Minutes of the SPECIAL MEETING OF THE CITY COUNCIL
Monday, February 3, 2025
1. CALL TO ORDER AND ROLL CALL
Mayor Garcia called the open session to order at 8:32 a.m.
Councilmembers Present: Finlay, Kang (arrived at 8:34), Lewis, Truong (arrived at 8:40 a.m.), Calderon, Martin Del Campo, Garcia
Councilmembers Absent: None
Staff Present: Brian Villalobos, City Manager
Thai Viet Phan, City Attorney
Annette Juarez, City Clerk
2. ADOPTION OF THE AGENDA
Moved by Councilmember Finlay, seconded by Mayor Pro Tem Martin Del Campo, and carried by the following vote of the City Council to adopt the agenda.
AYES: FINLAY, KANG, LEWIS, CALDERON, MARTIN DEL CAMPO, GARCIA NOES: NONE
ABSTAIN: NONE

3. ORAL COMMUNICATION - ITEMS LISTED ON THIS AGENDA
Steve Hernandez expressed concern about the option of filing an injunction on the EPA's designated site at Lario Park as a hazardous waste sorting site and stated his opinion on the possible environmental impacts of the project that other residents have pointed out.
The City Council sought clarification regarding the source of information Steve Hernandez heard from about possible alternate processing site locations.
Steve Hernandez reiterated his opposition to moving forward with an injunction and encouraged the City Council to push the EPA to change the site's location.
4. CLOSED SESSION
The City Council recessed into closed session at 8: 36 a.m. to discuss the following:
A. CONFERENCE WITH LEGAL COUNSEL - INITIATION OF LITIGATION pursuant to Government Code section 54956.9(d)(4): 1 case.
Councilmember Finlay left the closed session at 9:22 a.m.
5. ADJOURNMENT
At 9:40 a.m., the City Council adjourned the meeting.
