Item No. 14.
TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM: OFFICE OF THE CITY MANAGER
BY: SERGIO COREAS, HOMELESSNESS SOLUTIONS & HOUSING MANAGER DATE: JULY 28, 2026
APPROVAL OF AMENDMENT NO. 1 TO MEASURE A FUNDING AGREEMENT FOR SUBJECT:
HOUSING AND HOMELESS PROGRAMS
EXECUTIVE SUMMARY
The City Council will consider approval of Amendment No. 1 to the Measure A Funding Agreement with the County of Los Angeles for housing and homelessness programs. Amendment No. 1 incorporates the City's Fiscal Year 2026-2027 Local Solutions Fund allocation of $438,732, increases the total agreement amount to $940,927, and updates the City's Scope of Work and budget to support City Net outreach services, continued rental arrears and rental assistance programs through The Whole Child, and administrative oversight for Measure A -funded programs.
RECOMMENDATION
That the City Council:
1. Approve Amendment No. 1 to the Measure A Funding Agreement with the County of Los Angeles; and,
2. Authorize the City Manager, or designee, to execute all documents necessary to implement the amendment and receive the City's Fiscal Year 2026-2027 allocation.
BACKGROUND
On November 5, 2024, Los Angeles County voters approved Measure A, a new half -cent sales tax replacing the expiring Measure H one quarter -cent tax. While Measure H provided significant resources for homelessness programs, funds were largely administered at the County level. Measure A strengthens local government participation by dedicating 15 percent of annual revenues to the Local Solutions Fund, which is distributed directly to cities, councils of government, and unincorporated areas. This direct allocation provides cities with flexibility and resources to implement tailored strategies while still aligning with countywide goals.
On September 23, 2025, the City Council approved the original Measure A Funding Agreement with the County of Los Angeles for Fiscal Year 2025-2026 in the amount of $502,195. That agreement established the City's initial Scope of Work, including interim shelter beds, homelessness prevention assistance, rental arrears assistance, contribution to the Gateway Cities Affordable Housing Trust, and administrative oversight. The County has prepared Amendment No. 1 to incorporate the City's Fiscal Year 2026-2027 allocation and revised Scope of Work.
Under the amendment, the City will receive $438,732 for Fiscal Year 2026-2027, for a total agreement amount not to exceed $940,927.
ANALYSIS
Amendment No. 1 updates the City's Measure A Funding Agreement to incorporate the Fiscal Year 2026-2027 Local Solutions Fund allocation and revised Scope of Work. The amendment increases the agreement amount by $438,732, for a new total not -to -exceed amount of $940,927. The Fiscal Year 2026-2027 allocation is $63,463 less than the City's Fiscal Year 2025-2026 allocation of $502,195. This reduction is based on the County's annual Local Solutions Fund allocation process, which uses the County -approved distribution formula and is subject to available Measure A revenues and annual Board approval. As a result, the revised Scope of Work prioritizes direct homelessness response activities, including outreach, case management, rental arrears assistance, rental assistance, and administrative oversight. Amendment No. 1 also transfers County administration of the agreement from the Chief Executive Office to the Department of Homeless Services and Housing, updates County contact information, and revises the implementation date for recruitment and retention requirements for homelessness service and prevention workers from July 1, 2026 to July 1, 2027.
For Fiscal Year 2026-2027, Amendment No. 1 adds City Net Outreach Services as a new Measure A -funded project. This project will support approximately 3.64 FTE of case managers within City Net's outreach team and will be interwoven with Permanent Local Housing Allocation funds to maintain continuous outreach and case management services. Services will include street outreach and engagement, case management, housing navigation, assistance obtaining documentation and mainstream benefits, transportation assistance, referrals to emergency health and mental health services, and monthly reporting on outreach efforts and outcomes.
Amendment No. 1 also continues funding for two homelessness prevention programs administered through The Whole Child. The Rental Arrears Program will provide one-time rental arrears assistance and supportive case management for low-income households at risk of homelessness. The Rental Assistance Program will provide short-term rental assistance and supportive case management to help households maintain housing stability. The amendment also continues administrative oversight through partial support of the City's Homelessness Solutions Manager.
The Fiscal Year 2026-2027 Measure A programs included in Amendment No. 1 are summarized below:
;Program Area ;Description
City Net outreach services, including approximately 3.64 FTE of case managers, to support Outreach Services
street outreach, case management, housing navigation, and connections to mainstream benefits and services.
Rental Arrears
One-time rental arrears assistance and supportive case management for low-income Program
households at risk of homelessness.
Rental Assistance
Short-term rental assistance and supportive case management for low-income households at Program
risk of homelessness.
Administration &
Partial support for the City's Homelessness Solutions Manager for reporting, compliance, Oversight
contract administration, invoice review, and program monitoring required under Measure A.
Amendment No. 1 also updates the status of two Fiscal Year 2025-2026 projects. The Shelter Beds project will remain in the agreement as an ongoing close-out activity, but no new Fiscal Year 2026-2027 allocation is proposed because previously allocated Fiscal Year 2025-2026 Measure A funds are sufficient to continue supporting the six interim shelter beds through June 30, 2027. The Gateway Cities Affordable Housing Trust annual administrative fee will also be closed out with no new Fiscal Year 2026-2027 allocation, allowing the City to prioritize direct homelessness response and prevention activities under the revised Year Two allocation.
The Fiscal Year 2028-2027 allocation included in Amendment No. 1 in as follows:
City Net Outreach Services
$273,000
Rental Arrears Program
$63,236
Rental Assistance Program
$63,236
Administrative Cost — Homelessness
$39,260
Solutions Manager
Total
$438,732
These initiatives continue to align with the Chv's existing homelessness response efforts and onnnp|ernent programs supported through the Permanent Local Housing Allocation, Connnnunbv Development Block Grant, and other regional and local partnerships. Together, they prioritize direct nutrmach, homelessness prevention, and administrative oversight while maintaining continuity in the City's homelessness response system.
