BACKGROUND

The Parks and Open Space Master Plan ("Master Plan"), adopted in 2016, has served as a policy guide for identifying park and recreation needs, prioritizing capital improvement projects, and supporting grant funding opportunities. The 2016 Master Plan identified the need to improve overall conditions of parks, facilities, and walking trails. In addition to the the enhancement of existing amenities, the previous Master Plan also determined the need improve/update sports and fitness facilities. As a result of the Master Plan findings, the City has completed projects that enhanced and or added, walking trails and lighting at Wilderness Park, Furman Park, Golden Park, and Apollo Park. Updates to Indoor facilities at Wilderness Park, and Dennis The Menace Park were improved with new features; including updates to HVAC systems, flooring, and indoor paint. New restrooms, new park shelters, and or restroom and park shelter enhancements, were also completed at various parks such as Wilderness Park, Dennis The Menace Park, Apollo Park, Golden Park, and Furman Park. Sports and fitness facilities such as the Discovery Sports Complex, Apollo Park, and Independence Park have seen improvements with the addition of turf soccer/football fields, and futsal courts. Most recently, in July of 2022, the City opened the Rancho Los Amigos Sports Center, featuring three synthetic turf fields multi -sport fields primarily used for soccer and football. The facility was identified in the 2016 Master Plan to partner with Los Angeles County to focus on the goal of expanding sports and fitness programming, for youth and adults, and to continue to meet the needs of the community. The development and implementation of the Master Plan was crucial in providing the city with the guidance and community engagement needed to address the evolving needs of the city and its residents.

To ensure the City develops an updated and comprehensive vision for its park system for the next 10 years, staff recommends completing an updated Parks and Open Space Master Plan with Moore lacofano Goltsman, Inc. (MIG) Consulting. The updated plan will evaluate existing parks and recreation facilities, asses current and future community needs through community engagement, identify opportunities, establish priorities for future improvements, and provide an implementation strategy to guide capital improvement projects, programs, and initiatives, over the next 10 years. Specifically, the Master Plan will focus on ways in which to accomplish the following objectives, ensuring that City parks are well utilized, preserved, and any related issues and concerns are properly addressed:
• Assessment of aging park infrastructure and facility conditions; • Evolving of park functionality and level of service;
• Identification of emerging trends, new opportunities; • Recommendations for parks, facilities, trails, programs and open space; • A 10-year Capital Improvement Program identifying short term (0-5 years), mid term (6-10 years), long term (11+ years) projects

ANALYSIS
The timing of this effort aligns with the City's ongoing comprehensive General Plan Update, which is currently being prepared by MIG Consulting, Inc. Since 2020, MIG has partnered with the City through multiple phases of the General Plan process, beginning with the Housing Element Update, followed by implementation of the Housing Element Programs, and most recently the preparation of the comprehensive General Plan Update. Through these efforts, MIG has developed extensive knowledge of the City's existing conditions, planning policies, community priorities, and long term vision. Parks
Date: tlpriL 21, 2026, Revised May 88„ 2026
The City of Downey is updating its 2016 Parks and Open Space Master Plan to identify an investment strategy for capital projects, programs, and initiatives over the next 10 years.

Given challenges such as aging infrastructure and limited park acreage, the City seeks a community -driven plan to reimagine the future park system, identify and evaluate potential new park and recreation opportunities, and prioritize recommended capital projects and programs.

The highly graphic, visual Master Plan will include or address the following:
• Comprehensive community engagement
• Aging infrastructure assessment (condition and functionality) • Evolving trends, new opportunities, and unique solutions • (systemwide recommendations)
• Recommendations for parks, facilities, traits, programs, and open space • Site concept for Furman Park
• 10-year CIP (with projects phased 0-5 years, 6-10 years, and 11+ years) • Prioritized action plan (with capital and operations costs) • Funding and partnership strategy
Project advisory groups will include the following:

Project Leadership Team (PLT): The PST will consist of the City's Project Manager and 1 to 3 other Department staff, along with MIG's Principal and Project Manager, who will meet in biweekly videoconferences to share information, proactively address questions as they arise, and keep the project on schedule.

Recreation and Community Services Commission (RCSC) and Youth Commission (YC): The RCSC and YC together will receive updates in joint meetings and provide input at three key milestones: needs and opportunities; prioritization/action planning; and Draft Plan review.

City Council: The City Council will be interviewed in Phase 1 to understand their goals and objectives for the planning process. MIG will meet with them in two additional in -person meetings to review the proposed Action Plan/Costs and Public Draft Master Plan.

While the scope of work outlined above reflects the agreed -upon tasks for this engagement, the MIG Team is available to provide additional task descriptions and fee estimates for supplemental services that may arise during the planning process. These could include, but are not limited to, communications and social media support, language owiney Packs and Open Space ester Plan Proposal Page 1

Docusign Envelope ID: E0652DB3-0083-8CB2-834E-B4B6FC38855B translation and interpretation, additional analysis or more in-depth research, design services, expanded community outreach and engagement, additional park site concepts, and CEQA documentation. The City may request supplemental services at any point during the project and the MIG Team will respond promptly with a proposed scope and fee for consideration.

1.1 Project Initiation Meeting Videoconference
MIG will host a 1.5-hour Zoom vdeoconference with the City's Project Leadership Team (PLT) to formally initiate the project. The meeting will focus on identifying project goals; clarifying expectations and desired outcomes; requesting background materials; establishing communication protocols and engagement strategies; and confirming the project schedule and key milestones. MIG will prepare a meeting agenda in advance and provide a written summary documenting agreed -upon goals, roles, and next steps.

1.2 Background Information Request
MIG will prepare a comprehensive background information request letter with Egnyte upload links at the outset of the project to identify and obtain relevant plans, policies, technical studies, GIS data, operational information, funding data, demographics, and prior community input that will inform the Master Plan update. MIG will briefly review materials to identify gaps in information and inform subsequent tasks.

1.3 Community Engagement Plan
MIG will prepare a concise Community Engagement Plan that outlines an integrated, phased approach for engagingthe community throughout the Master Plan process, including key engagement activities, communication methods, general timing, and roles and responsibilities for the MIG Team and City staff. Additionally, this deliverable will include a strategy for the City -led promotion of outreach activities, information sharing, and recruitment of participants. The draft Engagement Strategy will be provided to City staff for one round of review and consolidated comments prior to finalization.

1.4 Project Branding and Templates
(Banner, Process Graphic, Social Media and Document Template, Webpage Directions) To assist City staff in outreach promotion and information -sharing, MIG will develop standardized Master Plan document templates to be used throughout the project to create consistency in format and branding. This includes an identifiable project banner that can be incorporated into all deliverables and outreach materials, a Word document template for reports and technical memoranda, a PowerPoint template for presentations, a social media template to use in posting information about the project, and a planning process graphic. All materials will incorporate agreed -upon branding elements such as colors, styles, and conventions. In addition, MIG will provide draft web text to guide City staff in establishing a project webpage.

1.5 Parks and Facility Inventory and GIS Base Map (draft and final) The MIG Team will review and refine inventory data provided by the City and integrate it with GIS parks data to develop and Excel -based inventory spreadsheet of parkland, facilities, major facilities, and trails. Building on General Plan mapping and data, MIG will prepare a draft existing systems map illustrating City parks, major recreation facilities, schools, and other relevant assets. The draft inventories and the existing systems map will be provided to City staff for one round of review and consolidated comments prior to finalization.

1.6 Park Tour
Three MIG staff will spend 6-8 hours touring representative parks and major facilities with City staff to discuss system strengths and weaknesses, functionality, as well as any planned projects or initiatives underway. MIG requests that City staff identify the tour route, transportation in a shared van, and other logistics so that MIG can document key details about sites visited through notes and photos. MIG will file, name, and share all photos with City, summarizing key findings in the Existing Park and Recreation System Summary.

1.7 Park Condition Assessment App and Data Summary
MIG will develop a customized ArcGIS Field Maps app for City staff to use in conducting mobile site assessments of park assets, as well as an ArcGIS Dashboard to visualize assessment data and results. The app will use a standardized rating system to evaluate significant outdoor recreation assets, such as playgrounds, sports courts, sports fields, and picnic shelters, excluding park furniture, trash receptacles, lighting, and buildings.

Prior to the assessment, MIG will prepare an Asset Condition Assessment Methodology memorandum to document the evaluation process and provide guidance to City staff on its use. City park staff, who already conduct the County's annual facility condition assessment, will carry out the field assessment using the MIG-developed app. Using the field results collected by City staff, MIG will summarize findings by park and by facility type in a simplified summary report appended to the Existing Park and Recreation System Summary. Upon completion, MIG will transfer the full Esri-based app and dashboard to the City for ongoing use.

1.8 Furman Park Site Assessment
Two or three MIG staff will spend 2-3 hours visiting Furman Park with City staff to take a more detailed took at its existing landscaping, development, and infrastructure, including the indoor facilities. The site review wilt consider general site access, pedestrian and vehicular circulation, ADA accessibility, functionality for intended recreation uses, facility condition, site characteristics, and adjacencies. MIG will document this information in a site map(data overlays on site aerials) and a short, consolidated summary memo. The findings will be documented in an appendix to the Existing Park and Recreation System Summary.

1.9 Baseline Funding Analysis
Using City budget data, MIG will document the Parks & Recreation Department's current resources, revenues, and expenditures for programs, services, maintenance and capital projects to understand existing resources available for operating and sustaining the park and recreation system. Rather than a detailed analysis of individual programs and maintenance services, this wilt be a higher -level review of Department funds — examining the types of funding available and how resources are allocated across various services, including programs, maintenance, and capital projects. Highlights of these findings will be documented in the Existing Park and Recreation System Summary.

1.10 Key Leader Interview Videoconferences (6)
MIG will conduct six individual videoconference interviews, anticipated to last half an hour, with the Mayor and City Council members to gather insights into their goals and objectives for the project, as well as to discuss preliminary funding priorities and community needs.

MIG will prepare a series of questions in advance for City review and, after the interviews, summarize consolidated key findings in a memorandum. MIG will coordinate with City staff to schedule interviews, and staff will assist with scheduling and meeting logistics.

1.11 Existing Park and Recreation System Summary (draft and final) MIG will summarize Phase 1 findings in a short, easy -to -read memo, providing an overview of the City's parks, facilities, recreation programs and events, maintenance and operational services. The Summary will present the asset inventory, describe the existing conditions of parks, and document services provided to support the park and recreation system. To ensure this foundational data is accurate before starting the Phase 2 analysis, MIG will provide a draft document (pdf or Word file), revising this into final form based on one round of consolidated City comments.

1.12 Project Coordination and Management
MIG will provide overall project leadership, schedule and budget management, invoicing, and project administration. The team wilt facilitate regular coordination videoconferences with the PST (anticipated to be a half hour biweekly) to track progress, share materials, discuss project directions, and actively address issues before these arise. Following these meetings, MIG wilt provide a short action -item email summarizing next steps. " NVA I r; V a - • # • .

2.1 Bilingual Parks, Recreation, & OS Questionnaire (Online) MIG will develop and administer a Parks, Recreation, & Open Space Questionnaire to gather feedback from the community on park and facility needs, including park use, program participation, desired improvements, and funding priorities. At its completion, MIG will summarize all results collectively, providing a pdf of key findings, data tables, and open-ended comments.

2.2 Bilingual Pop -Up Events (2)
MIG will design a set of 3 to 4 display boards and, with City staff, one (1) MIG staff will host and facilitate two (2) interactive "pop-up events" to collect feedback at existing community festivals and events, at recreation facilities, and in high -traffic locations to involve community members who otherwise participate in the planning process. The display boards will be graphically oriented, easy to read, and designed in Spanish and English. The boards will include the online questionnaire link and QR code to encourage participants to fill out the online questionnaire as well. MIG will print materials, host two events over the course of one day, and tabulate results. MIG will also provide display board pdfs and an online data -reporting form if the City would like to host additional events, tabulate results, and upload the data to capture a greater variety of input at different locations and types of events. Note that any work associated with additional events beyond those identified in this scope, including event facilitation, summary write-ups or tabulations, and preparation of new materials, is considered an additional service and is not included in the current budget. Following the events, MIG will summarize findings together in one consolidated memo (pdf).

2.3 Community Workshop (English)
MIG will conduct one community workshop with up to two members of the MIG Team to engage residents and gather input on community needs. The workshop will be interactive, featuring presentations, large or small group discussions, and opportunities for participants to provide feedback. Workshops will be held in person, with MIG responsible for developing an agenda and materials, facilitating the discussion and activities, and summarizing findings in a pdf. Workshop attendance of up to four (4) hours is assumed in the scope and budget. City staff will be responsible for promoting the workshops, recruiting participants, arranging the meeting space, and providing refreshments.

2.4 Focus Groups (3)
MIG will host up to three (3) virtual focus groups with 10-12 recruited participants to discuss in detail their specific and unique needs. Scope assumes focus groups will each be one hour in duration and that all three will be scheduled within a single day.

This meeting is by invitation only and is anticipated to include 10-15 participants, along with key City staff who are responsible for the maintenance and programming of these sites. The goal is to identify potential site improvements and enhancements that would address park, facility, and community needs. Led by two MIG staff, this 2-hour charette may be held in person or virtually. MIG will develop the agenda and materials, facilitate the discussion and design activity, and summarize findings in a pdf.

2.6 Demographics and Trends
Building on the General Plan's demographics and housing analysis, MIG will summarize existing and forecasted demographic, recreation, and social trends impacting Downey's park and recreation system. The analysis will address changing demographics that affect park needs as well as provide insights into how evolving trends influence site and programming needs and opportunities for the community's future. MIG will summarize findings and incorporate them into the Needs and Opportunities Summary.

2.7 Access, Distribution, and Gap Analysis (3 Maps)
Building on the General Plan analysis, MIG will map and evaluate access to and distribution of parks and major recreation facilities (such as swimming pools or community centers) using ArcGIS Network AnalystT" to illustrate service areas and identify gaps. The analysis will consider resident travel modes, including walking, cycling, driving, and transit, and account for physical barriers that may limit access. Findings will be compared with demographic and population density data to identify underserved areas and any unique park or indoor facility needs. In addition, MIG will map existing, planned and potential off- street trail connections across Downey in relation to key destinations such as parks and schools to identify needs for trail -based recreation, active transportation, and enhance park access for pedestrians and cyclists. Three maps will be produced to illustrate service areas, and vacant lands or other greenspace and recreation opportunities will be highlighted in underserved locations. Following City staff review, findings will be incorporated into the Needs and Opportunities Summary.

A draft CIP, including initial cost estimates, will be provided to City staff for one round of review and consolidated comments prior to finalization.

3.5 Online Prioritization Activity & Criteria
MIG will identify clear and understandable criteria to help the City make transparent decisions about which projects and services to prioritize for funding. The criteria will consider plan goals and project sequencing realities to define a checklist to use for project prioritization. MIG will also develop an online prioritization activity in English and Spanish, inviting participants to help identify project priorities by making hypothetical investment choices in various park projects, programming, and different types of improvements. The data collected will help identify the right investment level and priority projects. MIG will develop and program the activity online, refine it based on one round of City comments, host it for two (2) weeks, and summarize results. City staff will be responsible for promoting the online activity.

3.6 Joint Commission Meeting
MIG will lead an in -person or virtual presentation to the Recreation and Community Services Commission and Youth Commission to discuss priority projects. MIG will provide an agenda -item outline and PowerPoint presentation to share findings in a meeting owiney Parks and Open Space Master Ran Proposal Page 8

Docusign Envelope ID: E0652DB3-0083-8CB2-834E-B4B6FC38855B anticipated to require up to 1.5 hours of MIG's time. Budget assumes one (1) MIG staff member in attendance if held in person; a virtual meeting would allow for broader team participation at no additional cost. Format, in -person or virtual, can be determined closer to the meeting date.

3.7 5-Year Action Plan
Based on community, Commission, and Council feedback, MIG will organize projects into phased implementation timelines to guide short- (0-5 years), mid- (6-10 years) and Long- term (11 + years) investment decisions. Short-term priorities will be documented in a 5-Year Action Plan and implementation strategy. MIG will incorporate this into the Administrative Draft Plan for City review.

3.8 Partnership and Funding Strategies
Based on the mix of projects and associated maintenance costs in the 5-Year Action Plan, MIG will describe potential funding sources, including special assessment funds, impact fees, bond measures, grants, partnerships, fee programs, and other revenue sources.

These strategies will be incorporated into the Administrative Draft Plan for City review.

3.9 Project Coordination and Management
MIG will provide overall project leadership, schedule and budget management, invoicing, and project administration. The team will facilitate regular coordination videoconferences with the PST (anticipated to be a half hour biweekly) to track progress, share materials, discuss project directions, and actively address issues before these arise. Following these meetings, MIG will provide a short action -item email summarizing next steps.

4.1 Plan Outline and Administrative Draft Master Plan
MIG will outline and prepare a full Administrative Draft of the Master Plan for City staff internal review. Prepared as a Word document, this internal draft will integrate technical analyses, community engagement findings, and all data and maps for the Master Plan for City staff to confirm content accuracy and readability.

4.2 Public Draft Master Plan + Executive Summary (Accessible Formatting) Based on one round of consolidated City comments on the Administrative Draft, MIG will prepare a Public Draft Master Plan. This version will include an Executive Summary and be designed in a highly graphic, visually engaging, and easy -to -read layout, with headings, fonts, and captioning provided to support document accessibility. MIG will provide a web - ready PDF for posting or distribution to the community, Commissions, and Council for review and feedback.

4.3 Online Draft Plan Review Materials

Docusign Envelope ID: E0652DB3-0083-8CB2-834E-B4B6FC38855B MIG will create an online public comment tool to facilitate the community's review of and comment on the Public Draft Plan. We will provide all itemized comments to City staff to use in identifying desired plan edits and summarize key comments in a short list suitable for inclusion in a Commission and Council staff report.

4.4 Joint Commission Meeting
MIG will lead an in -person or virtual presentation to the Recreation and Community Services Commission and Youth Commission in a joint meeting to present the Public Draft Plan for review. MIG will provide an agenda -item outline and PowerPoint presentation to share the plan in a meeting anticipated to require up to 1.5 hours of MIG's time. Budget assumes one (1) MIG staff member in attendance if held in person; a virtual meeting would allow for broader team participation at no additional cost. Format, in -person or virtual, can be determined closer to the meeting date.

4.5 City Council Meeting
MIG will develop a PowerPoint, attend, and present the Public Draft Plan at an existing Council Meeting, Work Session or videoconference. This is an important opportunity to identify desired final document edits and to gauge Council's support for adoption. This task assumes a 2-hour meeting.

4.6 Final Master Plan + Executive Summary
Based on feedback gathered on the Public Draft Plan and direction provided by City staff, MIG will develop the Final Master Plan. The Executive Summary and main document will be shared as a fully accessible, remediated pdf.

4.7 Project Coordination, Management, and Close -Out
MIG will provide overall project leadership, schedule and budget management, invoicing, and project administration. The team will facilitate regular coordination videoconferences with the PLT (anticipated to be a half hour biweekly) to track progress, share materials, discuss project directions, and actively address issues before these arise. Following these meetings, MIG will provide a short action -item email summarizing next steps. This task also includes the transmittal of all plan deliverables and GIS data, final maps, and source data files to the City.

Docusign Envelope ID: E0652DB3-0083-8CB2-834E-B4B6FC38855B • The Project Management budget is based on a 14- to 16-month project duration and includes up to four hours of project management time per month. If the project schedule extends more than two months beyond this duration, additional project management budget will be requested. • The City will provide requested background information, including documents and GIS data where available, using MIG's Egnyte portal and links for the transmission of materials.
• To maximize cost efficiencies, MIG will attend in -person and videoconference meetings as noted in the scope and budget. All in -person work occurs in identified meeting windows, which assumes field work and meetings are held on the same day or consecutive days.
• Commission and Council meetings are scoped as 1.5-hour meetings with one MIG Team member attending, unless otherwise noted. City staff will schedule and host Commission and Council Meetings and provide meeting minutes or summaries.
• MIG's Project Manager and Principal -in -Charge is anticipated to meet with the City's Project Leadership Team in a 1.5-hour Project Initiation Videoconference followed by half-hour biweekly video meetings (or one -hour monthly meetings) to proactively address project questions and keep the project on schedule.

These coordination meetings may be cancelled if no coordination is needed at that point in the process.
• The City will arrange, advertise, promote, host, recruit participants, schedule, and identify locations for public meetings and outreach activities. • The City will be responsible for all website updates, posts to social media, press releases, communications, and promotion of engagement activities and public meetings.
• MIG will provide digital/electronic files (pdfs) of all project reports, master plans, and PowerPoint presentations.
• Draft and final plans will be formatted as easy -to -read, attractive documents with graphics and visuals for public posting. All other documents are anticipated to be shorter memos or white papers for internal review. City edits and comments will be incorporated into subsequent tasks and deliverables unless otherwise noted in the scope.
• The City is responsible for all the remediation and captioning of any public documents and materials for ADA accessibility unless otherwise noted in the scope.
• For each round of revisions, City staff will provide a single, consolidated set of comments in track changes (for Word files) or pdf comments. • If the primary client contact or Project Manager changes during the course of the project and necessitates more than an hour of MIG staff time to reinitiate the project, this will be considered extra services.
