CONSTRUCTION BIDS FOR THE CITYWIDE SLURRY SEAL PROJECT, CAPITAL IMPROVEMENT PROJECT (CIP) NO. 26-03
EXECUTIVE SUMMARY
The City Council will consider approving plans and specifications, and authorizing the solicitation of construction bids for the Citywide Slurry Seal Project (Project), Capital Improvement Program (CIP) No. 26-03. The selected streets are recommended for improvement based on the City’s approved Pavement Management Program. Staff anticipates the project will take place between May and August 2026.
RECOMMENDATION
That the City Council:
Approve plans and specifications, and authorize solicitation, for construction bids for the Citywide Slurry Seal Project, CIP No. 26-03.
BACKGROUND
The City’s Pavement Management Program (PMP) is the primary tool used to prioritize street pavement rehabilitation projects throughout the City. The PMP evaluates, ranks, and prioritizes each City street segment based on surface conditions (cracking, surface failures, etc.), pavement structural strength, and other field observations.
The residential street segments in each area identified as priorities for improvements are in a state of minor deterioration and can be inexpensively repaired with minor maintenance methods such as a slurry seal or cape seal, which seals the roadway preventing water intrusion and oxidation. A consistent slurry seal program for streets with minor deterioration prevents them from further damage for several years. It also extends the window before they require more robust and expensive treatments, such as a mill and overlay or a reconstruction. Ultimately, a consistent slurry seal cycle is the most cost-effective way to maintain the structural integrity and aesthetics of the City's roadway network.
ANALYSIS
The plans (Attachment A) and specifications for the subject Project are complete and the Project is now ready for solicitation of bids. This Project will rehabilitate 55 residential street segments with a total length of approximately 35,728 linear feet or 6.8 miles. Attachment B provides a list of residential streets that will be slurry sealed.
The scope of work includes crack seal, sweeping, slurry seal, and striping.
Staff anticipates bidding the Project in March 2026, with construction anticipated to begin in May 2026 and be completed in August 2026. This Project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) under Section 15301(c), Existing Facilities.

FISCAL IMPACT
Approval of the recommended actions will result in an expenditure of $1,000,000 of budgeted CIP funds from Vehicle Impact Fees to cover the total estimated project costs (break down listed in table below). Depending on actual bids received, a detailed project cost summary will be provided at the time of award of the construction contract for this project.
