Dear Mayor and Members of the Downey City Council,
I am submitting this formal complaint regarding the conduct of Christian Gutierrez, who serves on the Public Works Committee for District 4. Attached are screenshots, via X app, documenting repeated harassment, discriminatory language, vulgar insults, and targeted personal attacks.
This was not an isolated incident or a momentary lapse in judgment. The attached communications demonstrate a pattern of verbally abusive behavior. The language used is hostile, degrading, and at times.. discriminatory. It reflects a complete disregard for basic respect, professionalism, and civility.
While these communications were sent from a personal account, they raise serious concerns regarding Mr. Gutierrez'sjudgment and his ability to serve the residents of Downey in any public capacity. Individuals appointed to represent the city of Downey should be held to standards of professionalism, accountability, and respect. The behavior reflected in these messages falls extremely short of those expectations.
The City of Downey proudly serves a diverse community, including a large Hispanic population. It is alarming and concerning to see someone serving on a city committee using discriminatory language while engaging in repeated harassment. Conduct of this nature undermines public trust and should not be ignored or minimized.
This complaint is not about politics or a difference of opinion. People are entitled to their own political beliefs. This complaint is about repeated harassment, abusive conduct, and discriminatory language including the use of racial slurs. Those actions deserve to be taken seriously regardless of political affiliation.
I respectfully request that the City of Downey conduct a thorough review of this matter and determine whether this conduct is consistent with the standards and expectations of an individual serving on a city committee. If the City of Downey determines that no action is warranted, I request a written explanation outlining the basis for that decision. I also reserve the right to lawfully share the documented evidence and my experience through public channels. I believe the residents of Downey deserve transparency regarding the conduct of individuals who serve their community.
I have documented all communications and evidence related to this matter and I am prepared to provide any additional documentation if requested. I also understand that other individuals who have experienced similar conduct from Mr. Gutierrez intend to submit their own complaints directly as well. I am submitting only the information available to me and ask that this complaint be evaluated on its own merits. I sincerely hope the city chooses to address this matter appropriately.
For the safety of all parties involved and the victims of Mr. Gutierrez's behavior, I believe it is important that this matter be addressed promptly before this pattern of behavior escalates further. While I hope it does not, repeated targeted harassment of this nature has the potential to develop into something more serious and dangerous. I am bringing this to the city's attention because I believe early intervention and accountability are in everyone's best interest and safety.
I expect this complaint to be reviewed thoroughly and in good faith. Public service is an honor and privilege, not an entitlement. Individuals trusted to represent the City of Downey & its residents, should be held to a standard that reflects integrity, professionalism, and respect for every member of the community.
At this time, I'd like to remain anonymous for the safety of all parties involved. Thank you for your time and attention. I look forward to your prompt response.

To the Mayor and Members of the Downey City Council:
Following your vote to approve the new 32% water rate increase, residents are now receiving their first bills.
My own water bill increased from $53.81 to $71.19 an increase of nearly $20 on a single bill. What makes this particularly frustrating is that my household actually used less water than during the same billing period last year, reducing our usage from 11 units to 10 units. While residents are encouraged to conserve water, we are being penalized with higher bills for doing exactly that.
This is not an isolated burden. My residential trash bill has risen from approximately $69 in 2020 to $109 today for the same level of service. The original trash franchise agreement was scheduled to expire in March 2026. Instead, this Council approved an amendment extending the agreement through September 30, 2033. Residents deserve to know what additional rate increases are anticipated under that extended agreement and what protections exist against continued increases.
Along with a higher sales tax, residents continue to face rising costs for groceries, insurance, gasoline, electricity, and property taxes.
While each rate hike may seem manageable individually, residents must pay all of them combined.
According to the City's public documents, additional water rate increases are planned for the coming years. Residents deserve complete transparency regarding how these increases were calculated, what alternatives were considered, and what cost -saving measures were implemented before taxpayers were asked to pay more.
Before approving any future tax, fee, or rate increases, I respectfully ask this Council to answer the following questions:
- What City spending was reduced before asking residents to pay more?
- What contracts were renegotiated?
- What operational efficiencies were implemented?
- What unnecessary expenditures were eliminated?
- What measurable sacrifices did City Nall make before placing another financial burden on residents?
Families throughout Downey must make difficult financial decisions and sacrifices to stay within their budgets. We expect our City government to exercise the same fiscal discipline.
Downey residents are not an unlimited source of revenue.
I respectfully ask this Council to make affordability a guiding principle in all future decisions and to demonstrate that every reasonable effort has been made to control costs before asking residents to shoulder additional financial burdens.
Thank you,
Sandra Avalos
