EXECUTIVE SUMMARY

The City Council will consider approving Amendment No. 2 to the Professional Services Agreement with Kingdom Causes, Inc. dba City Net to extend the term of the agreement for one additional year through August 31, 2027, and to increase the additional amount by $613,698, for continued homeless outreach services in the City of Downey.

RECOMMENDATION

That the City Council:

1. Approve Amendment No. 2 to the Professional Services Agreement with Kingdom Causes, Inc. dba City Net to:
a. Extend the term of the agreement one additional year through August 31, 2027; b. Increase the contract amount by $613,698 for City Net services; c. Approve $36,500 for a homeless census count to be conducted in Fiscal Year 2026–2027; and,

2. Authorize the Mayor to execute Amendment No. 2 to the Professional Services Agreement with Kingdom Causes, Inc. dba City Net.

BACKGROUND

On August 27, 2024, the City Council approved a Professional Services Agreement with Kingdom Causes, Inc., dba City Net, for a one-year term beginning September 1, 2024, through August 31, 2025, in the amount of $414,436.34. The agreement was funded through the City’s Permanent Local Housing Allocation (PLHA) grant.

City Net has served as a key partner in advancing the City’s strategic plan to prevent and combat homelessness.

Currently, four full-time City Net outreach and case managers are assigned to the City and work closely with the Homelessness Solutions and Housing Manager, the Downey Police Department, Code Enforcement, and Public Works.

Over the last year, City Net has been instrumental in:

Conducting daily outreach and engagement to unsheltered individuals Providing case management, housing navigation, and documentation support Referring clients to medical, mental health, and substance use treatment services Supporting encampment resolution efforts through coordinated response Assisting in family reunification and relocation when appropriate

Coordinating with landlords to secure housing opportunities Assisting the City in conducting a local homeless census to improve data accuracy In Fiscal Year (FY) 2024–2026, City Net enrolled over 1,300 individuals, connected dozens to shelter or services, and facilitated multiple successful housing placements. They also played a key role in high-impact cleanups in coordination with LA County, Caltrans, and Union Pacific Rail Road, including encampments along the Rio Hondo River Bed and freeway underpasses.

On August 26, 2025, the City Council approved Amendment No. 1 to the professional Services Agreement with Kingdom Causes, Inc. dba City Net to extend the term of the agreement from September 1, 2025 to August 31, 2026; and increase the contract by $673,814. Additionally, the Amendment increased staffing from one team of two full-time outreach and case managers to two teams (four full-time staff total) assigned exclusively to Downey.

ANALYSIS

Amendment No. 2 to the Professional Services Agreement with Kingdom Causes, Inc., dba City Net, will allow the City to continue its comprehensive outreach and engagement efforts aimed at addressing homelessness. From October 2024 through June 2026, City Net completed:
1,951 client engagements
1,302 individuals enrolled into outreach services
149 positive exits to emergency shelter, temporary housing, or permanent placements 1,693 direct services delivered (including transportation, referrals, and document support) 20 clients prepared with full documentation, making them eligible for housing assistance As part of the review process, City staff worked closely with City Net to evaluate the program's current hours of operation and ensure that service hours align with operational needs and the times when calls for service were most frequently received. City Net currently operates two staggered schedules, from 7:30 a.m. to 4:00 p.m. and from 8:30 a.m. To 5:00 p.m., Monday through Friday.

Based on the analysis conducted by staff and City Net, it was determined that adjusting the hours to 7:30 a.m. to 6:00 p.m. would better align staffing resources with service demand and provide coverage during the periods when outreach and response services are most needed. Under the proposed Amendment No. 2, City Net's full-time staff will also transition to a 4/10 schedule to mirror City operations hours. To maintain continuous service Monday through Friday, the two teams will work staggered schedules, with overlapping coverage during the middle of the week. The proposed schedules are as follows:

Team 1: Monday through Thursday, 7:30 a.m. to 6:00 p.m.

Team 2: Tuesday through Friday, 7:30 a.m. to 6:00 p.m.

Recent City Net census data indicate a decline in the number of individuals experiencing homelessness within the City. In December 2024, the census identified 151 individuals experiencing homelessness, compared to 112 individuals in December 2025. This represents a decrease of 39 individuals, or approximately 26 percent, demonstrating a notable year-over-year reduction in the City's homeless population.

In addition to the proposed schedule changes, Amendment No. 2 includes $36,500 in funding for a one-time City- managed homeless census count to be conducted in FY 2026–2027.Upon City Council approval, the 2026 Census is anticipated to be conducted over a two-day period in early December, with one census operation occurring during the early morning hours and the second during the evening hours. The census will be coordinated by the Homelessness Solutions Team in partnership with City Net and will provide updated, localized data to supplement the regional Point-in-Time Count. This initiative will include GIS mapping, survey administration, and community engagement to ensure comprehensive coverage. The resulting report will offer detailed demographic, geographic, and service-need data to further support the City’s strategic homelessness response.

The Outreach and Engagement services being provided by City Net are identified as an eligible expense under the State's PLHA grant fund. The Homeless Census count services being provided by City Net is not an eligible expense under the PLHA Program, therefore, the cost of the Homeless Census count, $36,500, will be funded through Measure A Local Solutions Fund (Measure A LSF).

Approval of this amendment ensures the uninterrupted continuation of the City's core homelessness response activities. It will also preserve staffing consistency, maintain progress made through the City Net partnership, and support the City's commitment to housing and service-driven engagement.

FISCAL IMPACT

The remaining $273,000 will be funded through Measure A LSF under the Grants & Aid Fund Homelessness Solutions Account No. 27-4-1221-0700 as part of the Fiscal Year 2026-2027 operating budget.

The cost of the Homeless Census count, $36,500, will be funded through Measure A LSF Account No. 27-4-1221-0700.

PROJECT
City Net proposes to partner with the city of Downey to plan, implement and report on homelessness in Downey. This homeless census1 will provide critical data so the city can make informed decisions on resource allocation and accurately gauge intervention effectiveness against a statistical baseline.

TIMELINE

1. Planning and Mapping: Immediately upon contract completion

2. Survey Question Development: Immediately upon contract completion

3. Unsheltered Count: TBD (early morning) and TBD (late evening)

4. Report (summary data): Two weeks after data collection

5. Report (final report): Six weeks after data collection

6. Public Dissemination: TBD on or after delivery of final report

ACTIVITIES
Planning and Mapping
City Net will partner with Downey staff and Downey Public Safety to create survey maps of the city. Maps will emphasize known locations of unsheltered homelessness. Maps will be physically walked and/or driven in advance by City Net, with detailed notes and instructions written for the data collection teams to follow on the days of the census.

City Net will also work at this time with Downey staff to develop customized survey questions which, in addition to standard demographic questions, will focus on topics such as community ties and local service priorities.

1 We are proposing a “census”, as differentiated from other related activities:

1. A “point-in-time count” (PIT) is an enumeration of unsheltered and sheltered homeless neighbors in a city. It yields a number and limited demographic data of the total homeless population. Many County PITs rely on survey methodology (see below) and statistical sampling.

2. A “survey” takes a statistically representative sample of the homeless population and projects estimates of the total population based on the findings of the smaller sample population.

3. A “census” seeks to collect information through interviewing every possible member of the population. It yields a number, and, in this proposal, demographic, housing, social, economic and other information on the total homeless population.

Census Activities
Unsheltered Count
City Net will complete an unsheltered homeless census over multiple days and times (typically an early Tuesday morning and late Thursday evening of the same week) to cover the entire geography of the city as well as homeless neighbors that spend the day in Downey but sleep elsewhere. We will offer survey incentives to encourage survey participation.

We will conduct both early morning and late evening census activities because this will allow us to include anyone who might be away from their normal spot during the time of either census event. The census will rely on teams consisting of experienced City Net street outreach and engagement staff. Downey Public Safety personnel (as able or as needed for safety, access, etc.), and trained volunteers may be included depending on the need/map size.

Sheltered Count
City Net will work with Downey to secure, through any local partner shelters, a sheltered homeless count on the days of the unsheltered count. Recognizing that participation in the project is voluntary, we may not be able to access sheltered data. We will aggregate sheltered numbers with the unsheltered data to the degree possible to provide the most complete possible depiction of homelessness in the city.

Subpopulation Count
City Net will prioritize subpopulations (Veterans, transitional-aged youth, domestic violence victims, vehicle/RV occupants) in the census. Questions will be included in the survey to provide specific resources to subpopulations.

Data Entry and Database Management
City Net will use GIS technology to complete the census electronically (using ARC GIS’s Survey123 app) and collected data will be housed securely in an online database. City Net will maintain the data on behalf of the city and will provide the city with aggregate data. Using data security practices consistent with HMIS, individual client data of those who consent to have their information stored in HMIS is only viewable by qualified staff at participating agencies. To participate in HMIS, leaders at each agency must sign an Agency Agreement that includes a Docusign Envelope ID: D07DB4CB-B771-81B2-8181-B06DF83BAD38

commitment to protecting client data and maintaining confidentiality, and agency staff must pass multiple trainings on the importance of client privacy.

If desired, City Net will also include a question to the client permitting City Net to share the client’s name and contact information with the city so that the city may follow up with services.

Reporting
City Net will solicit input from city stakeholders to ensure that desired data is captured and reflected in the report. City Net will analyze the data and report findings on analysis of the data, recommendations, and next steps for the city to consider. City Net will work with Downey staff to identify the best context for any desired public presentation(s).

Budget
In consideration for the complete performance of the Scope of Work described above, the City shall compensate City Net a fixed lump-sum project fee of $36,500

The project fee is all-inclusive and represents full compensation for all professional services, staffing, project management, field operations, outreach and engagement, data collection and analysis, GIS/mapping, report preparation, project administration, participant incentives, supplies, technology, equipment, insurance, indirect costs, and other ordinary expenses necessary to complete the Scope of Work.

The fixed project fee is based upon the scope, geographic coverage, methodology, deliverables, and anticipated project conditions identified in this proposal. Material changes requested by the City—including expansion of the census area, additional census dates, additional field deployments, additional reports or presentations, significant changes in methodology, or other services outside the agreed Scope of Services—may require a written amendment and an adjustment to the project fee.

City Net will submit one invoice in the amount of $36,500 for the complete project. Payment shall constitute full compensation for the Scope of Work described in this agreement.
