Under the Safe, Clean Water’s Municipal Program, 40% of the funding is allocated to cities as local return.

Cities receive direct funding via the Municipal Program proportional to the revenues generated within its boundaries. In 2024-2025, the City of Duarte is estimated to receive approximately $250,000. Thus far, the City has been using these funds to pay for the annual State Water Resources Control Board Permit and programs like Citywide Catch Basin Cleaning, Emergency Cleanup, Pollutant Monitoring, NPDES Federal Advocacy, and Sanitary Sewer Overflow Response. The funds are also used for participation in the Rio Hondo/San Gabriel River Watershed Joint Powers Authority (JPA); the group’s Coordinated Integrated Monitoring Program (CIMP); and costs towards shared regional Best Management Practice projects which includes design services, feasibility studies, construction and future maintenance. A new Municipal Program Agreement No. 2024MP24 between the City and the Los Angeles County Flood Control District is required for a new term for the Fiscal Year 2024-2025 to Fiscal Year 2027-2028 to continue being a recipient of these program funds. Program Payments will be made available for disbursement by December 31 after the execution of the Transfer Agreement. The City will need to comply with conditions set by the agreement that include the completion and submission of the Annual Plan, Annual Expenditure Report and Audit Report. Disbursements are dependent upon the conditions included in the Transfer Agreement.

Annual Progress/Expenditure Reports are due to the District within six (6) months following the end of the Fiscal Year to the District to detail the activities in the prior year.

National Night Out Proclamation - The City of Duarte Public Safety Department proposes that the City Council proclaim Thursday, August 8th, 2024, as National Night Out and adopt the theme of “Together We Can”. CITY OF DUARTE
Treasury Report - Cash Balance by Fund
Month Ended May 31, 2024
*Source: City of Duarte general ledger. Note that the total cash balance as shown in the City's general ledger is not equal to the combined ending "Bank" and "LAIF" balances shown on the previous page. Because certain transactions are reflected at different times in the general ledger as compared to the City's bank account, the combined "Bank" and "LAIF" balances will rarely equal precisely the City's general ledger cash balance. The City performs a monthly "bank reconciliation" to reconcile these balances. **Funds with zero or negative cash balances are not shown above. Those with negative balances are offset against the General Fund cash balance.

PROJECT/PROGRAM STATUS
L.A. COUNTY SHERIFF’S DEPARTMENT

1. Part 1 Crimes

While Part 1 crimes have seen a 2.13% increase compared to the same time period last year, it is important to highlight the positive trend over the past five years, during which there has been a significant reduction of

12.73%. This positive trend reflects our ongoing focus on public safety issues. Grand Theft Autos and Robberies stand out as key metrics within Part 1 crimes, indicating areas where our focused efforts can sustain and further this positive trajectory.

2. Special
Assignment Team
Our Special Assignment team diligently investigates a wide range of crimes. During this reporting period, the team will be adjusting their hours to overnight operations, focusing on convenience store and residential patrols.

Our team is also actively enforcing our new municipal code, working with the City Prosecutor to ensure individuals not only appear in court but also receive assistance and resources when applicable.

3. Neighborhood
Watch
Our dedicated team of Public Safety Staff has actively engaged with Neighborhood Watch block captains, providing them with vital, areaspecific crime information. By focusing on narrowly defined areas, we ensure that the information is highly relevant and actionable, helping law enforcement to tailor their strategies and empowering block captains to address specific concerns within their communities more effectively.

Additionally, our staff is preparing for the Annual National Night Out event on August 8th, 2024, from 6 PM to 9:30 PM, in collaboration with the Parks and Recreation Department. This event fosters police-community partnerships, promotes emergency preparedness, and enhances crime prevention efforts to make our community safer and more connected.

This year's celebration will feature:
• Neighborhood Watch Program Information
• Crime Prevention and Safety Tips
• Emergency Preparedness Resources
• First Responder Vehicle Displays
• Dunk-A-Deputy Fundraiser
• Inflatable Attractions

MEASURE H and OUTREACH COORDINATION

1. Outreach
Coordinator
Tony Hadloc, the Outreach Coordinator, has been serving in this position since August 2018. According to his unofficial homeless count for the month, there are 8 individuals experiencing homelessness. Over the course of this month, Tony Hadloc has had 78 interactions with individuals facing homelessness, providing them with essential services and information regarding Duarte Regulations.

Emily Lepone, our dedicated Code Enforcement Officer, assumed her role on October 3, 2022. Since then, she has diligently overseen the enforcement of regulations related to outdoor camps, shopping carts, park rules, public right-of-way violations, and nuisances in both commercial and residential areas. Her proactive initiatives have yielded significant results, including the protection of vacant businesses and their utilities, as well as safeguarding occupied businesses from utility theft. Currently, Emily is focusing on the 1100 block of Huntington Drive, which includes businesses such as FedEx, Habit, Chase, and McDonald's. Her efforts in this area aim to maintain compliance and ensure a safe and orderly environment for both businesses and the community.

Since the establishment of the LA County Pathway Homes Project in the City of Monrovia, bordering the City of Duarte, homeless outreach teams have observed a significant reduction in both calls for service and interactions. The team is now concentrating on maintaining compliance and focusing on the city's boarding areas, ensuring that resources and municipal code information are provided upon entry.

A recent success story involves a Hispanic female adult who was previously found in the alleyway behind Big Lots. She has been placed into a Project Home Key room, providing her with stable housing and access to resources for her reintegration into society.

EMERGENCY PREPAREDNESS

1. Emergency
Operations Center
(EOC)
We are thrilled to share the news of our partnership with LA County Fire to bring an in-person CERT Class to our community. The scheduled dates are as follows: Friday, September 13, from 5 PM to 9 PM, and Saturday and Sunday, September 14/15, from 8 AM to 5 PM, providing an extensive 3-day intensive course.

CERT (Community Emergency Response Team) is a vital program that empowers individuals to respond effectively during emergencies and disasters. By equipping participants with essential skills in first aid, search and rescue, and disaster response coordination, CERT plays a crucial role in enhancing community resilience and preparedness. Hosting this class will not only educate and empower individuals but also contribute significantly to the safety and well-being of our community during times of crisis.

During the July 3rd fireworks event, CERT, Public Safety Staff, and Deputies responded to two medical calls, patrolled the event for safety, and managed the flow of patrons to and from the venue. The newly acquired Ebikes were utilized, enabling quick and efficient response and patrol throughout the event.

Approval of Transfer Agreement between the Los Angeles County Flood Control District and the City of Duarte for the Safe, Clean Water Progran1
That the City Council authorize the City Manager to execute the Safe, Clean Water Program Transfer Agreement and Adopt
Resolution No. 24-11
Safe, Clean Water Municipal Funding (Measure W), generates an estimated revenue of $250,000 per year that the City may use for storm water projects
The Safe, Clean Water Program (Measure 3W) was passed in November 2018 by Los Angeles County Voters. Under the Safe, Clean Water's Municipal Program, 40% of the funding is allocated to cities as local return. Cities receive direct funding via the Municipal Program proportional to the revenues generated within its boundaries. In 2024-2025, the City of Duarte is estimated to receive approximately $250,000 (See Attachment C, Los Angeles County Estimated Annual Municipal Program Funds).

The Municipal Program is designed to maximize the ability of local governments to address local Stormwater and Urban Runoff challenges and opportunities. Projects and Programs are required to include a water quality benefit; multi-benefit project and nature-based solutions are strongly encouraged. The funding can be used for eligible activities such as project development, design, construction, monitoring, operations and maintenance (including operation and maintenance of projects built to comply with MS4 permits), as well as for other programs and studies related to protecting and improving water quality in lakes, rivers and ocean.

The funds are also used for participation in the Rio Hondo/San Gabriel River Watershed Joint Powers Authority (JPA); the group's Coordinated Integrated Monitoring Program (CIMP); and costs towards shared 64 regional Best Management Practice projects which includes design services, feasibility studies, construction and future maintenance.

DISCUSSION/ ANALYSIS
A new Municipal Program Agreement No. 2024MP24 between the City and the Los Angeles County Flood Control District is required for a new term for Fiscal Year 2024-2025 to Fiscal Year 2027-2028 to continue being a recipient of these program funds.

Program Payments will be made available for disbursement by December 31 after the execution of the Transfer Agreement. The City will need to comply with conditions set by the agreement that include the completion and submission of the Annual Plan, Annual Expenditure Report. and Audit Report. Disbursements are dependent upon the conditions included in the Transfer Agreement. Annual Progress/Expenditure Reports are due to the District within six ( 6) months following the end of the Fiscal Year to the District to detail the activities in the prior year.

RECOMMENDATION
That the City Council authorize the City Manager to execute the Safe, Clean Water Program Transfer Agreement and Adopt Resolution No. 24-11.

FISCAL IMPACT

77 EXHIBIT C – NATURE BASED SOLUTIONS (NBS) BEST MANAGEMENT PRACTICES Municipalities shall consider incorporation of Nature-based solutions (NBS) into their projects. NBS refers to the sustainable management and use of nature for undertaking socio-environmental challenges, including climate change, water security, water pollution, food security, human health, and disaster risk management. As this environmental management practice is increasingly incorporated into projects for the SCW Program, this guidance document may be expanded upon to further quantify NBS practices based on benefits derived from their incorporation on projects.

The SCW Program defines NBS as a Project that utilizes natural processes that slow, detain, infiltrate or filter Stormwater or Urban Runoff. These methods may include relying predominantly on soils and vegetation; increasing the permeability of Impermeable Areas; protecting undeveloped mountains and floodplains; creating and restoring riparian habitat and wetlands; creating rain gardens, bioswales, and parkway basins; enhancing soil through composting, mulching; and, planting trees and vegetation, with preference for native species. NBS may also be designed to provide additional benefits such as sequestering carbon, supporting biodiversity, providing shade, creating and enhancing parks and open space, and improving quality of life for surrounding communities. NBS include Projects that mimic natural processes, such as green streets, spreading grounds and planted areas with water storage capacity. NBS may capture stormwater to improve water quality, collect water for reuse or aquifer recharge, or to support vegetation growth utilizing natural processes.

Municipalities are to include in eachAnnual Progress/Expenditure Report whether and how their project achieves a good, better, or best for each of the 6 NBS methods in accordance with the guidance below. Additionally, Annual Progress/ Expenditure Reports should include discussion on any considerations taken to maximize the class within each method. If at least 3 methods score within a single class, the overall project can be characterized as that class.

Municipalities must attach a copy of the matrix for each project with the good, better, or best column indicated for each method, to facilitate District tracking of methods being utilized.

79 EXHIBIT D – OPERATIONS AND MAINTENANCE GUIDANCE DOCUMENT Municipalities shall operate and maintain infrastructure projects for the useful life of the project and are to consider using the following guidance for operations and maintenance for infrastructure projects. Operational maintenance is the care and upkeep of Projects that may require detailed technical knowledge of the Project’s function and design. Project specific operational and maintenance plans shall consider the activities listed below and set forth specific activities and frequencies (not limited to those below) as determined to be appropriate by the Municipalities and best practices, including stakeholder engagement as applicable. Operational maintenance is to be performed by the operator of the Project with a purpose to make the operator aware of the state of readiness of the Project to deliver stormwater and urban runoff benefits.

1. Litter Control
• Regular removal of litter, nonhazardous waste materials, and accumulated debris near planted areas, rock areas, decomposed granite areas, rest areas, fence perimeters, adjoining access roads and driveways, drains, pedestrian trails, viewing stations, shelter houses, and bicycle pathways. • Regular inspection and maintenance of pet waste stations. • Maintaining trash receptacles.
• Removal of trash, debris, and blockages from bioswales. • Inspection and cleaning of trash booms.
• Inspection of weir gates and stop logs to clean debris, as required.

2. Vegetation Maintenance
• Weed control
o Recognition and removal of weeds, such as perennial weeds, morning glory, vine-type weeds, ragweed, and other underground spreading weeds.
o Avoiding activities that result in weed seed germination (e.g. frequent soil cultivation near trees or shrubs).
o Regular removal of weeds from landscape areas, including from berms, painted areas, rock areas, gravel areas, pavement cracks along access roads and driveways, drains, pedestrian trails, viewing stations, park shelters, and bicycle paths.
• Tree and shrubbery trimming and care
o Removal of dead trees and elimination of diseased/damaged growth. o Prevent encroachment of adjacent property and provide vertical clearance. o Inspect for dead or diseased plants regularly.
• Wetland vegetation and landscape maintenance
o Installation and maintenance of hydrophytic and emergent plants in perennially wet and seasonal, intermittent habitats.
o Draining and drawdown of wetland and excessive bulrush removal o Weed and nuisance plant control.
o Removal of aquatic vegetation (e.g. algae and primrose) using appropriate watercraft and harvesting equipment.
o Wildflower and meadow maintenance.
o Grass, sedge, and yarrow management.
o Removal of unwanted hydroseed.

3. Wildlife Management
• Exotic species control.
• Provide habitat management; promote growth of plants at appropriate densities and promote habitat structure for animal species.
• Protect sensitive animal species (e.g. protection during critical life stages including breeding and migration).
• Avoid disturbances to nesting birds.
• Avoid spread of invasive aquatic species.

4. Facility Inspection
• Inspect project sites for rodent and insect infestations on a regular basis. • Inspect for and report graffiti in shelter houses, viewing stations, benches, paving surfaces, walls, fences, and educational and directional signs.

5. Irrigation System Management
• Ensuring automatic irrigation controllers are functioning properly and providing various plant species with proper amount of water.
o Cycle controller(s) through each station manually and automatically to determine if all facets are functioning properly.
o Inspection should be performed at least monthly.
o Recover, replace, or refasten displaced or damaged valve box covers. o Inspect and repair bubbler heads.
o Repair and replace broken drip lines or emitters causing a loss of water (to prevent ponding and erosion).
o Maintain drip system filters to prevent emitters from clogging. Inspection and cleaning should occur at least monthly.
o Inspect and clean mainline filters, wye strainers, basket filters, and filters at backflow devices twice a year.
o Maintain and check function of the drip system.
• Keeping irrigation control boxes clear of vegetation. • Operating irrigation system to ensure it does not cause excessively wet, waterlogged areas, and slope failure.
• Utilizing infrequent deep watering techniques to encourage deep rooting, drought tolerant plant characteristics to promote a self-sustaining, irrigation free landscape. • Determine watering schedules based on season, weather, variation in plant size, and plant varieties. At least four times a year (e.g. change of season), reschedule controller systems. • Turn off irrigation systems at the controller at the beginning of the rainy season, or when the soil has a high enough moisture content.
• Use moisture sensing devices to determine water penetration in soil.

6. Erosion Management and Control
• Inspect slopes for erosion during each maintenance activity. • Inspect basins for erosion.
• Take corrective measures as needed, including filling eroded surfaces, reinstalling or extending bank protection, and replanting exposed soil.

7. Ongoing Monitoring Activities
• Monitor controllable intake water flow and water elevation. • Examine inflow and outflow structures to ensure devices are functioning properly and are free of obstructions.
• Water quality sampling (quarterly, unless justified otherwise). • Checking telemetry equipment.
• Tracking and reporting inspection and maintenance records.

8. Vector and Nuisance Insect Control
• Monitoring for the presence of vector and nuisance insect species. • Adequate pretreatment of influent wastewater to lessen production of larval mosquitos. • Managing emergent vegetation.
• Using hydraulic control structures to rapidly dewater emergent marsh areas. • Managing flow velocities to reduce propagation of vectors.
