BACKGROUND
In June of 2016, the City Council approved a 10 year lease and operating agreement with the Young Men's Christian Association of Metropolitan Los Angeles, Kolar Family YMCA Center for Community Well -Being (YMCA) to operate an Arts, Enrichment, and Neighborhood Center (AENC) at Building Number 3, at Furman Park. The programming offered provided all community members, with or without YMCA memberships, the opportunity to participate in enrichment programming focused on visual and performing arts, and most recently, personal growth instruction.

ANALYSIS

The proposed extension to the current lease and operating agreement will allow the time for the YMCA construction project to be completed and to begin their transition to their new building. The extended term of one (1) year, will commence August 2, 2026 and expire July 31, 2027, and will remain for the sole purpose of operating an AENC.

The YMCA will be responsible for implementing, operating, and staffing all AENC programs along with basic maintenance of the facility and providing for all necessary furniture, fixtures, and equipment to run programs. The City will be responsible for payment of all utilities and maintenance of HVAC, plumbing, electrical, windows, roof, and exterior sidewalks, yards, and landscaping.
