15.DISCUSSION REGARDING ADDITIONAL FUNDING FOR A CAT SPAY AND NEUTER REBATE PROGRAM: Administration.

DISCUSSED AND CONSIDERED THE APPROVAL OF AN ADDITIONAL $2,500 FOR THE

CITY'S CAT SPAY AND NEUTER REBATE PROGRAM
Assistant to the City Manager Juddy Montenegro provided the staff report for Item No. 15. She reported that staff was requesting Council consideration of an additional $2,500 from the General Fund to reopen the City's Cat Spay and Neuter Rebate Program for Fiscal Year 2026-27. She stated that Council had previously allocated $10,000 for the program in January 2026, offering residents up to $250 per cat with a two -cat household limit. The program operated from March through June 2026, received 27 applications, approved 23, and expended $2,572, with approximately $1,600 in staff time for administration and outreach. She noted that Council Member Pemberton requested consideration of the additional funding at the July 28, 2026 City Council meeting.

Council Member Pemberton stated her support to continue the City's Cat Spay and Neuter Rebate Program, citing its success and the continued demand for spay and neuter services. She discussed SEAACA's mobile clinics, which have served approximately 400 animals per clinic and received more than 1,000 appointment requests, and noted that other cities provide similar programs funded through their General Funds. She stated that spaying and neutering helps control the cat population and reduce euthanasia. She noted that approximately 24 cats had been serviced through Downey's program and estimated that this could prevent hundreds of additional cats from being born. Council Member Pemberton stated that the proposed $2,500 was insufficient and moved to allocate $10,000 for Fiscal Year 2026-27, with the program to be monitored at mid -year and any unused funds returned to the General Fund.

Council Member Sosa asked why the $200,000 allocated by SEAACA for additional spay and neuter services could not be used immediately. Council Member Pemberton clarified that the funding would support additional nonprofit mobile spay and neuter clinics, but availability depends on the nonprofits' schedules and limited resources. She stated that SEAACA would request additional clinics and use some of the funding to bring providers to its facility.

Mayor Frometa moved to approve $2,500 to continue the Cat Spay and Neuter Rebate Program, stating that she did not want the program to stop midway and understood the amount to be remaining previously allocated funds. Council Member Pemberton clarified that the $2,500 was from the prior fiscal year and that approximately $2,500 had already been used within three months. She stated that an additional $2,500 would likely not sustain the program through December and reiterated her request for a $10,000 Fiscal Year 2026-27 allocation, noting that unused funds would return to the General Fund.

Mayor Pro Tern Ortiz thanked Council Member Pemberton for the information and expressed concern about the City's limited available funds. Mayor Pro Tern Ortiz asked City Manager Bradley for the current projected surplus. City Manager Bradley stated that the year-end surplus had been projected at approximately $70,000 but noted that some of those funds had been spent since adoption of the budget and he did not have the updated amount immediately available.

City Council Minutes
Regular Meeting —August 11, 2026 6

Council Member Pemberton noted that the Council had previously approved an unbudgeted $10,000 fee waiver for a one -day community event and stated that the Cat Spay and Neuter Rebate Program similarly benefits the community throughout the year by helping reduce cat overpopulation and euthanasia. She suggested allocating $5,000 and revisiting the program during mid -year budget review.

Council Member Sosa stated that he supported allocating $2,500 and reviewing the program again in six months.

Council Member Pemberton asked whether any applicants had been turned away. Assistant to the City Manager Montenegro responded that staff had received approximately three to four applications after July 1.

Mayor Pro Tern Ortiz asked whether the El Grito event affected the General Fund. City Manager Bradley responded that the fee waiver resulted in lost revenue because the City would incur event -related expenses that would not be recovered, creating a budget impact.

It was moved by Mayor Frometa, seconded by Council Member Pemberton, and carried 5-0, to allocate $5,000 from the General Fund to the City's Cat Spay and Neuter Rebate Program.

She emphasized that isolated incidents do not reflect the City's overall safety and credited the Council's continued support of law enforcement. Mayor Frometa also reported attending National Night Out and thanked the Police, Fire, Public Works, Parks and Recreation, and other participating departments for the successful event. With the school year beginning, she urged residents to drive safely, avoid speeding, and exercise caution around schools.

CITY MANAGER/STAFF MEMBER COMMENTS
City Manager Bradley reported that the Police Department's most recent year-to-date crime statistics, covering January through June and compared with the same period the prior year, showed an overall downward trend in crime, including a 30% decrease in assault and burglary. He credited increased enforcement, noting that citations and arrests had increased, and stated that the Police Department continues to respond quickly to incidents and maintain public safety. City Manager Bradley also confirmed that a future SEAACA report would return to Council regarding the $200,000 allocated for spay and neuter services.
