BY:SCOTT LOUGHNER, POLICE CHIEF
DATE:OCTOBER 13, 2026
SUBJECT:
ADOPTION OF RESOLUTION AUTHORIZING THE APPROVAL OF AN AGREEMENT
WITH THE CALIFORNIA DEPARTMENT OF ALCOHOLIC BEVERAGE CONTROL FOR
ACCEPTANCE OF A GRANT
EXECUTIVE SUMMARY
The City Council will consider adoption of a Resolution authorizing the Downey Police Department to enter into an agreement with the California Department of Alcoholic Beverage Control (ABC) and accept grant funds for the Fiscal Year 2026-2027 Alcohol Policing Partnership Program. The grant period will run between July 1, 2026 through June 30, 2027. The program will allow the Downey Police Department to provide education, conduct enforcement operations, and ensure ABC licensees are adhering to existing laws.
RECOMMENDATION
That the City Council:
1. Adopt Resolution No. 26-8382, authorizing the Police Department to enter into an agreement with the California Department of Alcoholic Beverage Control for the acceptance and expenditure of grant funds; and,
2. Approve an increase in revenues of $69,860, and an appropriation by the same amount in the Police Department Fiscal Year 2026-2027 Operating Budget.
BACKGROUND
In March 2026, the Downey Police Department submitted a grant application to the California Department of Alcoholic Beverage Control (ABC), requesting grant funding for the Fiscal Year 2026-27 Alcohol Policing Partnership Program (APP). This program awards grant funding to local law enforcement entities to assist in developing and maintaining an effective, comprehensive, and strategic approach to eliminating crime and nuisance problems associated with alcoholic beverage outlets within their jurisdictions. The Police Department was notified on June 6, 2026, that it had been awarded $69,860 in grant funding, and the finalized agreement was received on September 9, 2026. The Police Department was awarded $50,000.00 for the same grant for FY 2025-26.
ANALYSIS
As a result of the Downey Police Department’s continuing effort to mitigate the problems associated with alcohol sales and consumption within the City of Downey, a grant request was submitted and accepted by the California Department of ABC. The grant requires a resolution to be passed by the governing body of the grant recipient in order to accept the funding.
If adopted, the Resolution will allow the allocated grant funding to be used on the following three components:
1. Public education focusing on local ABC licensed businesses and their employees;
2. Enforcement operations at ABC licensed businesses within our jurisdiction; and
3. Engaging the community by providing public service announcements and creating a social media campaign to update the community on grant efforts.
During the course of this grant, the Police Department will work with agents from ABC who have the authority to take administrative action against alcohol establishments found to be violating the law.
If accepted, the grant funding of $69,860 will be used on the following components:
1. Overtime = $66,710
2. Equipment = $2,500
3. Travel Costs = $650
There is no matching fund requirement for this grant.
