Completed 8/22/25
*Source: City of Duarte general ledger. Note that the total cash balance as shown in the City's general ledger is not equal to the combined ending "Bank" and "LAIF" balances shown on the previous page. Because certain transactions are reflected at different times in the general ledger as compared to the City's bank account, the combined "Bank" and "LAIF" balances will rarely equal precisely the City's general ledger cash balance. The City performs a monthly "bank reconciliation" to reconcile these balances. **Funds with zero or negative cash balances are not shown above. Those with negative balances are offset against the General Fund cash balance.

COMMUNITY DEVELOPMENT

STATUS REPORT
October 2025

PROJECT/PROGRAM STATUS

DEVELOPMENT
Vallarta Supermarket
(1740 Mountain Ave.)
Vallarta Supermarket has signed a lease with the property owner to move into the former Best Buy building. Vallarta has over 60 supermarkets in California and is expanding quickly.

The process of opening the new store will take several months because major internal improvements are needed. Permits have been issued for upgrades to the building shell that includes a façade change. A tenant improvement plan for interior upgrades is being developed by Vallarta. Staff is working closely with the construction team to ensure a smooth process.

Wyndham Hawthorn
Suites Hotel (1230
Huntington Drive)
The approval for the hotel has expired. It was approved in 2019 and, although the project was permitted, the owner could not secure financing before the expiration date. Staff has met with the owner, architect and a new hotel consultant to discuss the process to design a new hotel that would be economically feasible.

Andres Duarte School The project was approved at the September 23 City Council meeting. It includes construction of 169 townhomes and
renovation of Otis Gordon Park. The next steps include the builder submitting plans for plan check. This process will take several months.
805 Highland Ave. Plans have been submitted for a renovation and earthquake retrofit of the historic building at 805 Highland Avenue. This is a complicated project and may take some time, but it will preserve a local historic resource.
1501-1525 Huntington
Dr.

The development plan for the properties is moving forward.

The Town Center Specific Plan requires that these properties be developed together and that requirement has proven to be successful. The developer plans for some type of mixed use product for the property and is now considering various options. Staff has met with the development team to discuss development options and the City process. The developer plans to move forward in the next few months with an application for development.

Page 60 of 90 ends

2 PROJECT/PROGRAM STATUS
Former Nissan
Dealership
The Nissan dealership on the northeast corner of Buena Vista Street and Central Avenue has permanently closed. Staff met with the new owner to discuss possible development of the site.
2400 Huntington Drive The City’s Housing Authority owns the property at 2400 Huntington Drive and has been working with Jamboree Housing to work on a plan for property sale and development.

Jamboree has purchased the adjacent property and is
developing a revised concept plan. City Staff is working with the San Gabriel Valley Regional Housing Trust on possible financial assistance for the development. When a concept plan is completed, the purchase and sale process will move forward. 1404-1414 Royal Oaks
Drive
Shuorung Properties LLC filed an application to construct 11 townhomes on the property at 1404-1414 Royal Oaks Drive, currently two single family homes. This requires
environmental, a general plan amendment, zone change and design review. This item will be scheduled for the November Planning Commission meeting.
1401 Santo Domingo A 20-unit townhome development was approved for the property. The property was sold to a new owner that plans to develop the site. Plans have been submitted for plan check.

Metro Parking Lot Staff has been working with Metro for the past several years on the development of the Metro parking lot as part of the Duarte Station Specific Plan. The intent is to replace the Metro parking into a parking structure and construct workforce housing along Fasana Road at Highland Avenue. Metro has awarded an
Exclusive Negotiating Agreement to Jamboree Housing. The plan is for a development with between 100-120 units of multigeneration housing. There is currently no schedule for development.

Town Center North Staff has been meeting with property owners to develop a proposal for a complete center rehabilitation that includes new, upgraded facades, an upgraded parking lot and related
improvements. Staff has been working with a commercial
broker team with the goal of spurring activity. The City has hired an Architect and Engineer to develop a detailed concept plan for façade and parking lot upgrades to the center. The City has approved an Exclusive Negotiating Agreement with Red Mountain, one of the owners in the center, to work toward the sale of the City’s corner property. The goal is for the owner to assist the City in coordinating all the property owners to

3 PROJECT/PROGRAM STATUS
participate in a comprehensive improvement of the entire center as a part of the development plan.

City of Hope
General Projects
Working with the City of Hope on various projects in process, such as: The PRO (pathology, radiology and oncology) building was recently approved. It is in the central portion of the campus to the east of the former Heritage Park. As a part of construction, the campus circulation plan that as a part of the specific plan will also be completed. The Specific Plan requires that a Parking Analysis be completed every five years and that analysis is currently in process. Fehr & Peers a traffic and parking consultant is working with the City to complete that analysis. It should be completed by the end of the year. The results will be used to determine the on-site parking
requirements.

Westminster Gardens Human Good, the owner, plans for a major campus expansion and has recently filed an application. The City hired MIG to assist in the preparation of the specific plan amendment and EIR. The request is for this expansion to accommodate up to 600 total units; this includes assisted living and memory care units, and mixed use. This project will take 12+ months, but Staff has had kick off meetings with the consultant and HumanGood and there is positive progress.
928 Huntington Dr. A 16-unit apartment development has been approved for the property. Permits have been issued. Grading started but the project was put on hold by the owner.

PUBLIC WORKS
Highland Promenade This project is funded by a Measure M Grant. It is for an expanded right of way along the west side of Highland Ave. that would have a park-like pedestrian walkway.

Construction began in late June and was expected to take about three months. However, the project recently slowed because of unexpected delays in working with Metro.

Recreation Trail
Upgrades
Duarte was awarded a $1.6 million federal appropriation for accessibility and quality of life upgrades to the Donald and Bernice Watson Recreation Trail. This funding was included in the 2023 Omnibus Appropriations Bill, thanks to
Congresswoman Napolitano. The project will go out for bid in Fall 2025.

Encanto Park Infiltration
Project
As a member of the Rio Hondo/San Gabriel River Watershed Management JPA a water infiltration project is being proposed at Encanto Park. The plan is to locate the structure in the park area under the soccer field. The design is at about 90% and the

Page 62 of 90 ends

4 PROJECT/PROGRAM STATUS
JPA is working on developing a budget. The JPA presented the project to the City Council on September 9 and had a booth at the City Picnic to inform the public. The JPA will provide a presentation at an upcoming Parks & Recreation Commission meeting. Because of the funding process, construction will not start until late 2026 at the earliest.

Pops Road Parking Lot The first phase of the Pops Road parking lot upgrade is mostly completed. The second phase will include landscaping and parking lot lighting.

Lena Valenzuela Park Security lighting upgrades are in process at the park and will be completed in the next few weeks.

Buena Vista Street
Banner Pole
Replacement
The replacement of the street banner poles has been approved.

The poles are on order and will be installed when they are delivered. This will hopefully happen by the end of the year.

AGENDA REPORT
MEETING DATE: October 14, 2025
TO: Mayor and Members of the City Council
FROM: Kristen Petersen, Assistant City Manager/Director of Administrative Services
BY: Michelle Brown, Human Resources Specialist
SUBJECT: Resolution Fixing the City’s 2026 Medical Insurance Contribution RECOMMENDATION: It is recommended that the City Council Adopt Resolution No. 25- 24 and Resolution No. 25-25 fixing the City’s Medical Insurance contribution for Councilmembers and Employees for 2026
FISCAL IMPACT: Estimated expenditures, related to this increase in the City’s contribution towards medical insurance is approximately $20,000.

Please note that this increase was already included in the FY 2025/26 budget.

BACKGROUND
The City of Duarte hastwo employee bargaining units: the general employees and the management & professional employees. Both of these units are represented by the Service Employees International Union, Local 721 (SEIU 721). Pursuant to the terms of the recently negotiated Memorandums of Understanding (“MOUs”), the City will contribute toward the cost of medical insurance.

DISCUSSION/ANALYSIS
Pursuant to the terms of the Memorandums of Understanding (“MOUs”), the City will contribute toward the cost of medical insurance indexed to the cost of CalPERS Blue Shield Access Plus Los Angeles premiums. Healthcare premiums will change as of January 1, 2026, and as a result, the contribution needs to be adjusted. Please note that while the CalPERS Blue Shield Access Plus Los Angeles premiums will increase by 12.74% from the last negotiated City contribution to premiums, the City’s contribution as negotiated in the MOU allows for up to a 5% increase from the prior contributions.

The City’s contribution towards healthcare premiums as of January 1, 2026 will be $854.89, $1,709.81 and $2,222.77 for employee only, employee + 1 and employee + 2 or more. The same healthcare contribution will also apply to the City Council, the City Manager, and the Assistant City Manager. While the new employer contribution amounts are the same for everyone, CalPERS requires a separate resolution for Councilmembers that are not enrolled in the CalPERS retirement system as optional members.

Agenda Item: 9.H.

AGENDA REPORT
MEETING DATE: October 14, 2025
TO: Mayor and Members of the City Council
FROM: Craig Hensley, Community Development Director
SUBJECT: Second Reading and Adoption of Ordinance No. 25-04 RECOMMENDATION: It is recommended that City Council adopt Ordinance No. 25-04 FISCAL IMPACT: None

BACKGROUND
The proposed project is located at 1433 Crestfield Drive and includes the former school site and Otis Gordon Park. The Duarte Unified School District (DUSD) has decided to close Andres Duarte School and relocate the existing Mt. Olive Innovation and Technology (MIT) campus and the DUSD day care operation that are located at the former Andres Duarte campus.

DUSD has initiated a lease agreement with Crestfield Townhomes, LLC to develop the property. The entire project site is approximately 13 net acres in size.

The proposed development includes 169 townhome units on seven acres of the site resulting in a residential density of approximately 24 units per acre. Otis Gordon will remain as a six acre park and be leased to the City. A parking lot with 57 spaces is being added to Otis Gordon Park.

The project site currently has a General Plan land use designation of Public Facility and is zoned PF (Public Facility). The proposed project would change the general plan designation to High Density Residential and the zoning to R-4, for the townhome portion of the property. The park portion of the property would be changed to the Open Space land use designation and the Open Space zone. The project requires a Site Plan and Design Review and Planned Development Permit approval; and a two lot parcel map to divide the property. An Environmental Impact Report (EIR) has been prepared for the project.

The City hired Rincon Consultants to prepare the EIR. The EIR has been completed. The EIR process includes a public scoping meeting and the required public comment period. The public comment period started on June 16, 2025 and ended on July 31, 2025.

The Architectural Review Board reviewed the site plan and design review case and the planned development permit items at its August 4, 2025 meeting and recommended approval to the Planning Commission.

Agenda Item: 9.I.

Page 72 of 90 ends

2 The Planning Commission held a public hearing at its August 18, 2025 meeting. At the meeting the Commission heard a detailed Staff presentation, held a public hearing, considered all the available information and public comment and recommends that the City Council approve the proposed EIR and development project. The Planning Commission vote was 3 in favor and 2 opposed on all the Resolutions.

Staff has reviewed the proposed project with the intent to recommend the best possible solution for development of the property. The proposed development preserves and improves Otis Gordon Park and provides a townhome community that blends well with the neighborhood. The EIR determines that all impacts will be less than significant with mitigation.

At its meeting on September 23, 2025 the City Council conducted a first reading of this Ordinance.

If adopted by the City Council, Ordinance No. 25-04 will go into effect in thirty (30) days.

2 The proposed Zone Change promotes to orderly growth in the City. The General Plan’s Land Use policies include:
• LU 1.1.2: Encourage the development of a mix of housing types and densities to ensure a variety of housing to accommodate a range of tastes and incomes; and • LU 2.1.1: New infill residential development should be compatible in design, bulk, and height with existing nearby residential development as referenced in Duarte’s Architectural Design Guidelines and applicable Specific Plans.

The proposed Zone Change allows for a development that will blend well with surrounding neighborhoods. The development associated with the Zone Change has been designed with a similar setback design, with buildings along the street having front entries that face the main street. The buildings also have a variety of architectural styles that provides for compatibility with nearby residential development. The mix of housing provides housing opportunities that provides variety to single family and very high density options. The park portion of the development provides both a neighborhood amenity, with open access to the adjacent the neighborhood, and a citywide benefit by preserving and enhancing quality open space.

The development also conforms with General Plan Open Space policy:

The Zone Change and the underlying development advance that policy by preserving Otis Gordon Park and providing for a comprehensive park upgrade including adding a parking lot that will improve local access to the park.

2. The proposed amendment will not be detrimental to the public interest, health, safety, convenience, or welfare of the City.

The proposed Zone Change will promote the community in a variety of ways including the preservation and upgrade of Otis Gordon Park and will allow for the development of 169 townhome units that expand local housing options. In addition, the proposed Zone Change and the underlying development will exhibit above average design quality that will assist in overall improvement to the design and function of the project site and the surrounding area. The proposed Zone Change and development with promote and enhance the public interest, health, safety, convenience, and welfare of the City.

3. The affected site is physically suitable in terms of design, location, operating characteristics, shape, size, topography, and the provision of public and emergency vehicle access, and public services and utilities and is served by highways and streets adequate in width and improvement to carry the kind and quantity of traffic the proposed use would likely generate, to ensure that

Page 75 of 90 ends

3 the proposed use(s) and/or development will not endanger, jeopardize, or otherwise constitute a hazard to the property or improvements in the vicinity in which the property is located.

AGENDA REPORT
MEETING DATE: October 14, 2025
TO: Mayor and Members of the City Council
FROM: Craig Hensley, Community Development Director
SUBJECT: Proposal for Renderings of Recreating Trail Renovation RECOMMENDATION: Approve a proposal from 3DIkon for landscape renderings FISCAL IMPACT: The maximum cost will be $4,050. There are available funds budgeted in 1405-7965 for professional services.

BACKGROUND
Staff and Armstrong & Walker, the project Landscape Architects, recently gave a presentation to the City Council that addressed the proposed improvements to the Donald & Bernice Watson Recreation Trail. At that meeting, some of the City Council expressed interest in renderings of the proposed improvements. Renderings for paving and landscape projects are typically not included as a part of the design process. This is because paved trails are a two dimensional feature and landscape renderings provide only a point in time view; the landscape view based on newly planted material, mature landscape material or somewhere in the middle. However, Staff does feel that renderings will be an advantage in this situation as they can be used to promote the project on the City’s website and on construction signs.

AGENDA REPORT
MEETING DATE: October 14, 2025
TO: Mayor and Members of the City Council
FROM: Craig Hensley, Community Development Director
BY: Brian Chau, Assistant Civil Engineer
SUBJECT: Notice of Completion: Huntington Drive Median Islands Landscape Improvements Project, No. 25-5, for FS Contractors, Inc.

RECOMMENDATION: It is recommended that the City Council: 1) Accept the project as complete in the amount of $2,561,282.92 and 2) Approve a budget amendment to the General Fund in the amount of $28,833.42 FISCAL IMPACT: The Huntington Drive Median Islands Landscape Improvements Project was funded by the General Funds/Special Projects account.

City Council approved the contract for $2,202,130.00 with a 15% contingency totaling $2,532,449.50. The final project cost was $2,561,282.92

BACKGROUND
On November 12th, 2024, the City awarded the contract for the Huntington Drive Median Islands Landscape Improvements Project to FS Contractors. The project included the removal of existing concrete, turf, and selective trees and shrubs to install new decorative rock, mulch, and water efficient landscaping. A total of 42 new trees and 2,540 drought resistant plants were planted along the 28 islands on Huntington Drive stretching from Mountain Ave to Encanto Parkway.

The project primarily incurred additional cost due to the upgrade of irrigation electrical system, and the median modification in front of 1230 E. Huntington Dr. • Electrical Components for Irrigation System – During design, it was believed that the existing irrigation components could be reused. However, when construction began and the components were exposed, it was determined the system had too many intermittent failures and full replacement would be the best option to prevent future recurring maintenance issues.

Agenda Item: 13.B.

Page 84 of 90 ends

2 • Median Modifications at 1230 E. Huntington Dr. – Since the demolition at 1230 E Huntington Dr. (the future hotel site), the old driveway is no longer in use and the new and future access is located further west. The modification of the median layout was required to align properly with the new primary access for the future development and it was more efficient to make this modification now prior to installing the new landscaping improvements.

All changes due to unforeseen field conditions were within the project’s approved 15 percent contingency. However, the median modifications at 1230 E. Huntington Dr. cost of $69,560 brought the total cost of the project to $2,561,282.92 which is $28,833.42 above the originally approved amount.

FISCAL IMPACT
The Huntington Drive Median Islands Landscape Improvements Project was funded by the General Funds/Special Projects account. City Council approved the contract for $2,202,130.00 with a 15% contingency totaling $2,532,449.50. The final project cost was $2,561,282.92.

RECOMMENDATION
It is recommended that the City Council: 1) Accept the project as complete in the amount of $2,561,282.92 and 2) Approve a budget amendment to the General Fund in the amount of $28,833.42.
