BACKGROUND
The Downey Avenue Pavement Rehabilitation Project was based on two different plans, the City’s Pavement Management System (PMS) and the Bicycle Master Plan (BMP). Based on the City’s PMS evaluation, Downey Avenue between Gallatin Road and Gardendale Street was identified as an arterial street that has deteriorated to a state of disrepair due to severe wear and tear and was prioritized for pavement rehabilitation by City Council on June 25, 2024. On March 25, 2025, the City Council awarded a construction contract in the amount of $2,234,000 to Onyx Paving Company Incorporated. On May 12, 2025, work commenced and was completed on January 21, 2026.
ANALYSIS
This project rehabilitated 557,658 square feet of slurry seal application, 576,436 square feet of asphalt rubber hot mix (ARHM) overlay, 1,575 square feet of asphalt concrete (AC) repairs on Downey Avenue from Gardendale Street to Gallatin Road. The project also included the replacement of damaged curb and gutter, sidewalk, driveway approaches and cross-gutters, as well as the replacement of curb access ramps in accordance with the latest Americans with Disabilities Act (ADA) requirements. In addition, the project included the installation of dedicated Class II bike lanes and Class III bike route pavement markings (sharrows).
Staff approved nine change orders in the amount of $784,936 for additional costs associated with necessary construction scope changes due to the grind and overlay of existing Portland Cement Concrete (PCC) on Downey Avenue between Imperial Highway and Alameda Street. The final construction contract amount was $3,034,813.
The Downey Avenue Pavement Rehabilitation Project has been completed in accordance with the approved plans and specifications and staff recommends that the City Council accept the project as complete.
