, transitional and permanent housing, and prevention.
More specifically, LAHSA, the County’s CoC, will increase efforts in 2024-2025 to add emergency and transitional shelter housing units through expedited construction or rehabilitation of facilities to accommodate homeless persons.
The City of Downey, through coordination with the CoC and a network of homeless service providers, supports this continuum of services to address homelessness including, but not limited to, homelessness prevention programs, emergency shelter programs, and transitional housing. In 2024-2025, in conjunction with the Whole Child, the City will use its 2024-2025 HOME funds to support rental assistance services for the homeless that provide critical rental assistance for unsheltered persons.
Specifically, to reduce and end homelessness, the City of Downey will provide HOME funds to the following activities:
Homeless Rental Assistance Program (10 people)
Addressing the emergency shelter and transitional housing needs of homeless persons The City supports local agencies that provide emergency rental assistance and transitional housing needs for homeless or those at risk of becoming homeless. To address the shelter needs of homeless persons, the City supports the Whole Child for the Homeless that provides rental assistance for families at risk of homelessness. The Whole Child serves approximately 10 unduplicated people.
City of Downey - 56 - 2024 Annual Action Plan
Lastly, the City of Downey also supports the efforts of the Los Angeles County Continuum of Care (CoC) and its member organizations that address homelessness.
Helping homeless persons (especially chronically homeless individuals and families, families with children, veterans and their families, and unaccompanied youth) make the transition to permanent housing and independent living, including shortening the period of time that individuals and families experience homelessness, facilitating access for homeless individuals and families to affordable housing units, and preventing individuals and families who were recently homeless from becoming homeless again To address the needs of homeless families, families with children, veterans and their families, the City supports the Whole Child, which provides rental housing assistance to families at risk of homelessness. Each year, The Whole Child serves approximately 10 unduplicated people through its rental assistance program.
When paired with financial counseling, career coaching and other available case management services, the agency makes certain that families are ready to succeed in their transition to permanent housing. The City will also support the Veteran Employment Support Training Program which aims to provide 50 low-income veterans with workforce development and training services. The program also focuses on crisis management and aligns with broader homelessness prevention strategies to improve veterans' quality of life.
Helping low-income individuals and families avoid becoming homeless, especially extremely low-income individuals and families and those who are: being discharged from publicly funded institutions and systems of care (such as health care facilities, mental health facilities, foster care and other youth facilities, and corrections programs and institutions); or, receiving assistance from public or private agencies that address housing, health, social services, employment, education, or youth needs The Los Angeles County CoC Ten Year Plan to End Homelessness included a goal to establish countywide protocols and procedures to prevent people from being discharged from public and private institutions of care into homelessness that will help decrease the number of persons being discharged into homelessness by at least 10 percent annually. The CoC is seeking improve coordination among publicly and privately funded institutions of care and local service agencies in the County of Los Angeles in order to decrease the number of persons being discharged into homelessness annually.
Discussion
With limited CDBG and HOME resources available, the City is investing HOME funds in tenant based rental assistance activities such as the Homeless Rental Assistance Program to reduce homelessness in Downey.
City of Downey - 57 - 2024 Annual Action Plan
AP-75 Barriers to affordable housing – 91.220(j)
Introduction
A barrier to affordable housing is a public policy or nongovernmental condition that constrains the development or rehabilitation of affordable housing. Barriers can include land use controls, property taxes, state prevailing wage requirements, environmental protection, cost of land and availability of monetary resources. Barriers to affordable housing are distinguished from impediments to fair housing choice in the sense that barriers are lawful and impediments to fair housing choice are usually unlawful.
Based on information gathered during community meetings, the Consolidated Plan Needs Assessment Survey, the 2021-2029 Housing Element and market analysis, the primary barriers to affordable housing in Downey are housing affordability and the lack of monetary resources necessary to develop and sustain affordable housing. The two barriers are related in the sense that demand for affordable housing exceeds the supply and insufficient resources are available to increase the supply of affordable housing to meet demand.
Actions it planned to remove or ameliorate the negative effects of public policies that serve as barriers to affordable housing such as land use controls, tax policies affecting land, zoning ordinances, building codes, fees and charges, growth limitations, and policies affecting the return on residential investment In the development of the 2021-2029 Housing Element, the City evaluated significant public policies affecting affordable housing development such as land use controls, tax policies affecting land, zoning ordinances, building codes, fees and charges and growth limitations. Based on this evaluation, the City determined that it has taken all appropriate and necessary steps to ameliorate the negative effects of public policies that may have been a barrier to affordable housing. Moreover, the City is actively engaged with affordable housing developers concerning the siting of additional future affordable housing and ensuring that the entitlement process runs smoothly from inception to completion.
Discussion
To address housing affordability and the lack of monetary resources for affordable housing, the Strategic Plan calls for the investment of a significant portion of CDBG and HOME funds for the development of 4 new affordable rental housing units during the five-year period of the Consolidated Plan and the rehabilitation and preservation of 100 existing affordable housing units over the next five years. Although the City no longer has access to Redevelopment Housing Set-Aside funds, the City will continue to leverage its CDBG and HOME funds to attract private and other available public resources, including land conveyed to the City for the purpose of affordable housing, to facilitate affordable housing development. This strategy will increase the supply of affordable housing and preserve existing affordable housing in the City of Downey.
City of Downey - 58 - 2024 Annual Action Plan
AP-85 Other Actions – 91.220(k)
Introduction
The City’s planned investment of CDBG and HOME funds through the 2024-2025 Action Plan will address obstacles to meeting underserved needs, foster and maintain affordable housing, reduce lead-based paint hazards, reduce the number of poverty-level families, further develop institutional structure, and enhance coordination between public and private housing and social service agencies.
Actions planned to address obstacles to meeting underserved needs The primary obstacles to meeting the underserved needs of low- and moderate-income people include lack of funding from federal, state and other local sources, and the high cost of housing that is not affordable to low-income people. To address these obstacles, the City is investing CDBG and HOME funds through the 2024-2025 Action Plan in projects that provide grants to approximately 60 low- and moderate-income homeowners for home improvements and services that prevent homelessness.
To address underserved needs, the City is allocating 100 percent of its non-administrative CDBG and HOME investments for program year 2024-2025 to projects and activities that benefit low- and moderate-income people or people presumed under HUD regulations to be low- and moderate-income.
Actions planned to foster and maintain affordable housing In the implementation of the 2024-2025 Annual Action Plan, the City will use CDBG and HOME funds to preserve and maintain existing affordable housing through the City of Downey Residential Rehabilitation Program that anticipates providing up to 50 grants totaling $2.5 million to low- and moderate-income owners of single-family dwellings.
Actions planned to reduce lead-based paint hazards
The Residential Lead Based Paint Hazard Reduction Act of 1992 (Title X) emphasizes prevention of childhood lead poisoning through housing-based approaches. To reduce lead-based paint hazards, the City of Downey’s Residential Rehabilitation Program will conduct lead-based paint testing and risk assessments for each property assisted that was built prior to January 1, 1978 and will incorporate safe work practices or abatement into the scope of work as required to reduce lead-based paint hazards in accordance with 24 CFR Part 35.
Actions planned to reduce the number of poverty-level families The implementation of CDBG and HOME activities meeting the goals established in the 2024-2025 Annual Plan - Strategic Plan and this Annual Action Plan will help to reduce the number of poverty-level families by:
Supporting activities that expand the supply of housing that is affordable to low- and moderate- income households;
Supporting a continuum of housing and public service programs to prevent and eliminate
City of Downey - 59 - 2024 Annual Action Plan
homelessness;
Supporting housing preservation programs that assure low income households have a safe, decent and appropriate place to live;
Supporting public services for low- and moderate-income residents including those with special needs and those at-risk of homelessness offered by nonprofit organizations receiving CDBG and HOME funds; and
In addition to these local efforts, mainstream state and federal resources also contribute to reducing the number of individuals and families in poverty. Federal programs such as the Earned Income Tax Credit and Head Start, provide pathways out of poverty for families who are ready to pursue employment and educational opportunities. Additionally in California, the primary programs that assist families in poverty are CalWORKs, CalFresh (formerly food stamps) and Medi-Cal. Together, these programs provide individuals and families with employment assistance, subsidy for food, medical care, childcare and cash payments to meet basic needs such as housing, nutrition and transportation. Other services are available to assist persons suffering from substance abuse, domestic violence and mental illness.
Actions planned to develop institutional structure
The institutional delivery system in Downey is high-functioning and collaborative — particularly the relationship between local government and the nonprofit sector comprised of a network of capable community-based organizations that are delivering a full range of services to residents. Affordable housing development and preservation activities will be carried out by the Housing Division of the Community Development Department in partnership with housing developers and contractors. Public service activities will be carried out by nonprofit organizations and City Departments to achieve the Strategic Plan goals. The Housing Division will work with other departments and with contractors to implement public facility improvement projects.
One of the ways the City is developing and expanding institutional structure to meet underserved needs is by funding a wide variety of services targeted to youth, seniors, special needs populations and individuals or families at risk of homelessness with CDBG public service funds and HOME funds.
Actions planned to enhance coordination between public and private housing and social service agencies To enhance coordination between public and private housing and social service agencies, the City will continue consulting with and inviting the participation of a wide variety of agencies and organizations involved in the delivery of housing and supportive services to low- and moderate-income residents in Downey.
City of Downey - 60 - 2024 Annual Action Plan
Discussion
In the implementation of the 2024-2025 Annual Action Plan, the City will invest CDBG and HOME resources to address obstacles to meeting underserved needs, foster and maintain affordable housing, reduce lead- based paint hazards, reduce the number of poverty-level families, develop institutional structure and enhance coordination between public and private housing and social service agencies.

Executive Summary
AP-05 Executive Summary - 24 CFR 91.200(c), 91.220(b)
1. Introduction
The City of Downey has prepared the 2025-2029 Consolidated Plan as required to receive federal Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) funds. As required by the U.S. Department of Housing and Urban Development (HUD) the Consolidated Plan provides a comprehensive assessment of the City’s housing and community development needs and outlines the City’s priorities, objectives, and strategies for the investment of CDBG and HOME funds to address these needs over the next five years, beginning July 1, 2025, and ending June 30, 2030.
Each year, the City receives CDBG and HOME funds through a formula-based allocation from HUD. These funds are awarded to non-profit organizations, for-profit entities, and public agencies to support a variety of activities that align with the City’s Consolidated Plan goals and address the high priority needs of low- and moderate-income residents.
Community Development Block Grant (CDBG)
The CDBG program, established under the Housing and Community Development Act of 1974, is a flexible federal funding source designed to address a wide range of housing and community development needs. HUD evaluates the City’s Consolidated Plan and program performance based on three primary objectives: providing decent housing, creating suitable living environments, and expanding economic opportunities for low- and moderate-income households.
To qualify for CDBG funding, each activity must meet one of the following national objectives:
- Benefit low- and moderate-income persons; or
- Aid in the prevention or elimination of slums and blight; or - Meet other community development needs having a particular urgency (usually the result of a natural disaster).
HOME Investment Partnerships (HOME) Program
The HOME program, established under the Cranston-Gonzalez National Affordable Housing Act of 1990, is the largest federal program dedicated to affordable housing development. Designed to increase the supply of safe and affordable housing for low- and moderate-income households, the HOME program is often implemented in collaboration with non-profit housing developers, public agencies, and private entities. Eligible activities supported by HOME funds include new construction, acquisition, and rehabilitation of affordable housing, homebuyer assistance programs, and tenant-based rental assistance.

2. Summarize the objectives and outcomes identified in the Plan The 2025-2029 Consolidated Plan is grounded in a comprehensive, data-driven needs assessment and market analysis, combined with insights gathered from residents, community organizations, and other local stakeholders. This approach ensures that CDBG and HOME funds are directed toward high priority needs that align with the City’s goals.
Based on this, the City has identified six high priority needs, which will be addressed through six goals over the five-year period. These goals establish a clear framework for the allocation of CDBG and HOME funds which ensure investments produce meaningful results. Each goal is tied to measurable outcome indicators which allow the City to track progress, assess performance, and evaluate the impact of HUD-funded activities. The following table summarizes the goals, priority needs, and expected five-year outcomes.

3. Evaluation of past performance
The investment of HUD resources during the 2019-2023 Program Years had widespread impact in Downey. During Program Year 2019, the global coronavirus pandemic struck and in 2020, Congress passed the Coronavirus Aid, Relief, and Economic Security Act (CARES). The City received $1,558,902 CDBG-CV funds to prevent, prepare for, and respond to the virus in the community. The World Health Organization, based on evidence, has ended pandemic status and the national public health emergency has ended.
Together with other federal, state, and local investments, HUD resources allowed the City of Downey and its partners to provide assistance to low and moderate-income people through community and supportive services, and community facilities and infrastructure. The City continues to effectively implement its activities and align projects and programs with the City’s overall strategies and goals. A full review of past performance is available in the Consolidated Annual Performance and Evaluation Reports (CAPERs) that can be accessed through the City’s website at https://www.downeyca.org/our-city/departments/community-development/housing- division/public-document-review. In summary, as of June 30, 2024, - Provided fair housing services to residents of Downey - Provided sustainability of decent housing through rehabilitating 37 housing units and conducting an equal number of lead-based paint and abatement test - Stimulated business investment and job development through direct financial assistance to businesses and section 108 repayment through 2 business - Provided public service activities to 692 youth
- Helped provide services to persons with special needs to include seniors, battered and abused spousal programs, meal programs, and case management services to 245 people - Provided emergency financial assistance to 8 Small Business - Provided emergency financial assistance to 16 Microenterprises - Provided Emergency Rental Assistance to 99 households
4. Summary of Citizen Participation Process and consultation process The Consolidated Plan regulations at 24 CFR Part 91 provide the citizen participation and consultation requirements for the development of the Consolidated Plan. Chief among those requirements is the need to consult with the Continuum of Care (CoC) to address homelessness, Public Housing Authorities (PHA), business leaders, civic leaders, and public or private agencies that address housing, health, social service, victim services, employment, or education needs of low-income individuals and families, homeless individuals and families, youth and/or other persons with special needs. Information supplied by these community stakeholders, together with the data supplied by HUD resulted in a well-informed planning document that reflects the housing and community development needs and priorities for the City of Downey over the next five years.
In accordance with the City's Citizen Participation Plan (CPP), residents and stakeholders were able to participate in the development of the 2025-2029 Consolidated Plan through surveys, community meetings, and public hearings. Efforts were made to encourage participation by low-

and moderate-income persons, particularly those living in areas where HUD funds are proposed to be used, and by residents of predominantly low- and moderate-income neighborhoods.

AP-10 Consultation – 91.100, 91.200(b), 91.215(l)
1. Introduction
As part of the preparation of the Consolidated Plan the City reached out for consultation to agencies, groups, and organizations involved in the development of affordable housing, creation of job opportunities for low‐and moderate‐income residents, and/or provision of services to homeless and non-homeless individuals with special needs. To facilitate this consultation, the City solicited feedback through the following methods:
- Community Needs Survey (web‐based and paper‐surveys)
- Community and stakeholder meetings
- Public hearings
- Receipt of written or oral comments
The input received from these consultations helped establish and inform the objectives and goals described in the Strategic Plan.
As a result, during the development of the Consolidated Plan, the City consulted with organizations that provide assisted housing, health services, and other community-focused programs. Outreach efforts included surveys, invitations to community meetings, and follow-up interviews where appropriate.
Outreach was made to over 100 organizations and agencies including:
- Nonprofit services providers,
- Affordable and market rate housing developers,
- Housing advocates,
- Public agencies (such as the school district and Public Housing Authority) - Economic development and employment organizations
- Community and neighborhood groups, and
- Neighboring cities and communities.
The City further recognizes the importance of continued coordination and alignment during the upcoming five‐year planning period with these organizations and agencies. The City will strengthen relationships and alignment among these organizations in the implementation of projects using CDBG funds.
City of Downey 13 2025 Annual Action Plan
Describe coordination with the Continuum of Care and efforts to address the needs of homeless persons (particularly chronically homeless individuals and families, families with children, veterans, and unaccompanied youth) and persons at risk of homelessness The Los Angeles Continuum of Care (CoC) is comprised of a network of public, private, faith- based, for-profit, and non-profit service providers who utilize several federal, state, and local resources to provide services for homeless people. The region’s municipalities, including the City of Downey, also provide resources for services that assist the homeless and those at risk of becoming homeless. The non-profit and faith-based community plays a key role in the current CoC system. Hundreds of agencies throughout the region provide programs ranging from feeding the homeless on the street to creating permanent supportive housing opportunities. These services are available to homeless families with children, and single men and women. The non- profit and faith-based community also serves special needs populations, such as victims of domestic violence, veterans, the disabled, and youth.
The CoC guides the development of homeless strategies and the implementation of programs to end homelessness throughout the region. The City regularly consults with the CoC to identify needs in the jurisdiction and its objectives to address the needs of different homeless populations, including chronically homeless families and individuals, families with children, veterans, unaccompanied youth, and persons at risk of homelessness. The City continues to coordinate with the CoC to clarify existing needs and objectives and identify opportunities for collaboration during the five-year planning process.
Describe consultation with the Continuum(s) of Care that serves the jurisdiction's area in determining how to allocate ESG funds, develop performance standards and evaluate outcomes, and develop funding, policies and procedures for the administration of HMIS Although not a direct Emergency Solutions Grant (ESG) entitlement community, the City consulted with a number of housing, social services, governmental, and other entities involved in housing and community development in the City. Through these consultations, the City identified the holistic needs of the community, including those for extremely low-income households and homeless persons and how the City can continue to effectively coordinate with regional homeless service providers to best meet the needs of these populations. The CoC was consulted to discuss performance standards, outcome evaluation methodologies, and policies and procedures for the use of HMIS.

1. Summary of citizen participation process/Efforts made to broaden citizen participation
The City of Downey conducted a comprehensive citizen participation process to ensure the 2025- 2029 Consolidated Plan reflects community needs and priorities. The public engagement process was designed in accordance with the City’s Citizen Participation Plan (CPP) and HUD regulations (24 CFR 91.105), ensuring residents, local organizations, and community stakeholders had meaningful opportunities to participate in shaping the City's housing and community development strategies.
The City Manager’s Office led outreach efforts, emphasizing broad public engagement, particularly among low- and moderate-income residents, individuals with disabilities, racial and ethnic minorities, non-English-speaking populations, and public housing residents. The City also actively consulted with local and regional institutions, businesses, developers, non-profit and faith- based organizations, the Continuum of Care (CoC), and philanthropic entities to ensure a coordinated and holistic approach to addressing housing and community development needs.
To identify and prioritize community needs, the City developed and distributed a survey to gather input on housing, community, and economic development needs. The survey was available in English and Spanish online and in paper format at various public facilities. The survey received 452 responses. A summary of the survey and responses is in Appendix B.
In the Fall of 2024 publicly noticed hearing and meetings were held to obtain the views of the community on the City’s housing and community development needs. The first public hearing was held on September 24, 2024 at 6:30 PM to receive public comments on the amended CPP. No comments were received. The public meetings were held on September 26 at 9:00 AM at The Arc, Regan Center Banquet Hall and on September 27 at 2:00 PM at the Barbara J Riley Community and Senior Center. A public hearing to adopt the Consolidated Plan and first year Annual Action Plan is scheduled for April 21, 2025, at 6:30 PM, at City Hall.
Public notices for public hearings, meetings, the survey, and the 30-day comment period were published in a medium of general circulation in the City. Additionally, the City used social media platforms such as Facebook and Instagram to advertise the opportunities to participate. At each step in the process, the City was careful to ensure that low‐ and moderate‐income residents, members of minority groups, agencies involved in the provision of services to these populations, and others who are directly impacted by the programs and activities supported by the Consolidated Plan programs had the opportunity to be actively involved.

AP-15 Expected Resources – 91.220(c)(1,2)
Introduction
During the five-year period of the Consolidated Plan from July 1, 2025, to June 30, 2030, the City of Downey anticipates investing an estimated $5,104,180 CDBG and $2,041,922 HOME funds (over the 5- year period) to support the goals of this Strategic Plan. The annual allocations are subject to federal appropriations and changes in demographic data used in HUD formulas for each respective program.
The City’s Fiscal Year 2025 Action Plan will lay out the use of the annual allocations to address the priority needs and achieve the goals defined in the Strategic Plan.
HUD advised the City to include language detailing the methodology by which the City would reallocate funds should the 2025-2026 annual allocation increase or decrease. Therefore, if the City’s 2025-2026 annual allocation changed, a request of the City Council would be made to provide staff and the public with the following language for adjusting activity budgets for the CDBG and HOME programs:
- Should the CDBG allocation be greater or lesser than $1,017,976:
- Fair Housing Services will remain at $20,000 and the CDBG Administration budget will be increased or decreased to be compliant with the 20 percent cap. - Funding levels for the public service activities will remain the same as proposed in the 2025-2026 Action Plan.
- Section 108 Loan Repayment will be based on amortization schedule. - Balance of funds will be added or removed from the City’s CDBG funded Housing Rehabilitation Program.
- Should the HOME allocation be greater or lesser than $417,338:
- The HOME Administration budget will be increased or decreased to be compliant with the 10 percent cap for administrative activities.
- The CHDO activity budget will be increased or decreased to be compliant with the 15% set-aside requirement.
- Balance of funds will be added to the City’s HOME funded Housing Rehabilitation Program.
On May 13, 2025, HUD announced the 2025-2029 Annual Allocations, increasing the CDBG allocation from $1,017,976.00 to $1,020,836.00 and decreasing the HOME allocation from $417,338.47 to $408,384.44. The City adjusted the activity budgets based on the methodology provided above.

Explain how federal funds will leverage those additional resources (private, state and local funds), including a description of how matching requirements will be satisfied The City is expected to receive HOME funding which can be leveraged with CDBG funding if used for affordable housing and housing rehabilitation. The City will leverage HOME funding if future projects are presented during the next five years. The HOME program requires a 25 percent match based on fund expenditure, unless a jurisdiction meets the thresholds to have the match requirements reduced. The threshold conditions are: 1) Fiscal distress; 2) Severe fiscal distress, and 3) Presidentially declared major disasters covered under the Stafford Act. The City was identified by HUD as a fiscally distressed jurisdiction and has been granted a 50 percent match reduction for Fiscal Year 2023. The determinations for 2024 have not been made public as of January 23, 2025. The City anticipates this designation will continue into the 2025 Consolidated Plan period.
Given the limited size of the CDBG and HOME annual allocations, the City may consider pursuing new Section 108 loans within the five-year Consolidated Plan period to support large-scale public improvements or housing projects.
Depending on the financing structure of a given activity, it may be advantageous for the City to use CDBG funds to leverage appropriate state, local, and private resources, including but not limited to those listed below.

If appropriate, describe publicly owned land or property located within the jurisdiction that may be used to address the needs identified in the plan
Downey will comply with state requirements under AB1486 and AB1255 to inventory and support developers to access and utilize surplus municipal and state land for the construction of affordable housing. If such sites are identified, the City will consider the use of HUD funding or other resources to assist with site preparation and/ or development. At this time, no publicly owned land or property is expected to be used to address the needs.
Discussion
Assuming continued level funding, the City expects to utilize $7,146,102 in CDBG and HOME funds during the five-year period beginning July 1, 2025, and ending June 30, 2030, to achieve the goals of the Strategic Plan.

Introduction
To address the high priority needs identified in the Strategic Plan to the 2025-2029 Consolidated Plan, the City will invest CDBG and HOME funds in projects that preserve affordable housing, provide fair housing services, provide public services to low-income residents, prevent homelessness, and repayment of Section 108 debt. Together, these projects will address the housing, community, and economic development needs of Downey residents.

Describe the reasons for allocation priorities and any obstacles to addressing underserved needs As grant resources become increasingly scarce, it is important for the City to determine areas and population segments with the greatest level of need for a particular program or activity and to be able to invest federal, state, and local resources in high leverage opportunities where data suggests that the City will be able to maximize the impact of every dollar.
The 2025-2029 Consolidated Plan is a roadmap to guide the City’s housing, community, and economic development investments during the next five years. All investments of HUD funding are used to address the priority needs listed in the City’s five-year Consolidated Plan.
The limited funding resources continue to provide challenges to fully address the level of need identified in the Consolidated Plan.

Description of the geographic areas of the entitlement (including areas of low-income and minority concentration) where assistance will be directed The City has not established specific target areas in which to focus the investment of CDBG funds. For the 2025 Program Year, the City will invest 100 percent of non-administrative funds to directly benefit low-and moderate-income individuals throughout the City. Infrastructure improvements and public facilities will be focused on areas with a concentration of residents with low- and moderate-incomes or sites that serve a presumed group. Housing assistance will be made available to income-qualified households throughout the City.

Table 9 – Geographic Distribution
Rationale for the priorities for allocating investments geographically HUD allows CDBG grantees to implement certain activities, such as initial construction or expansion of community facilities and infrastructure that benefit certain neighborhoods, but not the entire City, provided the service area for the facility or infrastructure is primarily residential, and where at least 51 percent of residents are low- and moderate-income.
It is the City’s intent to fund activities in the areas and for the populations most directly affected by the needs of low-income residents and those with other special needs. Where appropriate the Annual Action Plan will direct investment to an area benefit neighborhood. The area benefit category is the most used national objective for activities benefiting a residential neighborhood. An area benefit activity is one that benefits all residents, where at least 51 percent are low- and moderate-income. Public infrastructure improvements are an area benefit activity when they are in a predominantly low- and moderate-income neighborhood. Error! Reference source not found. Error! AP-60 Public Housing – 91.220(h)
Introduction
As indicated in section NA-35, the LACDA administers HUDs Housing Choice and Project-Based Voucher and Public Housing programs in Los Angeles County.
Actions planned during the next year to address the needs to public housing.
Public housing needs are addressed by the Housing Authority of the County of Los Angeles.
Actions to encourage public housing residents to become more involved in management and participate in homeownership.
LACDA encourages residents to be actively involved in the community and in the management of public housing developments through resident councils and numerous opportunities for feedback such as community meetings and surveys. LACDA encourages qualified public housing participants to pursue self-sufficiency and homeownership. In the Family Self-Sufficiency program staff works with participants to establish a five-year plan to become independent of government assistance. As family income increases the amount of rent they are responsible for increases as well. The incremental increase in rent is put into an escrow account which becomes available to the family upon completion of the program or for eligible expenses during the term of the program.
If the PHA is designated as troubled, describe the manner in which financial assistance will be provided or other assistance
The LACDA is not designated as troubled.
Discussion
LACDA is well-positioned to continue providing Section 8 Housing Choice Vouchers in the City of Downey and throughout Los Angeles County.

AP-65 Homeless and Other Special Needs Activities – 91.220(i) Introduction
The City of Downey places a high priority on assisting households experiencing or at risk of experiencing homelessness, and households with other non-homeless special needs. According to the results of January 2024, PIT Count, approximately 71,201 individuals in Los Angeles County were experiencing homelessness. Analysis of available data and consultation with organizations providing services for special needs populations revealed a need for a range of services including but not limited to those concerned with disabled adults. The City strives to meet these needs through the expanded access to affordable housing and homeless prevention service goals and associated activities. The City does not receive a direct allocation of ESG funds from HUD. It will consider applying for state ESG.
Describe the jurisdictions one-year goals and actions for reducing and ending homelessness including reaching out to homeless persons (especially unsheltered persons) and assessing their individual needs
Preventing and ending homelessness is a HUD priority addressed nationally through coordination of regional strategies and carried out locally by government agencies and a wide variety of community- based organizations and faith-based groups. Consistent with this approach, the City supports the CoC and its member organizations that address homelessness. In alignment with this strategy, the City will use HOME, HOME-ARP, and PLHA funds to support local service providers with programs that include reaching out to homeless persons, especially those who are unhoused, to assess their needs and connect them with appropriate resources.
The City’s goal of Homeless Prevention Services will be implemented in part through The Whole Child’s and CityNet’s outreach and engagement with individuals and household experiencing homelessness.
Addressing the emergency shelter and transitional housing needs of homeless persons The City of Downey supports the efforts of the Los Angeles County Continuum of Care (CoC) and its member organizations that address homelessness. In PY 2025 the City will allocate PLHA funds to the Salvation Army emergency shelter in Bell to provide beds and supportive services to Downey residents in need.
Helping homeless persons (especially chronically homeless individuals and families, families with children, veterans and their families, and unaccompanied youth) make the transition to permanent housing and independent living, including shortening the period of time that individuals and families experience homelessness, facilitating access for homeless individuals and families to affordable housing units, and preventing individuals and families who were recently homeless from becoming homeless again

AP-75 Barriers to affordable housing – 91.220(j)
Introduction
A barrier to affordable housing is a public policy or nongovernmental condition that constrains the development or rehabilitation of affordable housing, such as land use controls, property taxes, state prevailing wage requirements, environmental protection, cost of land and availability of monetary resources. Barriers to affordable housing differ from impediments to fair housing choice in that barriers are typically lawful and impediments to fair housing choice are usually unlawful.
Actions it planned to remove or ameliorate the negative effects of public policies that serve as barriers to affordable housing such as land use controls, tax policies affecting land, zoning ordinances, building codes, fees and charges, growth limitations, and policies affecting the return on residential investment
Strategies to increase affordable housing opportunities are as follows. - Ensure that all development applications are considered, reviewed, & approved without prejudice to the proposed residents, contingent on the development application’s compliance with all entitlement requirements.
- Apply for or support applications for affordable housing funds for projects or programs that are consistent with the goals & objectives of the City’s Housing Element. - Conduct outreach & education on the new source of income protections regarding the use of Housing Choice Vouchers.
- Affirmatively marketing available development sites to at least two affordable housing developers annually with a focus on City owned (fully or partially) sites. - Increase allowable development densities (& overall capacity) in key zones in the City including a new residential overlay & mixed-use Zone as a means of encouraging new multi-family development for residents priced out of the ownership market. - Expand opportunities for higher density residential development by allowing residential development in key, underused commercial centers with Specific Plans. - Expand opportunity for by-right residential development by permitting by-right residential uses in the Residential overlay & commercial Specific Plan areas, & by removing the Site Plan Review requirement for multi-family projects to allow for an administrative review without discretionary approval.
- Promote the development of accessory dwelling units (ADUs). - Study &, if appropriate for Downey, adopt an inclusionary housing ordinance & program to increase the City’s stock of affordable housing.
- If no projects with affordability components have been developed on City-owned land, issue an RFP for development on City-owned properties that includes a development agreement to secure an affordability component.
- Provide pre-application technical assistance to affordable housing providers. - Update the City’s website to post a list of resources & regional agencies assisting first-time home buyers including eligibility requirements, provide the list at City facilities, on the City’s social media pages, & to community organizations.
- Remove discretionary review for by-right projects by adopting objective design standards to ensure that the City can provide local guidance on design & standards as allowed by State law.
Address displacement risk
City of Downey 62 2025 Annual Action Plan
- Address potential displacement by requiring the replacement of units affordable to the same or lower income level as a condition of any development on a nonvacant site identified in the Housing Element Program.
- Support additional Housing Choice Vouchers. Send an annual notice to all multifamily property owners in Downey about participation in the HCV program including available incentives from the LACDC.
- Expand incentives available to senior housing to all special needs housing types, including reduced parking standards & unit sizes, increased height allowances, & maximum lot coverage. - Preserve affordable housing units by providing TA to owners, tenants, & non-profit housing corporation buyers of existing subsidized low-income housing complexes to extend subsidy contracts &/or find government financing
Address disproportionate need & implement placed-based strategies - Create new housing opportunities in higher need areas through the Residential Overlay. - Continue the City’s proactive code enforcement program. - Provide housing rehabilitation assistance .
- Pursue funding & target neighborhoods of concentrated poverty for investment in rehabilitation, parks, transit, & active transportation.
- Continue to employ a wide variety of media & methods to notify the public of important housing decisions & opportunities to provide input.
City of Downey 63 2025 Annual Action Plan
AP-85 Other Actions – 91.220(k)
Introduction
In the implementation of the 2025 Annual Action Plan (AAP), the City will invest CDBG and HOME resources to address obstacles to meeting underserved needs, reduce the number of poverty-level families, develop institutional structure, and enhance coordination between public and private housing and social service agencies. Priority needs established in the 2025-2029 five-year Consolidated Plan form the basis for establishing objectives and outcomes in the Action Plan. Those needs are as follows:
- Increase the supply of affordable housing
- Preserve the supply of affordable housing
- Improve public facilities and infrastructure
- Equal access to housing opportunities
- Prevent and eliminate homelessness
- Public services for low- and moderate-income residents Actions planned to address obstacles to meeting underserved needs The primary obstacles to meeting the underserved needs of low- and moderate-income people include lack of funding from federal, state, and other local sources, the high cost of housing that is not affordable to low-income people, and the lack of availability of home improvement financing in the private lending industry To address these obstacles, at least in part, the City will continue to work to leverage public and private resources through grant and partnership opportunities.
The City will continue to promote fair housing practices for sale and rental housing and to facilitate community awareness of fair housing. The City of City will continue to use CDBG funds to contract with [insert name of Fair Housing provider] for this program year to provide fair housing and tenant/ landlord services to residents.
Actions planned to foster and maintain affordable housing In the implementation of the 2025 Annual Action Plan, the City will invest CDBG and HOME funds to preserve and maintain affordable housing through the Housing Rehabilitation Program.
Actions planned to reduce lead-based paint hazards
The Residential Lead Based Paint Hazard Reduction Act of 1992 (Title X) emphasizes prevention of childhood lead poisoning through housing-based approaches. To reduce LBP hazards, the City’s Housing Rehabilitation Program will conduct lead-based paint testing and risk assessments for each property assisted that was built prior to January 1, 1978, and will incorporate safe work practices or abatement into the scope of work as required to reduce LBP hazards in accordance with 24 CFR Part
35. City of Downey 64 2025 Annual Action Plan
Actions planned to reduce the number of poverty-level families The implementation of CDBG and HOME activities meeting the goals established in the Strategic Plan and this Annual Action Plan will help reduce the number of poverty-level families by supporting:
- Affordable housing
- Public facility and infrastructure improvements and Section 108 debt service - Equal access to housing opportunities
- Homelessness prevention services
- Public Services
- Planning and Administration
In addition to these local efforts, mainstream state and federal resources also contribute to reducing the number of individuals and families in poverty. Federal programs, such as the Earned Income Tax Credit and Head Start, provide pathways out of poverty for families who are ready to pursue employment and educational opportunities. Additionally, in California, the primary programs that assist families in poverty are CalWORKS, CalFresh (formerly food stamps), and Medi-Cal. Together, these programs provide individuals and families with employment assistance, subsidy for food, medical care, childcare and cash payments to meet basic needs such as housing, nutrition, and transportation. Other services are available to assist persons suffering from substance abuse, domestic violence, and mental illness.
Actions planned to develop institutional structure
The institutional delivery system in Downey is highly functioning and collaborative, particularly the relationship between local government and the nonprofit sector, which is comprised of a network of capable organizations that are delivering a full range of services to residents. Strong City departments anchor the administration of HUD grant programs, housing, and community and economic development activities that are implemented by the City support to enhance the institutional structure. The City will collaborate interdepartmentally, with residents, and with nonprofit agencies receiving CDBG and HOME funds through the 2025 Annual Action Plan to ensure the needs of low-and-moderate-income residents are met as envisioned within the 2025-2029 Consolidated Plan - Strategic Plan.
Actions planned to enhance coordination between public and private housing and social service agencies
Communication and cooperation between the City and the partner agencies and organizations that administer activities is strong. City staff works closely with the other organizations to improve regulatory compliance, monitoring, cooperation and partnerships among agencies and technical capacity of organizations involved in project delivery.
To enhance coordination between public and private housing and social service agencies, the City will continue consulting with and inviting the participation of a wide variety of agencies and organizations involved in the delivery of housing and supportive services to low- and moderate-income residents in upland—particularly the CDBG low- and moderate-income areas.
