Item No. 5.

TO:HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM:OFFICE OF THE CITY MANAGER
BY:VANIAH DE ROJAS, ASSISTANT CITY MANAGER
DATE:FEBRUARY 10, 2026
SUBJECT:APPROVAL OF A PROFESSIONAL SERVICE AGREEMENT WITH INFINITY

TECHNOLOGIES FOR INFORMATION TECHNOLOGY MANAGEMENT SERVICES

EXECUTIVE SUMMARY
The City Council will consider approving a Professional Services Agreement with Infinity Technologies for Information Technology (IT) Management Services. The City’s IT Division manages the technology service needs of the City, including the City’s Police and Fire Departments. These services include, but are not limited to, network and system management, cybersecurity, hardware and software management, data storage, and all technology systems including the telephone system and the copier fleet of the City.

RECOMMENDATION

That the City Council:

Approve an agreement with Infinity Technologies for an initial three-year term beginning February 10, 2026, for an annual contract amount of $1,335,168.

BACKGROUND

The IT division of the City Manager’s Office manages the technology service needs of the City. This entails the computer equipment and software, data storage and management, and all technology systems including the telephone system and the copier fleet of the City.

In 2012, as a result of the Great Recession and negative financial impacts to the City, the City transferred Information Technology (IT) services from in-house to a contract vendor to leverage efficiencies and cost savings, with the exception of a full-time City IT Manager position, which provides oversight of IT contract services along with administrative related functions. In 2015- the City began utilizing ART-IT (formerly ARTNET) for specialized information technology services.

Since 2012, the City has budgeted for an additional 3 full-time positions to the City's IT Division to assist the Police department, 2 Full-time positions, and one Citywide Network systems position to help with the City's growing network and system needs. The Police Department has also 2 budgeted part-time employees.

In April 2025, the City's IT Manager position became vacant, which provided an opportunity to evaluate the City’s current IT division structure and to identify innovation and future legacy projects that are needed.

In May 2025, the City issued an Request of Proposals for IT Management Services on Planet Bids. A total of 20 proposals were submitted by the deadline.

A Committee of City Management and Finance Staff reviewed all proposals received for IT services. 14 proposals were initially rejected due to high-cost proposals and/or not having municipal IT management services experience.

The remaining 6 proposals were rated by the Committee utilizing the following criteria:

Method of Approach
Qualification of the Firm's Experience-Key Personnel
Qualification of the Firm
Cost of Proposal
Following the rating of the six proposals, Infinity Technologies was ranked the highest and most qualified. In addition to evaluating the proposals, staff contacted neighboring cities who contract with Infinity Technologies to discuss service levels and customer satisfaction. Each agency spoke very highly of Infinity Technologies.

It should also be noted that the City entered into a separate agreement with Infinity Technologies in April 2025 to provide contract IT Manager services following the vacancy of the budget full-time IT Manager position. Infinity Technologies has been responsive and assisting with various software and hardware upgrades and innovation projects.

ANALYSIS
Infinity Technologies was established in 2007 and is based out of Irvine, CA. With 62 employees, it provides IT and Geographic Information Systems (GIS) support to more than 80 clients ranging from local government agencies to healthcare organizations and educational institutions. Its expertise and vast local government experience allow its staff to offer insights, technical knowledge, and innovative solutions tailored specifically to public agency clients.

The list of client cities in Informational Technology Services proposal includes, Paramount, Signal Hill, La Mirada, La Palma, Stanton, Tustin, Bell, and Pico Rivera.

The agreement includes an annual cost of $1,335,168 for each year of the three-year term, which is inline with the current market of IT Management Services. The City currently budgets approximately $587,960 for IT management services. Further, with the new structure as listed in Attachment B, the IT Manager, Citywide Network Engineer, and the 2 part-help desk positions that are currently vacant, will not be filled, creating a $450,000 offset towards the new contract. As such, the overall budget increase is $297,208.

The contract cost for the remainder of the Fiscal 2025-2026 Year is $556,320. This can be absorbed in the current operating budget due to current salary savings in the IT Division.

CITY COUNCIL PRIORITIES
Fiscal Responsibility
Efficiency and Adaptability

FISCAL IMPACT

Approval of the recommended action(s) will result in an expenditure of $556,320 as previously approved in the Fiscal Year 2025-2026 Operating Budget. Future budgets will incorporate the new annual cost for IT management services.
