SUBJECT:
APPROVAL OF A PROFESSIONAL SERVICES AGREEMENT WITH CANNON
CORPORATION FOR DESIGN OF UTILITIES YARD STRUCTURAL RETROFIT AND
BUILDING RENOVATION
EXECUTIVE SUMMARY
The City Council will consider approving a Professional Services Agreement with Cannon Corporation for structural engineering services for the design of the Utilities Yard structural retrofit and building renovation. The proposed improvements are necessary to bring the Utilities Yard offices and storage building into compliance with the seismic building code, and to provide improvements necessary to ensure reliable administrative and storage functionality for the Utilities Division Operations.
RECOMMENDATION
That the City Council:
1. Approve a professional services agreement with Cannon Corporation in the amount of $100,900 for the design of the Utilities Yard Structural Retrofit and Building Renovation;
2. Authorize the Mayor to execute the agreement; and,
3. Authorize the City Manager to execute any and all amendments to the agreement as deemed necessary.
BACKGROUND
The Utilities Yard (Yard) functions as the administrative and storage center of the City’s water, sanitary sewer, and stormwater operations. The Yard includes offices used for administrative purposes and building space used for the storage of materials, vehicles, and equipment used to operate and maintain the City’s water distribution and supply system, sanitary sewer system, and stormwater system.
The Yard is in need of certain improvements, which are necessary to bring the office and storage space into compliance with the latest seismic code as well as to provide improvements to replace fire-damaged office and storage space. The improvements include seismic upgrading of the building and replacement of damaged office and storage space including: renovating the air conditioning system, installation of roll-up doors for storage areas, a single-car carport for storage of the sewer camera truck, roof restoration, wall mounted data cabinet, and associated electrical improvements.
ANALYSIS
To initiate the Utilities Yard structural retrofit and building renovation, a Request for Proposals (RFP) for structural design services was released to five consultants experienced in the design of such projects.
Staff received responses from three consulting firms, two of which expressed interest, but were not able to provide proposals due to lack of staff availability from ongoing design projects. The proposal received from the third firm, Cannon Corporation was therefore reviewed and evaluated and found to include a comprehensive scope of services that demonstrated a clear understanding of the project goals and objectives necessary for the successful completion of the project. Cannon Corporation has been performing engineering services for 50 years and demonstrated experience with structural design projects for private and public clients throughout the United States.
In addition, Cannon Corporation possesses the necessary licenses and meets all other requirements for the project.
The scope of Cannon’s engineering services includes the following tasks to produce the plans necessary to permit, bid, and construct the Utilities Yard improvements:

PROJECT: STRUCTURAL DESIGN FOR FIRE APPARATUS GARAGE PRE-ENGINEERED METAL BUILDING (PEMB)
Dear Mr. Birthisel:
Cannon has reviewed the City of Downey’s (City) Request for Proposal No. 26-050 for structural engineering services associated with the proposed Fire Apparatus Bay Garage at the Fire Training Yard located at 12334 Bellflower Boulevard. We understand the City intends to construct a new pre-engineered metal building (PEMB) with approximately 4,800 sf, consisting of three (3) apparatus bays to be used for storage of reserve and out-of-service fire apparatus and equipment. Based on the intended use, the facility is classified as a Risk Category II structure in accordance with the California Building Code (CBC).
We are aware that the City’s primary objective for this project is to deliver a functional and durable storage facility in a cost-effective manner. The selection of a Pre-Engineered Metal Building (PEMB) system is consistent with this objective, and we believe it provides an efficient approach for this type of low-occupancy structure.
The success of this delivery method relies on proper coordination between the geotechnical recommendations, foundation design, the PEMB vendor’s delegated superstructure design, and the supporting architectural and Mechanical, Electrical and Plumbing (MEP) performance criteria.
The Cannon team, together with our geotechnical, architectural, and MEP subconsultants, have extensive experience in the delivery of PEMB and similar municipal support facilities throughout Southern California. We will utilize in-house staff and experienced subconsultants to provide a coordinated geotechnical investigation, foundation and slab-on-grade design, architectural building performance criteria, and MEP design for water, electrical, and ventilation systems.

PROJECT UNDERSTANDING AND APPROACH
In order to store reserve and out-of-service fire apparatus and equipment, the City of Downey (City) plans to build a new, approximately 4,800 sf Fire Apparatus Bay Garage at the Fire Training Yard. The proposed structure will consist of a pre-engineered metal building (PEMB) with multiple roll-up doors and supporting site improvements, including an apparatus apron and driveway interface. Based on the intended use, the facility is classified as a Risk Category II structure in accordance with the California Building Code (CBC).
We understand that the project will be delivered using a delegated-design PEMB system, with the building superstructure designed by the manufacturer and the foundation, slab-on-grade, and anchorage systems designed by the Engineer of Record. The project also includes a project-specific geotechnical investigation and coordination with architectural and MEP systems to support water, electrical, and ventilation requirements.
We recognize that maintaining cost control and minimizing construction challenges are essential considerations for the City. Our approach will focus on developing efficient foundation solutions based on project-specific geotechnical data, and work in close coordination with the PEMB supplier to reconcile reactions, anchor bolt layouts, and shop drawings early in the process. Concurrently, we will coordinate architectural and MEP requirements with the PEMB performance specifications to ensure all building systems are integrated without unnecessary modifications during fabrication or construction. This coordination will help reduce the potential for redesign, delays, or change orders during construction. Our approach is structured to address these interfaces early and maintain alignment throughout design and construction.
Our proposed design work to successfully deliver this project is to closely follow the phases identified in the RFP.
Phase 1 – Site Investigation, Geotechnical Exploration and Document Verification Cannon will conduct a site visit to verify existing conditions, access constraints, and the proposed building footprint. Our geotechnical subconsultant will perform a project-specific subsurface investigation, including contacting Underground Service Alert, obtaining required permits if applicable, and marking exploration locations. The field investigation will consist of one (1) CPT sounding and one (1) exploratory boring within the proposed building site to depths of approximately 50 feet, along with sampling and laboratory testing.
The investigation will evaluate subsurface conditions, groundwater, and geologic hazards, including potential liquefaction and seismic-related risks. Laboratory testing will include classification, strength, expansion, and corrosion screening to support foundation and slab design.

The resulting geotechnical report will provide site-specific design parameters, including allowable bearing capacity, lateral earth pressures, seismic design criteria, slab-on-grade support recommendations, and pavement sections for the apparatus apron and driveway.
The report also will include recommendations for earthwork and any remedial measures, if required. Coordination with the City’s civil engineer will be maintained to align grading, drainage, and building pad elevations with the geotechnical recommendations.
Phase 2 – Structural Engineering and Design Coordination In accordance with the current California Building Code (CBC 2025) and ASCE 7-22 for Risk Category II structures, a Structural design will be performed. Cannon will provide gravity and lateral performance criteria and design the foundation system, slab-on-grade, and anchorage to support PEMB column reactions. Foundation systems will be selected based on geotechnical recommendations and building reactions provided by the PEMB manufacturer.
We will develop structural performance specifications for the PEMB superstructure in the form of “Basis of Design”, including design criteria, loading parameters, deflection limits, and interface requirements. While not specifically identified in the RFP, after our discussion with the City, we understand that Architectural Performance Criteria and limited MEP design are required. Additionally, we will be assisting the City with selecting the PEMB manufacturer and leading the coordination with the PEMB fabricator. We have contacted FCP Structures (FCP), the PEMB fabricator, to quickly get them on board as subconsultants to directly coordinate the PEMB design with the PEMB manufacturer (NUCOR Corp).
As the building supplier, FCP will act as the technical liaison between Cannon and the manufacturer. The primary goal is to ensure the building’s specifications align with both the manufacturer’s structural capabilities and the local municipal requirements for permitting and construction. The structural performance specifications will be coordinated with the architectural building performance criteria and the project’s MEP requirements. Coordination with the architectural and MEP team will ensure that building systems, openings, and utility interface points are incorporated without requiring modifications to the PEMB system during fabrication or construction.
MEP design will include an exhaust ventilation system with CO/NO₂ controls, hose bibs, and electrical systems consisting of power distribution, interior and exterior lighting, and required load calculations and Title 24 documentation.
Phase 3 – Construction Documents and Quality Assurance Planning Structural drawings, specifications, calculations, and an engineer’s ROM estimate suitable for bidding and permitting will be provided. The structural plan set will include general structural notes, foundation and slab plans, and anchorage details, together with PEMB performance specifications.

MEP drawings will be prepared by subconsultants and coordinated with the structural documents to provide a complete permit package. MEP deliverables will include mechanical, plumbing, and electrical plans, and required load and energy calculations as described in the scope of work. Design submittals will be prepared at the 50%, 95%, and IFC stages for review and coordination.
A Statement of Special Inspections and Quality Assurance Plan will be developed in accordance with CBC Chapter 17, identifying required inspections for concrete, reinforcement, and anchorage systems.
Phase 4 – Plan Check Support and Agency Approval
Cannon will support the City throughout the plan review process by responding to Building & Safety and Public Works comments for up to two (2) review cycles. As needed for permit approval, coordination with the MEP team will be maintained to address discipline-specific issues, such as structural, electrical, and mechanical review comments. Responses will be organized to provide a consistent and complete resubmittal package, minimizing review time and avoiding conflicting revisions between disciplines.
Phase 5 – Construction Administration and Observation
During construction, we will review structural submittals, including shop drawings, anchor bolt layouts, and reinforcing details. The MEP and electrical consultants will review equipment and material submittals within their respective scope, including ventilation systems and electrical components.
We will respond to Requests for Information related to structural design and coordinate with the design team for interdisciplinary items. Structural observations will be performed at key construction milestones, and Structural Observation Reports indicating items that are not in general conformance with approved construction documents will be submitted to the Building Official as required. MEP construction assistance will be limited to submittal review and responses to RFIs within the defined scope.

ASSUMPTIONS AND EXCLUSIONS
• The project will consist of a pre-engineered metal building (PEMB) system with the superstructure designed by the PEMB manufacturer under a delegated design approach. We understand that the City will select the PEMB manufacturer and facilitate our coordination with the manufacturer. On-time selection and involvement of the PEMB manufacturer is important to meet the project schedule milestones.
Cannon can help with the PEMB manufacturer selection and direct coordination with them upon City’s request and approval as an additional service. • The facility is classified as Risk Category II in accordance with the California Building Code (CBC) and ASCE 7-22.
• Structural scope is limited to the foundation system, slab-on-grade, and anchorage design, and development of PEMB performance specifications. • Builder’s set: The scope of services under this agreement is limited to providing a “Builder’s Set” of plans. This set of plans is sufficient to obtain a building design approval; however, all materials and methods of construction necessary to complete the project are not necessarily described in this “Builder’s Set”. The implementation of the plans requires a general contractor that is thoroughly knowledgeable with the applicable building codes, industry standards, manufacturers’ requirements, and methods of construction.
• Cannon will coordinate directly with the PEMB fabricator FCP to convey the required performance criteria for the design of the PEMB superstructure. FCP will serve as the facilitator for the PEMB superstructure and will prepare 50%, 95%, and final design drawings and calculations. However, issuance of the final signed and stamped drawings and calculations is contingent upon execution of a procurement contract between the City and FCP. Initiation of this procurement is tied to material ordering

and carries an approximate 20% cancellation fee. Consequently, obtaining the signed and stamped PEMB drawings and calculations will require either: (1) execution of a procurement contract directly between the City and FCP, or (2) deferral of the final signed and stamped drawings and calculations as a deferred submittal package until such time that a contract between the City and FCP is in place. • PEMB vendor will provide complete and coordinated design reactions, anchor loads, and shop drawings for integration with foundation design. • Required soils parameters will be based on the Geotechnical report recommendations.
• Geotechnical investigation scope is limited to:
o One (1) CPT sounding and one (1) exploratory boring within the building footprint.
• It is assumed that the PEMB can be supported by conventional shallow foundations (i.e. pile design is not considered as part of the scope of the work). • As required by State law, LOR will take precautions to avoid damage to subsurface structures and/or utilities by contacting Underground Service Alert of Southern California (DigAlert) at least two days prior to conducting any subsurface explorations. If in public right-of-way, LOR will contact the jurisdictional agency in an attempt to identify any subsurface structures and/or utilities not identified by USA, such as non-pressurized sewer or storm drain, or other non-pressurized drain lines.
LOR and Cannon will not be responsible for any damage to subsurface structures and or utilities which are not called to our attention and/or not duly and accurately described and located on any plans furnished to LOR prior to excavating. Private subsurface structures and/or utilities which are not under purview of USA should be identified to Cannon by the City prior to excavation activities by LOR. If requested by the City, Cannon can provide services to assist in locating such subsurface structures and/or utilities, for an additional fee.
• Jurisdiction – the completed permit calculations and drawings package will be reviewed by the City. Plan check revisions will be made at no additional cost with the following exception - plan check review comments that result in design revisions that are not the responsibility of Cannon or are beyond the original structural design scope will be reviewed with Client. The additional design work will be coordinated with Client and/or completed on a time and material basis (T&M). Two (2) rounds of plan check comments is expected and included in the scope. • Excessive plan check comments and reviews will be reviewed with Client. If the comments are a result of inadequacies of the Cannon design, the revisions will be made at no additional cost. All other review comments will be coordinated with the client and/or completed on a time and material (T&M) basis. • Specifications - Development of a separate specification booklet in this proposal are not included. General structural notes, submittal requirements, material properties, and inspection requirements will be included in the structural drawings. Project specifications, including MEP specifications, will be included on the plan sheets.

EUC Warehouse Grading
Anaheim, California
The City of Anaheim (City) planned to demolish an existing warehouse and construct a new prefabricated 15,000-square-foot metal building on the project site. Drainage concerns drove the need for engineering support, including analysis of the existing drainage system, review of feasible alternatives, and coordination of a preferred design that met the City’s delivery goals. A localized low point at the south end of the property created potential cross-lot drainage impacts, and the project required evaluation of surface drainage, limited off-site grading, and a possible storm drain connection in East South Street.
Zero lot conditions created challenges in foundation design which was coordinated with the soils engineer to eliminate the need for temporary shoring for pouring the PEMB foundations. The new building used high-load storage racks. In addition to foundation engineering and coordination with PEMB manufacturer, we also designed the new slab-on-grade to support the storage racks. Anchorage of the rack to the slab was also designed by Cannon.
Cannon provided civil and structural engineering services to support grading, drainage, utility coordination, and building foundation design. We evaluated drainage alternatives, researched record drawings, coordinated with utility providers, prepared base mapping, and identified potential utility conflicts early in design. The team worked with the prefabricated building team on slab and foundation details, and supported the project, with electrical, survey, potholing, geotechnical, and architectural site plan review services.
Building 398 West Bay Fairing Expansion
Vandenberg Space Force Base, California
A space technology company operating at Vandenberg Space Force Base (VSFB) requested a turnkey, design-build expansion for its fairing processing area. The project included a new metal building with 160-foot by 100-foot usable interior space, designed to support a 10-ton overhead bridge crane with 40 feet of hook height. The building connected to the existing facility and required weather-sealed joints, insulation, roofing, siding, and interior finishes to match the current fairing processing area. The work required coordination around flight operations and a dynamic launch schedule. The scope included dust control, hot work coordination, scheduled utility outages, selective demolition at the end of the project, foundation work, personnel doors, a 25-foot by 25-foot rollup door, epoxy floor coating, power distribution, lighting, grounding, low-voltage pathways, HVAC, fire protection modifications, a new asphalt road around the building, and evaluation of the main water line for possible relocation.
Cannon supported the design-build scope for the building expansion, including structural, electrical, mechanical, fire protection, communications, civil, and utility-related design elements described in the statement of work. The project also required close coordination with the space technology company for outages, electrical tie-ins, hot work, and work near flight hardware.

Building 394 Addition
Lompoc, California
A space technology company operating at Vandenberg Space Force Base (VSFB) needed additional storage space adjacent to Building 394, located outside the fence of Space Launch Complex 6. The project added a prefabricated metal building on concrete foundations along the east side of the existing 185-foot by 85-foot building. The addition measured 80 feet by 100 feet and had a minimum height of 30 feet.
The site’s proximity to the ocean and the slope rising from the ocean required the new building to account for Exposure D wind conditions. The design also included a gap between the existing and new buildings to support roof drainage. The interior floor slab needed to support heavy forklift loads, and the work included a sloped approach slab for rolling door access and porch slabs outside two man-doors.
Cannon provided structural, civil, mechanical, electrical, and project management services. The team designed the foundations and interior slab, prepared grading and drainage plans, developed utility modifications, designed the HVAC system, and provided electrical plans for lighting, power distribution, HVAC power, and panels. Cannon also coordinated the design team and prepared stamped drawings and
calculations for permit and construction.
