RECOMMENDATION
That the City Council:
Receive and file the 2025 General Plan and Housing Element Annual Progress Reports.
BACKGROUND
The 2025 General Plan and Housing Element Annual Progress Reports have been prepared in compliance with California Government Code Section 65400 et. seq., which mandates the City to annually submit the General Plan Annual Progress Report to the Governor’s Office of Land Use and Climate Innovation (LCI) and the Housing Element Annual Progress Report to the California Department of Housing and Community Development (HCD).
ANALYSIS
General Plan APR
The General Plan APR reports progress on 30 goals, policies, and programs across all nine elements: Land Use, Circulation, Housing, Conservation, Safety, Noise, Open Space, Design, and Economic Development. This progress consists of departmental accomplishments, including those of Community Development, Public Works, Fire, Police, Parks and Recreation, and Economic Development. Reported accomplishments include themes such as improving the pedestrian experience, conducting workshops to promote small businesses, hosting tours of Downey’s historic sites, and promoting crime prevention and community engagement.
The Planning Division is leading the City’s General Plan Update, which is a comprehensive effort to guide Downey’s growth and development over the next 20 years. This work includes coordinating technical studies, managing consultant teams, engaging the community, and preparing updated policies that reflect the City Council’s priorities. The Division is serving as the central point of coordination across departments to ensure the General Plan is thoughtful, implementable, and aligned with the City’s long-term vision.
In 2025, the Planning Division received and processed 181 applications, including administrative applications (e.g., Minor Conditional Use Permits and Minor Site Plan Reviews), Planning Commission applications (e.g.,Conditional Use Permits, Variances, and Site Plan Reviews), and legislative requirements (Zoning Code Text Amendment for Accessory Dwelling Units, Objective Design Standards). The Planning Commission considered 22 discretionary applications at 14 public hearings. The chart below provides a year-by-year comparison of the various entitlement application types processed by the Planning Division. In addition to these entitlement applications, the Planning Division conducts checks on approximately 1,800 plans annually for commercial tenant improvements, residential alterations/additions, and new construction as part of the City's permit process.
In 2025, the Building and Safety Division accepted 2,656 permit applications and issued 2,325 building permits, with a total valuation of $260,644,625. These permits included new construction, residential additions, commercial improvements, and minor improvements such as electrical work, re-roofing, plumbing, and window replacements.
In addition, the Building & Safety Inspectors conducted 10,889 inspections. In 2025, there were a total of 200 permits issued for new housing units, including 146 ADUs and 54 new single family homes.
For comparison, in 2024, the Building and Safety Division accepted 2,881 permit applications, issued 2,222 building permits, and conducted 11,576 inspections. The total valuation of all issued permits was $293,154,251.57.
In 2024, there were a total of 216 new ADU plan check submittals and 17 new single family homes.
In 2025, the Code Enforcement Division opened 1,627 cases related to private property violations and resolved 1,599 of those cases. A total of 318 Administrative Citations were issued for failure to comply with code violation abatement deadlines.
By comparison, in 2024, the Division opened 1,779 cases and closed approximately 1,513 cases, with 491 Administrative Citations issued for non-compliance with abatement deadlines.
Housing Element APR
The City received 245 applications representing a total of 801 housing units, including both planning entitlement and building permit applications. The City issued 145 building permits for 202 housing units, of which 146 were Accessory Dwelling Units (ADUs). The City also finalized building permits for 160 units. During the current Housing Element planning period (2021–2029), the City has issued permits for a total of 796 units.
In 2025, the City implemented several initiatives to streamline permitting and support housing production, including launching a fully electronic plan check system and enabling online submittal of entitlement applications. The City also updated its zoning code to establish Housing Overlay Zones and adopted Objective Design Standards, allowing qualifying multifamily developments to be approved ministerially and reducing processing time.
Additionally, the City created a centralized online resource page to help property owners navigate ADU development and permitting requirements. Since 2022, the Community Development Department has plan checked and issued permits for approximately 150 ADUs per year. Over the past five years, a total of 712 ADUs have been approved.

13 The Land Use chapter establishes the policies for determining where certain land uses, such as residential, commercial, industrial, are most desirable. The Land Use chapter defines the physical areas in the City serving the needs of residents, businesses, and visitors.
¨ Adjust the codes, policies, and regulations in response to changes in land use trends. (Program 1.3.2.2.) To proactively respond to evolving land use trends, market conditions, and State regulatory requirements, the City launched the Downey Code Streamlining and Improvement Program, a comprehensive initiative to modernize and strengthen the City’s land use regulations. Through this effort, the City is evaluating the Municipal Code provisions that lack clarity, are outdated, or no longer reflect current community and economic needs. In 2025, this work resulted in the adoption of updated Accessory Dwelling Unit (ADU) and Junior Accessory Dwelling Unit (JADU) regulations, ensuring compliance with State law while facilitating additional housing opportunities and streamlining the development process.
In addition, the City amended the Lakewood/Firestone Specific Plan (SP 91- 2) to introduce commercial recreation and minor commercial recreation as conditionally permitted uses, expanding economic development opportunities and enhancing the flexibility of land use within the plan area.
¨ Promote residential construction that complements existing neighborhoods. (Policy 1.4.2.) To ensure new residential development integrates thoughtfully into established neighborhoods, the City adopted new Housing Overlay Zones as part of its Housing Element Implementation strategy. These overlay zones identify appropriate sites for additional housing capacity while maintaining compatibility with surrounding land uses and neighborhood context. In tandem, the City adopted Objective Design Standards to provide clear, measurable guidelines that address building scale, massing, articulation, and site design. Together, these actions create predictability in the development review process, uphold neighborhood character, and facilitate high-quality residential construction that meets state housing requirements while reinforcing the City’s established community identity.

14 The safe and efficient movement of people and goods through cities is provided by a circulation system ranging from sidewalks to roadways. Population and economic growth impact the infrastructure needed to provide utilities and other services for those who live, work, and visit Downey.
¨ Maintain a street system that provides safe and efficient movement of people and goods. (Policy 2.1.1) The City made investments in roadway infrastructure to enhance safety, improve mobility, and extend pavement life citywide. In 2025, traffic signal upgrades were completed along Lakewood Boulevard, improving signal reliability, traffic flow efficiency, and overall intersection safety.
Construction began on approximately five miles of arterial paving improvements along Woodruff Avenue and Downey Avenue, strengthening key corridors that support high traffic volumes and regional connectivity.
In addition, the City resurfaced approximately 20 miles of residential streets to improve driving conditions and neighborhood accessibility. One mile of alleys was also paved, enhancing service access, drainage, and overall neighborhood appearance. To further improve traffic safety, speed humps were installed on Guatemala Avenue to calm traffic and reduce vehicle speeds in residential areas. ¨ Develop a signal system master plan to promote state-of-the-art Intelligent Transportation System (ITS) improvements to better serve ongoing traffic conditions. (Program 2.1.1.3) The City advanced implementation of Intelligent Transportation System (ITS) improvements through completion of a Bus Signal Prioritization project along major corridors citywide. This technology enhances traffic signal operations by providing priority to transit vehicles at key intersections, improving schedule reliability and reducing travel delays. ¨ Encourage appropriate turn lanes and other operational improvements at major arterial intersections identified as congested. (Program 2.1.1.6) The City initiated operational improvements at the Lakewood Boulevard and Firestone Boulevard intersection to address congestion and enhance traffic flow. In 2025, work began on adding signal-protected double left-turn lanes to increase intersection capacity, reduce queuing, and improve overall efficiency during peak travel periods.
¨ Maintain the intracommunity transit service with fixed routes covering most sections of the City. (Program 2.2.4.3) Downey LINK introduced new technology featuring real-time bus tracking and an integrated trip planner tool.
These enhancements improve rider convenience, increase system transparency, and make local transit service more user-friendly and accessible for residents.
Exhibit A

15 ¨ Promote walking as an attractive alternative to vehicular transportation. (Program 2.1.1.6) In 2025, the City continued to enhance pedestrian safety and accessibility through targeted infrastructure improvements. A total of 124 sidewalk locations were repaired to address tripping hazards and improve walkability, and 300 new curb ramps were constructed to strengthen ADA accessibility and ensure safer crossings. In addition, 20 new stop signs were installed at key intersections to improve traffic control and pedestrian safety. The City also launched Year 1 of its Residential Streetlight Installation Program, increasing neighborhood lighting to enhance visibility, improve safety, and create more comfortable walking environments.
¨ Promote public transit as an attractive alternative to vehicular transportation. (Policy 2.2.4) The City completed a Bus Signal Prioritization project along major corridors citywide, improving transit efficiency by reducing signal-related delays and enhancing schedule reliability. These Intelligent Transportation System (ITS) upgrades support faster and more dependable transit service. ¨ Obtain funding for necessary maintenance and upgrades to infrastructure. (Policy
2.7.2) The City completed a Local Road Safety Plan and successfully secured $3.5 million in grant funding to implement high-priority safety improvement projects.
This funding strengthens the City’s ability to proactively address roadway safety needs, accelerate infrastructure upgrades, and advance long-term transportation system improvements.
¨ Promote bicycling as an attractive
alternative to vehicular transportation.
(Policy 2.2.2) In 2025, the City expanded
multimodal transportation options by
installing new bike lanes along Downey
Avenue. These improvements provide
designated space for cyclists, enhance
roadway safety, and support alternative
modes of travel that reduce vehicle
dependency and promote healthy, active
transportation.

16 Regional Housing Need Allocation (RHNA)
Each local government in California is required to adopt a Housing Element as part of its General Plan that shows how the community plans to meet the existing and projected housing needs of people at all income levels. The Regional Housing Need Allocation (RHNA) is the state-mandated process to identify the total number of housing units (by affordability level) that each jurisdiction must accommodate in its Housing Element from 2021-2029.
Below is a summary of the City’s progress towards the RHNA, by income level, to date.
The Housing Element Annual Progress Report is attached to this report as an appendix (Appendix A) to provide additional details pertaining to the Housing Element’s plans and accommodations to housing needs within the City of Downey.

18 The City of Downey, like the rest of southern California, enjoy a temperate climate, access to both beaches and mountains and many other amenities not found in many other parts of the world. The quality of life that the region offers its residents is one of the main reasons the region continues to attract visitors and newcomers.
However, southern California is a semi-arid desert environment with limited natural resources. These limited resources, are attempted to be preserved for continued use by existing residents and by future generations.
¨ Provide an adequate water supply for the needs of residents, workers, and visitors to the City. (GOAL 4.1) The City made infrastructure investments to ensure the continued reliability and capacity of its water and wastewater systems. Water system improvements were completed along Downey Avenue and Western Avenue, enhancing system performance, improving service reliability, and supporting both existing and future development demands. In addition, the City completed sewer improvements citywide to strengthen system integrity, reduce the risk of service disruptions, and maintain regulatory compliance.
¨ Preserve trees wherever possible.
(GOAL 4.4) The City advanced its
Urban Forest Management Plan
through proactive maintenance and
strategic tree planting efforts. In 2025,
approximately 9,000 trees were
trimmed to promote tree health,
improve structural integrity, enhance
public safety, and extend the lifespan
of the City’s urban canopy. In
addition, 600 new trees were planted
citywide to expand canopy coverage,
offset tree loss, and strengthen long-
term sustainability goals.
Public Works celebrated Arbor Day 2025 by
planting and distributing 5-gallon trees.

19 Natural and non-natural hazards present a variety of risks to persons who live, work, and visit the City. The objective of the City is to reduce the potential risk of death, injuries, property damage, and the economic and social dislocation resulting from hazards.
¨ Provide adequate response to fire emergencies. (Policy 5.3.1) In 2025, the City enhanced its emergency response capabilities by upgrading the Computer Aid- ed Dispatch (CAD) system, equipping the Fire Communications Center with ad- vanced, state-of-the-art technology. The upgraded system improves call pro- cessing efficiency, enhances real-time coordination between dispatchers and field personnel, and supports faster, more accurate deployment of emergency resources.
¨ Promote fire prevention programs. (Policy 5.3.2) The City strengthened its fire prevention and emergency preparedness efforts by updating several critical emergency planning documents, including the Hazard Mitigation Plan and the Hazardous Materials Area Plan. These updates ensure that the City’s policies, re- sponse protocols, and interagency coordination strategies reflect current risks, regulatory requirements, and best practices.
¨ Prepare for adequate response to crime. (Policy 5.4.1) The City strengthened its readiness and responsiveness to crime through strategic staffing, data-driven deployment, and focused enforcement initiatives. A deployment schedule was developed to increase traffic safety and enforcement presence near schools, en- hancing student safety and deterring traffic-related violations. To further im- prove investigative effectiveness and resource allocation, the City hired a full- time Crime Analyst to support criminal investigations. In addition, the City in- creased the use of non-sworn resources by expanding RMI security services in Downtown and at parks.
¨ Provide the highest level of police service with the resources available. (Program 5.4.1.3) Through the addition of a Crime Analyst and strategic deploy- ment adjustments, the Police Department enhanced its ability to proactively ad- dress crime patterns, allocate resources efficiently, and improve overall service delivery within existing staffing levels.
¨ Promote the use of non-sworn personnel for police service tasks wherever possible to maximize the efficiency of sworn personnel. (Program 5.4.1.4) The City expanded RMI security services in Downtown and park facilities to supple- ment public safety operations. This approach increases coverage and maximizes the effectiveness of sworn officers by allowing them to prioritize enforcement and emergency response duties.
Exhibit A

20 ¨ Promote crime prevention programs. (Policy 5.4.2) The City expanded com- munity-based crime prevention and public education efforts through enhanced outreach and engagement strategies. The Police Department developed tar- geted social media content and informational videos, resulting in increased fol- lowers, viewership, and community interaction. The Department also actively participates in weekly homeless outreach, enforcement, and clean-up efforts in coordination with partner agencies to address public safety and quality-of-life concerns. Community engagement was further strengthened through the 10- week Youth Academy and Citizens’ Academy programs, as well as participation in Kids and Cops events, fostering positive relationships between law enforce- ment and residents. Additionally, traffic safety awareness content and educa- tional videos were produced and disseminated through social media platforms to promote safe driving behaviors and reduce preventable incidents.

21 Noise can be defined as unwanted sound and is known to have several adverse effects on people. The most critical impact of noise exposure is hearing loss. Other effects are speech interference, sleep interference and annoyance.
In 2025, the City of Downey continued to make meaningful progress toward the goals of the Noise Element of the Downey Vision 2025 General Plan, which aim to protect residents and sensitive land uses from excessive noise exposure and ensure compatibility between noise-generating land uses and surrounding communities.
While no standalone noise-specific programs or ordinance amendments were initiated during this period, the City advanced the Noise Element's objectives through consistent application of noise mitigation measures during the entitlement and project review process. For all new development projects and entitlements with the potential to generate noise impacts, the City imposed conditions of approval restricting construction activities to established permissible hours, with particular attention to projects located adjacent to sensitive receptors such as residential uses. Additionally, for land uses that generate operational noise, the City required that such activities be confined to indoor environments and conditioned to comply with the applicable noise standards set forth in the Downey Municipal Code. This approach reflects the General Plan's policy direction to utilize the land use entitlement process as a primary tool for managing noise at the local level, ensuring that growth and new development do not adversely affect the quality of life for Downey residents.
Exhibit A

22 Typical of most communities located within mature urbanized settings, Downey has a limited amount of open space areas. Open space areas are important not only to provide recreational activities for residents but also as a visual break from the built environment.
¨ The
City enhanced and reinforced the function of open space within the urban core through the completion of the Downtown alley beautification project located east of Downey Avenue and south of 2nd Street. Improvements included the installation of upgraded lighting, new landscaping, and pedestrian amenities such as benches, transforming the space into a safer, more inviting, and functional public environment. These enhancements support pedestrian activity, encourage community gathering, and contribute to the preservation and activation of open space areas within the Downtown.
¨
The
City advanced the expansion of its park
system by completing the preliminary
design and construction drawings for a
second dog park at Golden Park. During
Summer 2025, the City conducted multiple
community engagement opportunities to
ensure the project reflects resident needs
and priorities. These efforts included
opportunities for the public to review the
proposed design and provide feedback, as
well as two community meetings where
staff presented information regarding the
project design, funding strategy,
anticipated timeline, and next steps.
Following this outreach process, the
City Council voted to defer the dog park
project pending completion of the Parks
Master Plan Update in the 2026–2027 fiscal
year. Deferring the project ensures that
future park investments are guided by a
comprehensive, citywide planning
framework that evaluates overall
recreational needs, funding priorities, and
long-term system improvements. Parks and Recreation hosts multiple events throughout the year at existing parks, including
the Summer Concert Series.

23 Most residents, visitors, and businesses in Downey recognize the City as the premiere city in the southeast area of Los Angeles County. However, others less familiar with the City’s history may not share this perception and judge Downey solely on the physical appearance of the area. For this reason, it is important that the visual appearance of the community portray a positive image and that the community image display the distinct and numerous resources it has to offer.
¨ Develop design guidelines for multiple- family residential, commercial, and other non-residential developments. (Program 8.1.1.4.) To elevate the quality and compatibility of new development citywide, the City adopted comprehensive Objective Design Standards establishing clear, measurable criteria for building articulation, massing, site planning, pedestrian orientation, and overall design quality for multi-family residential projects. The adoption of these standards creates a clear and objective framework for future development, provides greater predictability for applicants, and lays the foundation for more consistent and transparent project review as the standards are implemented over time. ¨ Maintain and enhance the appearance of properties. (GOAL 8.2.) The City made investments in maintaining and enhancing community appearance. City Hall and the Police Department were repainted to visually improve their condition. City crews removed approximately 500,000 square feet of graffiti, helping to deter vandalism and maintain neighborhood aesthetics. In addition, the City hauled and properly disposed of approximately 1,500 tons of illegally dumped materials, addressing public health and safety concerns while improving the visual quality of streets and public areas.
¨ Promote compliance with code regulations. (Policy 8.2.1.) The City strengthened compliance efforts by continuing a proactive Code Enforcement Program focused on voluntary compliance, community education, and early intervention.
Through increased outreach and consistent field presence, staff work collaboratively with property owners and businesses to resolve violations efficiently and prevent recurring issues. In addition, the City spearheaded coordinated weekly encampment clean-ups citywide, pairing enforcement with outreach efforts to connect individuals with available resources and services. ¨ Preserve the city's cultural resources. (Program 8.4.2.) The City advanced efforts to celebrate and preserve its cultural and historic resources through community engagement initiatives. Staff supported local heritage through the Tour Downey historic sites and holiday lights event, which utilized a double- decker bus experience to highlight the City’s historic landmarks. In addition, the City worked collaboratively with a business owner to review restoration plans for the historic McDonald’s freestanding sign, helping to preserve a locally significant landmark and reinforce Downey’s unique cultural identity.
Exhibit A

24 A strong community owes much to the spirit and involvement of its residents.
However, community pride and civic-mindedness are not enough for a city to provide all necessary and desired services to maintain the local quality of life. A city needs a variety of employment and shopping opportunities to create balance, make it a desirable place to live, and enhance its image.
¨ GOAL 9.1: Attract and Retain Businesses
The City advanced a comprehensive economic development strategy focused on business attraction, retention, and expansion, with an emphasis on high-quality restaurant, retail, medical, industrial, and recreation uses. Citywide, the City processed, entitled, and facilitated a diverse range of commercial and industrial developments, including Round 1 and In-N-Out. These efforts contributed to job creation, expanded consumer amenities, strengthened key commercial corridors, and reinforced Downey’s position as a competitive regional destination.
In addition, the City expanded its business support initiatives by hosting four free technical assistance workshops designed to assist entrepreneurs and small business owners with startup, compliance, and growth strategies. The City also hosted a Youth Vendor Fair, providing a platform for young entrepreneurs to showcase and develop their businesses, further cultivating a pipeline of local talent and future business leaders.
¨ Encourage professional development such as training and educational advancement. (Program 9.4.1.1 ) The City prioritized ongoing professional development to ensure staff remain knowledgeable, responsive, and equipped to implement evolving regulations and best practices. Staff participated in targeted trainings in the areas of supervisory and leadership development, environmental review (including CEQA), customer service, and code enforcement best practices. In addition, staff completed technical regulatory trainings covering ADA and egress requirements, updates to the California Building Code, and current land use and zoning regulations.
¨ Streamline the development review process. (Policy 9. 4.2.) The City modernized and streamlined the development review process by implementing a fully digital plan check submission system. This transition eliminated paper-based submittals, improved interdepartmental coordination, and created a more efficient and transparent workflow across all reviewing departments. As a result, applicants benefit from faster turnaround times, improved communication, and greater predictability in the review process, while staff are able to process applications more efficiently and consistently. This enhancement strengthens customer service, reduces processing delays, and supports timely project delivery citywide.

Adequate Sites
To address the shortfall, the City has
identified various sites that, while
appropriate for redevelopment and
intensification, require General Plan
amendments, zone changes, 2021-
2029 HOUSING ELEMENT 6-5 and
the addition of residential overlays to
facilitate residential development. Once
appropriate land use and zoning
actions are taken, the City can
adequately accommodate the
remaining RHNA. The General Plan
and Zoning update and its associated
environmental review will include all
necessary technical studies including a
thorough infrastructure assessment
and mitigation program.

No Net loss
The City will evaluate residential
development proposals for consistency
with goals and policies of the General
Plan and the 2021-2029 Housing
Element sites inventory and make
written findings that the density
reduction is consistent with the General
Plan and that the remaining sites
identified in the Housing Element are
adequate to accommodate the RHNA
by income level. If a proposed
reduction of residential density will
result in the residential sites inventory
failing to accommodate the RHNA by
income level, the City will identify and
make available additional adequate
sites to accommodate its share of
housing need by income level within
180 days of approving the reduced
density project.
10/15/2029 6th Cycle Continuous
The City proactively
monitors projects to
ensure no housing units
would be lost as a result.
In addition, the City's
