APPROVAL OF SPECIFICATIONS AND AUTHORIZATION TO SOLICIT FOR BIDS FOR SUBJECT: WELL NO. 2 REHABILITATION, CAPITAL IMPROVEMENT PROJECT (CIP) NO. 25-06,

AND FIND THE PROJECT EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT PURSUANT TO SECTION 15301(D)

EXECUTIVE SUMMARY
The City Council will consider approving specifications and authorizing the solicitation of bids for Well No. 2 Rehabilitation, CIP No. 25-06. The proposed well rehabilitation improvements, which would occur at the well site in the northwesterly part of the City, are necessary to restore well efficiency to ensure the City can rely on this well to help meet water supply demands.

That the City Council:

Approve specifications and authorize solicitation for bids for Well No. 2 Rehabilitation, CIP No. 25-06, and further find that the project is exempt from the requirements contained in the California Environmental Quality Act (CEQA) under Section 15301(d).

BACKGROUND
Each year, a number of the City's groundwater wells are rehabilitated to replace worn-out parts and materials and restore efficiency and water production as part of the annual groundwater well maintenance and rehabilitation program. Well No. 2, located in the north part of the City, is one such well that needs rehabilitation to restore pump and motor efficiencies to ensure that the City is able to continue to use this well as a reliable water source.

ANALYSIS
The specifications are complete and the project is now ready for solicitation of rehabilitation bids. A copy of the project specifications is available for review in the Public Works Department.

The proposed well rehabilitation improvements include: mechanical cleaning; installation of casing patch; test pump installation; redevelopment by pumping and surging; bailing; pump testing; replacement of motor, pump, column pipe, and associated materials; and well disinfection.

Staff recommends that the City Council approve the project specifications and authorize the solicitation for bids.

Work is tentatively scheduled to begin in August 2026 and be completed by January 2027.

This project is categorically exempt per Section 15301(d) of CEQA Guidelines.
