BACKGROUND
On May 28, 2024, the City Council approved a two (2) year professional services agreement with RMI, Inc. after staff issued a Request for Proposals. The agreement included the following scope:
• Economic Development Department - Patrolling Downtown Downey and within the Downtown public parking structure via foot and acceptable form/s of transportation. • Parks and Recreation Department - Patrolling Rio Hondo Golf Course, Transit Depot, Barbara J. Riley Community and Senior Center, Downey Theatre, various City Parks and special/community events.

On November 12, 2024 the City Council approved an Amendment No. 1 for additional patrol of City parks for a 12- month period. The amendment included:
• Two (2) armed guards in two (2) patrol cars performing patrols at City Parks and facilities from 10:00 p.m.- 5:00 a.m., seven days a week, including holidays. These patrols cover the period from when parks close until they reopen at dusk.
• One (1) unarmed guard and one (1) patrol car performing patrols of City parks and facilities from 6:00 a.m.- 10:00 a.m., Monday through Friday, including holidays. These patrols focus on parks facilities that are not

staffed by City personnel until afternoon hours.
• One (1) unarmed guard and one (1) patrol car performing patrols of City Parks and facilities from 6:00 a.m.- 10:00 a.m., Saturdays and Sundays, including holidays. These patrols focus on parks and facilities during the weekend, during non -staffed hours.

On November 18, 2025, the City Council approved Amendment No.2 for additional security services to monitor the Civic Center. Services include:

One (1) unarmed guard performing patrols at City Hall Monday - Friday 7:30 a.m - 5:30 p.m.

One (1) unarmed guard performing patrols at the Library Monday - Thursday 9:00 a.m.- 8:00 p.m.; Friday 8:00 a.m.-8:00 p.m.; and Saturday 8:00 a.m.-5:00 p.m.
• Monitoring of City Council Meeting and conducting bag checks if and as needed

ANALYSIS
The current term of the agreement concluded on June 30, 2026. Amendment No. 3 extends the agreement for an additional one-year period, through June 30, 2027. All services will remain unchanged as described in Amendments No. 1 and No. 2, with the exception of City Hall hours, City Hall is now closed on Fridays, and a modification to staffing at the Civic Center will occur, which will include: instead of assigning one (1) unarmed guard to each location, the amendment provides for one (1) unarmed guard to patrol both sites.
