SUBJECT:APPROVAL OF PURCHASE OF WATER MATERIALS FOR PUBLIC WORKS UTILITIES
OPERATIONS
EXECUTIVE SUMMARY
The City Council will consider approving the purchase of water materials the Department of Public Works Utilities Division uses for maintenance of the City’s water distribution system. The City's stock of water materials including valves, fire hydrants, repair sleeves, copper pipe, and other fittings is running low and needs replenishment to meet the division's operational needs. The purchase of such materials will ensure such parts are available for continued upkeep of the water distribution system.
RECOMMENDATION
That the City Council:
1. Approve a purchase order with Ferguson Waterworks for water materials for a total amount of $117,550; and,
2. Approve a purchase order with S&J Supply Company, Inc. for water materials for a total amount of $210,834.
BACKGROUND
The City has approximately 264 miles of potable and recycled water piping in its water distribution system, the components of which include fittings, valves, fire hydrants, service lines and other accessories that require regular maintenance, replacement, and repair by the Utilities Division staff throughout each year. To ensure such parts are available when needed, staff regularly solicits bids annually from vendors to obtain the best prices.
ANALYSIS
The City’s stock of valves, fire hydrants, repair sleeves, copper pipe, and other fittings is running low and must be replenished to meet the operational needs of the Utilities Division.
Requests for quotations to replenish such materials were broken down into separate bids for copper and brass as well as valves, fire hydrants, and sleeves and were advertised on Planet Bids on April 30, 2026. On May 12, 2026, the City received three bids for copper and brass electronically through Planet Bids ranging from $117,550 to $120,786 with one of the bids being incomplete. The City also received 3 bids for valves, fire hydrants, and sleeves electronically through Planet Bids ranging from $207,570 to $221,022. The bid results were as follows:

The lowest bidder for the copper and brass quotation is Ferguson Waterworks in the amount of $117,550 (Attachment A).
The lowest apparent bidder for the valves, fire hydrants, and sleeves quotation was Ferguson Waterworks in the amount of $207,570. However, Ferguson Waterworks later withdrew their bid due to error. Therefore, the lowest responsive bidder for the valves, fire hydrants, and sleeves quotation was S&J Supply Company, Inc. in the amount of $210,834 (Attachment B).
Staff recommends that the City Council approve purchase orders with Ferguson Waterworks and S&J Supply Company, Inc. in the amounts of $117,550 and $210,834 respectively for the purchase of the water materials necessary to meet the operational needs of the Utilities Division.
