SUBJECT:APPROVAL OF CONSTRUCTION CONTRACT FOR BELLFLOWER BLVD. WATER SYSTEM IMPROVEMENTS, CAPITAL IMPROVEMENT PROJECT (CIP) NO. 18-10
EXECUTIVE SUMMARY
The City Council will consider awarding a contract to All Cities Engineering, Inc. in the amount of $2,433,669 for the construction of the Bellflower Boulevard Water System Improvements, CIP No. 18-10. The proposed water improvements, which would occur on Bellflower Boulevard from Foster Road to Lakewood Boulevard and along Priscilla Street east of Bellflower Boulevard, are necessary to ensure reliable water service in the area and are recommended to be completed prior to upcoming pavement rehabilitation along this street.
RECOMMENDATION
That the City Council:
1. Award a contract to All Cities Engineering, Inc. in the amount of $2,433,669, for the construction of Bellflower Blvd. Water System Improvements, CIP No. 18-10;
2. Approve the transfers of $150,000, $500,000, and $250,000 from Water Fund, CIP Account Nos. 51-1-8665, 51-1-8689, and 51-1-8695 to Water Fund, CIP Account No. 51-1-8680; and,
3. Authorize the City Manager, or his designee, to execute any change orders or additional scope of work for this project deemed necessary or desirable up to the approved project budget of $3,150,000.
BACKGROUND
The water system infrastructure along Bellflower Boulevard from Foster Road to Lakewood Boulevard and along Priscilla Street east of Bellflower Boulevard is in need of improvements to ensure reliable water service for domestic usage and fire protection purposes. The proposed water improvements are to be completed in advance of upcoming pavement rehabilitation in order to eliminate impacts to newly installed pavement in the future. The project limits are shown on the project location map included as Attachment A.
ANALYSIS
On March 24, 2026, the City Council approved plans and specifications and granted authority to advertise the subject project for bids (Attachment B). A copy of the project specifications is available for review in the Public Works Department. The proposed water improvements include: the installation of 1,836 feet of new 8-inch water main and 416 feet of new 12-inch water main along Bellflower Boulevard; installation of valves, fittings, and appurtenances; replacement of existing fire hydrants; installation of additional fire hydrants to enhance fire water protection in the area; installation of new copper water service lines; and replacement of old water meters with new remote-read advanced water meters along the entire project limits to help improve water meter reading efficiencies.
The project was advertised in the Downey Patriot on April 2, 2026 and April 9, 2026 and published in Planet Bids.
On April 22, 2026, the City received seven bids electronically through Planet Bids ranging from $2,433,669 to $4,451,460. The bid results were as follows:

The lowest responsive and responsible bidder is All Cities Engineering, Inc. in the amount of $2,433,669 (Attachment C). Staff reviewed the bid proposal and references provided by All Cities Engineering, Inc. and found that All Cities Engineering, Inc. has satisfactorily completed projects for the Cities of Beverly Hills, Downey, Garden Grove, Jurupa Community Services District, Los Angeles, Santa Monica, Ventura, and others. All Cities Engineering, Inc.’s state contractor’s license is “current and active,” and this contractor is registered with the California Department of Industrial Relations (DIR) for Labor Compliance. Staff recommends that the City Council award a contract to All Cities Engineering, Inc. for the construction of the Bellflower Boulevard Water System Improvements, CIP No. 18-10.
Construction is anticipated to begin in June 2026 and be completed in December 2026.
This project is statutorily exempt from the provisions of CEQA under Section 15282(k).
