EXECUTIVE SUMMARY
The City Council will consider approving plans and specifications, and authorizing the solicitation of construction bids for the Fiscal Year (FY) 2025-2026 Annual Miscellaneous Concrete Repairs (Council District 3), Americans With Disabilities Act (ADA), and Miscellaneous Improvements (Citywide) Project, CIP No. 26-02. The proposed project will repair concrete improvements such as damaged and/or uplifted sidewalk, curb and gutter, and driveway approaches and will mainly occur in Council District No. 3 and the ADA and miscellaneous improvements will occur Citywide.

RECOMMENDATION

That the City Council:

1. Approve the plans and specifications, and authorize the solicitation of construction bids for the FY 2025-26 Annual Miscellaneous Concrete Repairs (Council District 3), Americans with Disabilities Act (ADA) and Miscellaneous Improvements (Citywide) Project, CIP No. 26-02; and,

2. Find that the project is exempt from the requirements contained in CEQA under Section 15301(C)(Existing Facilities).

BACKGROUND
The City receives requests on an on-going basis for the repair of concrete improvements within the public right-of- way. These requests are primarily related to damaged and/or uplifted concrete sidewalk, curb and gutter, and driveway approaches. Priorities for repairs are given to areas which have higher than usual pedestrian traffic (i.e., near hospitals, health clinics, schools, parks, bus stops, and senior care facilities) or locations with severe damage.

Periodically, the City also receives requests for construction of new sidewalk and ADA-compliant curb access ramps where they currently do not exist. In October 2016, the City of Downey started the development of an ADA Self Evaluation and Transition Plan to bring City infrastructure into compliance with ADA. The transition plan includes information regarding the types of needed ADA upgrades and repairs, locations, and estimated dates for repairs.

In order to complete the necessary concrete repairs and ADA improvements in a systematic manner, the City has adopted an Annual Miscellaneous Concrete Repair Program through which the City was divided into four areas representing the City Council Districts as shown on Attachment A. Each fiscal year, the program is implemented in a specific Council District. For this fiscal year, the project will be in Council District 3.

ANALYSIS
Staff has reviewed and evaluated requests received from residents for concrete repairs and locations identified in the City of Downey’s Self Evaluation and Transition Plan for ADA-related upgrades. Consequently, locations requiring concrete repairs and/or ADA-related upgrades have been selected which are in need of attention and shown on the plans on Attachment B.

The plans, specifications, and construction cost estimates have been completed and the project is now ready for solicitation of construction bids.

Construction is anticipated to begin in September 2026 and be completed by December 2026.

This project is categorically exempt from the provisions of CEQA under Section 15301(c), Existing Facilities.
