Item No. 6.
TO:HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM:OFFICE OF THE CITY MANAGER
BY:JAMES MCQUEEN, DIRECTOR OF HUMAN RESOURCES
DATE:SEPTEMBER 22, 2026
SUBJECT:APPROVAL OF PROFESSIONAL SERVICES AGREEMENTS WITH APPLE ONE AND HB
STAFFING FOR AS-NEEDED TEMPORARY STAFFING SERVICES
EXECUTIVE SUMMARY
The City Council will consider approving professional services agreements with Apple One and Cathyjon (dba HB Staffing) for temporary staffing services. These services will assist departments by providing temporary staffing on an as-needed basis for staffing shortages, special projects, or temporary increases in workload.
RECOMMENDATION
That the City Council:
1. Approve a Professional Services Agreement with Apple One for as-needed temporary staffing services for a three-year term;
2. Approve a Professional Services Agreement with HB Staffing for as-needed temporary staffing services for a three-year term; and,
3. Authorize the City Manager, or his designee, to execute any change orders or subsequent one-year extensions, subject to minor technical changes.
BACKGROUND
The City has historically used temporary staffing agencies to supplement existing staffing during staffing shortages, special projects, peak workloads, or employee leaves of absence. Previously, departments managed temporary needs on an as-needed basis. To improve cost-efficiency and standardize the process, the City issued a request for proposal for temporary staffing services in June 2025.
The RFP sought single- or multi-vendor solutions to provide fully burdened hourly rates for three main categories:
Administrative/Clerical Support for all departments
Accounting Support for the Finance Department
Technical Support for non-Sworn departments
An evaluation/selection committee comprised of representatives from Human Resources and Finance evaluated 65 proposals based on agency qualifications, recruitment methodology, proposed fee structures, and references. Of these proposals, a total of seven vendors were identified to proceed to the Interview phase. In March 2026, the top 7 vendors, consisting of Emploi@Work, 22nd Century, Apple One, Athena, HB Staffing, Jada, and Managed Career Solutions, were interviewed by a panel consisting of the Finance Manager, Human Resources Manager, and Human Resources Analyst. After conducting the interview, the panel recommends that the City proceed with Apple One and HB Staffing.
ANALYSIS
Staff determined that a dual-vendor award provides the best value and security for the City. Utilizing two agencies ensures:
Specialization: One vendor showed strength in administrative support, while the other excelled in serving governmental entities, including local California municipalities and agencies.
Availability: If the primary agency cannot fill a critical vacancy within the required "Time to Fill," the City can immediately change to the secondary agency.
Cost Control: Maintaining two contracts keeps pricing competitive and protects the City from potential market fluctuations.
The selected firms, Apple One and HB Staffing, both demonstrated robust background check procedures, competitive fully burdened rates, and extensive experience with municipal clients in Southern California.
The proposed agreements are for three (3) years, with the option of two (2) one-year extensions, and a total combined annual budget not to exceed $175,000 per fiscal year.
The selected temporary staffing agency will be responsible for recruiting, screening, placing, and managing temporary employees for various positions within the City of Downey, when needed. The services required include, but are not limited to, recruitment and sourcing, candidate screening and vetting, placement and onboarding, payroll and benefits management, performance management and support, and reporting and communication.
Staff conducted reference checks with three of Apple One's and two of HB Staffing's prior clients. All were very satisfied with their services and would or have engaged Apple One and HB Staffing for additional staffing assignments. The agreement structure is "as-needed," meaning the City is not obligated to spend the full amount if temporary staff is not required.
CITY COUNCIL PRIORITIES
Fiscal Responsibility
Efficiency and Adaptability
FISCAL IMPACT
Approval of the recommended actions will result in an annual expenditure not to exceed a total of $175,000 from the General Fund for temporary staffing services across all departments utilizing the staff out of their Temporary Staffing account (Object Code 0020) as approved in the Fiscal Year 2026-2027 operating budget.

9 Understanding of Services and Approach
Clear Understanding of the City’s Needs
As the City of Downey’s trusted staffing partner since 2014, AppleOne brings an intimate knowledge of the City’s operational rhythms, departmental structures, and service expectations. We have successfully placed 37 associates across multiple departments including Human Resources, Public Works, Fire (non-sworn), Accounting, Permits, Administration, supporting both day-to-day continuity and special initiatives.
We recognize that the City’s staffing requirements are diverse, ranging from administrative and technical roles to professional and labor classifications, and that these needs are often urgent, driven by vacancies, seasonal peaks, special projects, or extended leave coverage. Our approach is designed to provide:
• Rapid response to departmental requests without compromising candidate quality. • Compliance-driven recruitment that meets all federal, state, and municipal requirements.
• Cultural and operational alignment, ensuring placements integrate smoothly into the City’s service-oriented environment.
• End-to-end service delivery, managing recruitment, onboarding, payroll, benefits, and performance support so City staff can focus on their core responsibilities.
Our success in Downey is mirrored in partnerships with other public agencies. Recently, the County of Los Angeles engaged AppleOne to staff Justice Program Associates and Analysts for a new department where we placed over 25 temporary associates in contracts, call center operations, IT, and court navigation, supporting rapid growth without compromising service quality. In 2024, the City of Fullerton turned to AppleOne to fill two high-turnover roles—both hires exceeded expectations, with managers praising our ability to find the right fit where others had struggled and our responsive communication. Our experience with municipal environments, means we can anticipate needs, streamline processes, and ensure minimal disruption when staffing requests arise.
Recruitment, Screening, and Vetting Processes
AppleOne’s Temporary Placement Services Process is ISO 9001–benchmarked and built on a five-step framework that blends technology, compliance, and high-touch service.
Step 1 – Strategic Sourcing and Recruitment
We proactively maintain a robust pipeline of qualified candidates for the City’s most frequently requested roles. Our sourcing strategy includes:
• Proprietary ATS and CRM systems to filter candidates by skills, certifications, experience, and location.
• Targeted outreach through major job boards, niche platforms, and social media.
10 • Educational and community partnerships with local colleges, training programs, and workforce boards to engage both emerging and experienced professionals. • Passive talent engagement through networking, industry events, and referral programs.
Step 2 – Candidate Screening and Evaluation
All applicants undergo a multi-layered evaluation to ensure they meet City standards:
• Behavioral and competency-based interviews assessing technical ability, adaptability, and customer service orientation.
• Skills assessments tailored to position requirements
• Comprehensive background checks including criminal, DMV, and Live Scan (if required). • Education and credential verification for roles requiring degrees or licenses • Reference checks with recent supervisors to confirm performance, and professionalism
Step 3 – Seamless Matching and Submission
Candidate selection is informed by both recruiter expertise and AI-driven matching algorithms, ensuring alignment with the City’s job classifications and departmental culture. Each candidate submittal includes:
• A résumé matched against the City’s job description
• A qualification matrix tying experience to City requirements • Availability and assignment readiness details
Step 4 – Structured Onboarding
We manage all onboarding steps, including:
• Completion of employment eligibility verification (I-9, E-Verify) • Orientation on workplace policies, safety standards, and customer service expectations • Coordination of City-specific forms, security clearances, and IT access as needed
Step 5 – Ongoing Support and Retention

• Conduct 30-60-90-day check-ins with both the associate and City supervisor • Provide access to continuing education (e.g., Microsoft Office, OSHA, customer service) • Offer competitive benefits such as ACA-compliant health coverage and holiday pay to increase retention
Our compliance-first, high-engagement approach has delivered a 92% assignment completion rate across public sector programs.

Rapid Response to Staffing Needs: We commit to delivering vetted candidates within 24–48 hours for standard roles and 2–5 days for specialized positions, ensuring minimal disruption to City operations.
Proactive Employee Management: We address performance issues, on-the-job injuries, and terminations promptly, notifying the City within 24 hours of any incidents and providing immediate replacements using our “Two on the Bench” policy.
Recruitment, Screening, and Vetting Processes
HB Staffing’s recruitment, screening, and vetting processes are designed to deliver highly qualified, diverse candidates who meet the City’s specific job requirements. Our methodology combines advanced technology, inclusive outreach, and rigorous evaluation to ensure precision and efficiency.
Recruitment
● Kick-Off Meeting: Post-award kick-off meeting with City representatives to ensure alignment.
● Sourcing Candidates: We search our database of over 20,000 vetted candidates and utilize platforms like Indeed, ZipRecruiter, and social media (LinkedIn, Facebook). Array’s GoToro Recruitment Technology, with its Leading Edge Optimization (L.E.O.) platform, enhances sourcing by targeting active and passive candidates across job boards, search engines, and social media, reducing time-to-hire by 20% and improving job matching accuracy by 75%.
Prepared on 08/15/2025 by HB Staffing for the City of Downey 2025 Request for Proposals - Temporary Staffing Services 7 of 21
● Local and Diverse Outreach: As an Equal Opportunity Employer, we engage diverse community agencies, churches, LGBTQ+ organizations, and job boards to attract a representative candidate pool, evidenced by providing bilingual speakers in 17 languages for the 2020 Los Angeles County election cycle.
Screening and Vetting
● Pre-Screening Interviews: Recruiters conduct initial interviews to assess qualifications, interest, and availability, ensuring alignment with the City’s needs. ● Quantum Gut Rubric: We use a standardized interview rubric tailored to each job’s Precision Job Description (PJD), evaluating skills, aptitudes, mindsets, and expertise. This minimizes bias by asking consistent questions and applying a uniform rating system. (See Appendices page 14 for more information). ● Skills Assessments: Using Talevation, we administer tailored assessments for software proficiency (e.g., Microsoft Suite, Oracle/PeopleSoft) and other job-specific skills. For language proficiency, we use ALTA Language Services, offering tests in over 100 languages, critical for roles requiring multilingual capabilities.
● Background Checks: Through Checkr, we conduct comprehensive background checks covering all counties of residence, ensuring no felonies, sex offenses, or misdemeanors within seven years. Additional checks (e.g., DMV, education, 4 Panel Drug Screen and TB testing via Concentra and a physical if the job requires it) are performed as required, at no cost to the City. ● Reference and Credential Verification: We verify references using Terefic and credentials via Assurant, ensuring qualifications align with job requirements, including equivalency evaluations for foreign degrees.
Onboarding
Our process ensures 3–5 vetted candidates per position are submitted within 1–2 business days, with urgent requests filled within four hours. Resumes, test results, and credentials are provided for City review, and we coordinate interviews if requested. ● Efficient Forms: Candidates complete onboarding through Efficient Forms, a cloud-based platform handling tax forms, I-9, E-Verify, and City-specific policies.
● Customized Orientation: Employees undergo mandatory orientation covering the City’s policies, dress code, work hours, ethics, security protocols, and sexual harassment prevention training (with a certificate of completion within 30 days). We ensure our employees understand they are employees of HB Staffing, not the City.

● Kick-Off Meeting: We initiate a post-award kick-off meeting to establish protocols, clarify department-specific needs, and align on communication channels, ensuring mutual understanding from the outset.
Regular Updates and Quality Assurance
First-Day Check-Ins: Our Talent Engagement Manager, Heather Robertson, follows up with both the department’s hiring manager and the temporary employee to ensure a smooth start.
Ongoing Quality Assurance Calls: We maintain regular communication with employees and department managers to monitor job progress, proactively address concerns.
Semi-Annual/Annual Meetings: We schedule quality assurance meetings with department representatives to review performance, set goals, and suggest improvements, tailored to the City’s preferences
Client Portal: Departments access a secure, 24/7 portal to review and approve timecards, as well as view invoices.
Reporting: We provide monthly reports detailing request dates, placement dates, job titles, departments, costs, and hours worked, customized to the City’s format preferences (e.g., PDF, XLS). Invoices include timecards and are submitted electronically or as hard copies to the requesting department
Dispute Resolution: Our Problem Escalation Procedure (PEP) ensures rapid issue resolution. Problems are logged, resolution options are brainstormed, and a plan is developed with department input. Follow-ups confirm satisfactory outcomes.
Emergency Response: For urgent needs (e.g., call-outs, no-shows), our team responds within 15–60 minutes, coordinating replacements within 2–4 hours using our “Two on the Bench” policy.
