Award of Contract for the Fiscal Year 25-26 Street Rehabilitation Project No. 26-2 - The pavement management study reviewed each street in the City and provides a Pavement Condition Index (PCI) for each stretch of roadway to assist City staff in determining an optimized priority maintenance and rehabilitation strategy based on a cost-benefit analysis. When compiling the list for the Fiscal Year 2025–26 Street Rehabilitation Project, staff identified the most appropriate applications and locations for this year’s work. The specifications for this project were made available and the project was published in accordance with the Duarte Municipal Code (DMC) Section 2.36.060. On February 23, 2026, nine (9) bids were submitted electronically. The lowest responsible and responsive bidder was ONYX Paving Company Inc. The FY 25-26 Street Rehabilitation Project was included in the 2025/2026 Capital Improvement Program Budget.
The project cost is $970,200.00 which is the contract amount with a ten percent contingency and is funded by SB1 and Measure M allocations.
ITEM 9.H. (Consent Calendar). Award of Contract for the Fiscal Year 2025-26 CDBG ADA Curb Ramps Project No. 26-14 - Duarte has been a participating city in the Los Angeles County Development Authority’s (LACDA) federal Community Development Block Grant (CDBG) Program for many years. In previous years, the City’s annual allocation of federal CDBG funds supported the construction of Americans with Disabilities Act (ADA)-compliant improvements to city sidewalks and curb ramps. This new project will remove existing non-compliant curb ramps and nearby sidewalk that impede the paths of travel for elderly and severely disabled pedestrians along City streets. The non-compliant curb ramps will be replaced with new ADA-compliant curb ramps with tactile domes. The installation of ADA-compliant improvements is an eligible activity under CDBG guidelines. The specifications for this project were made available and the project was published in accordance with the Duarte Municipal Code (DMC) Section 2.36.060. On February 17, 2026 sixteen (16) bids were submitted electronically. The lowest responsible and responsive proposal is SAVI Construction, Inc; they have successfully completed work for the City of La Quinta, City of Laguna Niguel, City of Aliso Viejo, and City of Rialto. Their federal and state license status has been verified. The project cost is $128,125.00 which is the contract amount with a twenty five percent
contingency and is included in the FY 2025-26 budget.
ITEM 9.I. (Consent Calendar). Notice of Completion: Banner Pole Project Replacement, No. 26-7 for FS Contractors - In January 2025, the street banner on Buena Vista Street, near the Teen Center was destroyed in a windstorm. When the damage was assessed, it was determined the banner poles could not be repaired. On September 9, 2025, City Council awarded the contract for the Banner Pole Replacement Project to FS Contractors Inc. The project consisted of removing the damaged banner poles and installing new banner poles and a cable system procured by the City. The contract for installation was awarded to FS Contractors in the amount of $25,750 with Staff having authority for up to $77,000 for the overall purchase and installation of the pole. The contractor was able to complete the installation to the City’s satisfaction and within the approved budget. The Banner Pole Replacement Project was included in the 2025-26 Fiscal Year Budget and was funded by General funds. City Council approved the contract for $25,750.00 to FS Contractors and $44,178.00 to Colonial Flag. The final project cost was $75,381.28 which is within the approved estimated contingency of $77,000.00.
ITEM 13.A. (Business Items). Design Review: Phase II - Duarte Park Revitalization Project - At the September 23, 2025, City Council Meeting, the Council approved a Professional Services Agreement with Dahlin Group, Inc. for the design services of the second phase of the Duarte Park Revitalization Project.
Phase two of the project encompasses the design and construction documents of an inclusive playground with appropriate surfacing, a park gazebo, restrooms, a designated off-leash dog park area for both small and large dogs, a basketball court, new park monument signage, landscaping enhancements, and security lighting. Since the approval, City staff and the design team, composed of Dahlin and Verde Design professionals, have met biweekly to advance the project’s design development. The team has been focused on refining the original conceptual design, which was prepared by a different design firm, with the goal of maintaining the integrity of the initial concept, while also aiming to improve our community’s health and access. In addition, the team has conducted multiple onsite walk throughs and discussions with various City division leaders and completed several geotechnical tests to ensure that the site’s drainage follows the County’s stormwater regulations. The design plans have already undergone an initial review through the City’s plan check process to ensure code, ADA, and safety compliance. Additionally, the plans were also recently presented to the Parks and Recreation Commission to solicit their commentary and feedback. Prior to moving into the 90% design completion stage, City staff and the design team is seeking Council feedback, if any, regarding this phase’s overall design direction and the estimated project cost given the current selected equipment, furnishings, and specifications. Based on the proposed design, the estimated probable construction cost, including contingency, would be $4,704,233.74. As a reminder, the estimated cost for the full project scope, including Phase I: Teen Center Boxing Patio Extension, and Phase II, which includes the proposed design, amenities, and the specifications outlined in the presentation; along with a new parking lot and park building not previously identified in either phase, was estimated back in February of 2024 at $9,317,623. Please note that this is only the design phase and the Council will need to discuss the feasibility of funding construction of this project and other projects at the upcoming CIP workshop, on April 14th.

PUBLIC SAFETY
STATUS REPORT
March 2026
PROJECT/PROGRAM STATUS
L.A. COUNTY SHERIFF’S DEPARTMENT
1. Part 1 Crimes
Part 1 crime has increased by 1.6% compared to 2025, representing a difference of one additional incident (63 year-to-date compared to 62 during the same period last year). The primary cause of this increase is larceny theft, specifically catalytic converter thefts. In response, the City deployed both the Flock camera system and City-owned portable cameras in areas experiencing higher activity. Through tips from the community and the strategic use of these camera systems, investigators were able to identify a person of interest who was subsequently arrested in a neighboring jurisdiction. Following that arrest, incidents related to this crime trend have decreased significantly. Public Safety staff will continue monitoring the situation and conducting targeted operations to ensure the trend does not reoccur.
2. Special
Assignment Team
There has been a recent uptick in gang-related activity in neighboring Monrovia and portions of Duarte. In response, the Special Assignment Team has been working closely with the LASD Operation Safe Streets (OSS) team and the Monrovia Police Department to conduct coordinated suppression efforts. These operations focus on intelligence sharing, targeted patrols, and enforcement aimed at disrupting gang-related activity.
As a result of these coordinated efforts, several arrests have been made, representing a positive step toward addressing the issue and preventing further criminal activity from impacting the Duarte community.
Deputies and Public Safety staff also continue to conduct focused operations in the San Gabriel Riverbed that combine safety enforcement with outreach efforts. The City’s drone program has further enhanced these operations by providing deputies with a live video downlink feed, allowing real-time situational awareness and intelligence during field operations.
This capability improves coordination, increases officer safety, and allows deputies to make informed decisions during outreach and enforcement activities rather than relying solely on radio communication.
3. Neighborhood/
Business Watch
Planning is underway for this year’s combined National Night Out and Touch-a-Truck event, and we are excited to partner once again with the City’s Parks and Recreation Department and many of our community vendors. This event is designed to bring residents, families, and public safety partners together for an evening focused on community connection, education, and fun. Attendance is free to the public, and free food will be
PROJECT/PROGRAM STATUS
available while supplies last. Vendors are invited to participate at no cost, with the request that they provide small giveaways or educational materials for attendees.
Some of the participants include Vector Control, 7-Eleven, the American Red Cross, Burrtec (Trash Truck), the Sheriff’s Special Enforcement Bureau (SEB) Bomb Suit display, and APU’s Project TREE Anti-Vaping Education Booth. We are also working to add additional partners including the SEB Armored Vehicle and deputies, Metrolink, Foothill Transit, the Elks Lodge, and ACTS Thrift Store. This event continues to grow each year and serves as a great opportunity for residents to interact with public safety personnel, learn about community resources, and experience public safety vehicles and equipment up close.
MEASURE H and OUTREACH COORDINATION
1. Outreach
Coordination
Erika Ramos’s unofficial homeless count for the month is 4 individuals, based on three or more contacts within a two-week period. Individuals are removed from the list after six weeks of no contact. Over the past month, Erika has conducted 49 interactions with individuals experiencing homelessness, providing essential services and information on Duarte regulations.
The City continues its collaboration with LA CADA and has also been working closely with SGV CARE Team to provide coordinated outreach services. On a daily basis, the outreach team conducts lot checks and engages with both new and familiar individuals experiencing homelessness. During these interactions, staff consistently offer assistance and follow up with individuals already known to the program to ensure they are connected with appropriate services and resources. In addition to daytime outreach, the team also conducts evening outreach twice per month to expand engagement opportunities and reach individuals who may be less visible during daytime hours.
2. L.A. CADA The L.A. CADA Supplemental Team, dedicated to assisting individuals who are newly homeless or at risk of homelessness, first began their work in Duarte on September 22, 2022. As of August 2025, the team is now available to respond within the City five days a week, with an average response time of 30–60 minutes for referrals made during business hours.
Recent program changes expanded LA CADA’s service area under Cohort 2, which now includes Duarte, Monrovia, Bradbury, Covina, and the newly added cities of South El Monte and Industry.
During this reporting period, the Supplemental Team engaged with 9 individuals, 3 of whom were first-time encounters and 6 follow-ups,
PROJECT/PROGRAM STATUS
and 5 individual(s) who refused supportive services. The primary areas with the highest number of encounters were identified as 7-11 at Las Lomas / Huntington Drive, and Dollar Tree at Buena Vista and Huntington Drive.
3. SGV CARE Team The City of Duarte has begun fully integrating the San Gabriel Valley Crisis Assistance Response & Engagement (SGV CARE) Team into daily Public Safety operations, including riverbed outreach and responses involving individuals experiencing elevated mental or behavioral health challenges. Funded through Proposition 49, SGV CARE provides rapid, in-person response to non-violent crisis situations, supporting both unhoused and housed individuals who require expanded care beyond traditional enforcement. The team, consisting of a certified drug and alcohol counselor and a peer support specialist, responds within 30 minutes during service hours and assists with crisis intervention, mental health stabilization, suicide prevention, and direct connections to community resources. By embedding SGV CARE into targeted operations and outreach efforts, Duarte is strengthening its help-first approach to public safety while addressing underlying causes of crisis and reducing repeat contacts with law enforcement.
Over the past month, the SGV CARE Team conducted 22 follow-up contacts and 9 outreach engagements within the community. Their work included 10 client advocacy actions, 10 welfare checks, 7 needs assessments, and 3 transportation assists, along with two clients being successfully linked to services and one individual connected to mental health care. The team also conducted regular check-ins with existing clients to ensure continued support and stability. These efforts highlight the program’s role in connecting vulnerable individuals to appropriate care while improving overall community safety and well-being.
EMERGENCY PREPAREDNESS
1. Emergency
Operations Center
(EOC)
The City has renewed its Integrated Public Alert and Warning System (IPAWS) capability, which allows the City to send Wireless Emergency Alert (WEA) notifications directly to mobile devices within an affected geographic area during emergencies. This system enables the City to quickly notify residents about urgent public safety incidents, evacuation orders, severe weather events, or other critical situations, ensuring timely communication when it matters most.
Additionally, the City is coordinating with the Los Angeles County Sheriff’s Department and the FBI Los Angeles Field Office regarding recent intelligence related to potential drone-related threats within California. At this time, the threat level to Duarte remains low, and federal
PROJECT/PROGRAM STATUS
authorities continue to work closely with regional law enforcement partners to monitor the situation. As a precaution, Emergency Operations Center (EOC) staff have reviewed current emergency supply inventories and are working to replenish and expand critical resources to ensure readiness in the event of an EOC activation or emergency response.

STRATEGIC PLAN
IMPACT: Goal G - G1.1 Infrastructure and Beautification
BACKGROUND
The Public Works Division updates the Pavement Management Program every three years. The latest update was completed in June 2024, when Bucknam Infrastructure Group conducted a citywide pavement study. The pavement management study reviewed each street in the City and provides a Pavement Condition Index (PCI) for each stretch of roadway to assist City staff in determining an optimized priority maintenance and rehabilitation strategy based on a cost-benefit analysis. When compiling the list for the Fiscal Year 2025–26 Street Rehabilitation Project, staff identified the most appropriate applications and locations for this year’s work.
The Fiscal Year 25-26 Street Rehabilitation Project consists of the following street segments:

STRATEGIC PLAN
IMPACT: Goal G - G1.2 Infrastructure and Beautification
BACKGROUND
Duarte has been a participating city in the Los Angeles County Development Authority’s (LACDA) federal Community Development Block Grant (CDBG) Program for many years. The mission of the CDBG Program is to principally benefit low- and moderate-income persons, aid in the prevention of neighborhood deterioration, and address other urgent community development needs.
The noncompliant curb ramps will be replaced with new ADA-compliant curb ramps with tactile domes.
The installation of ADA-compliant improvements is an eligible activity under CDBG guidelines.
DISCUSSION/ANALYSIS
The specifications for this project were made available and the project was published in accordance with the Duarte Municipal Code (DMC) Section 2.36.060.
On February 17, 2026 sixteen (16) bids were submitted electronically. The results are as follows:
2 1 SAVI Construction, Inc. $ 102,500.00
2 CJ Construction Inc. $ 103,200.00
3 Golden Coast Construction $ 109,560.59
4 Garcon Construction $ 110,784.00
5 ONYX PAVING COMPANY INC. $ 117,000.00
6 TVR Construction Engineering LLC. $ 117,300.00
7 FS Contractors, Inc. $ 120,000.00
8 Van Engineering $ 125,200.00

12 Paveco Construction, Inc. $ 171,400.00
13 Leonida Builders, Inc. $ 174,900.00
14 Hardy & Harper, Inc. $ 185,000.00
15 Estate Design and Construction $ 189,000.00
16 CT&T Concrete Paving, Inc. $ 211,335.00
The lowest responsible and responsive proposal is SAVI Construction, Inc; they have successfully completed work for the City of La Quinta, City of Laguna Niguel, City of Aliso Viejo, and City of Rialto. Their federal and state license status has been verified.
The bids for this project were to upgrade 16 ADA ramps that are not to current standard and will replace tactile domes at 2 other existing ramp locations. Bids received came in lower than the engineer’s estimate and below the budgeted amount. Therefore, Staff foresees the possibility of upgrading additional ADA ramps.
RECOMMENDATION
It is recommended that the City Council approve the award of contract for the FY 2025-26 CDBG ADA Curb Ramps Project to SAVI Construction, Inc. in the amount of $102,500.00 and up to a 25% contingency for additional work to a total of $128,125.00.

STRATEGIC
PLAN IMPACT: Goal F - F2.1 Community Vitality, Goal G - G1.8 Infrastructure and Beautification
BACKGROUND
At the September 23, 2025, City Council Meeting, the Council approved a Professional Services Agreement with Dahlin Group, Inc. for the design services of the second phase of the Duarte Park Revitalization Project.
DISCUSSION/ANALYSIS
Overall, the presented draft design meets the general planning standards, service-level, and design Agenda Item: 13.A.
2 principals of the County of Los Angeles and best practices outlined by the National Recreation and Parks Association when it comes to park design.
Some design highlights of the revitalized park space include:
1. Playground Structure: In alignment with the City’s initiative to transition its playground equipment replacements, as they’re scheduled, towards a thematic design to inspire more imagination, creativity, and active play, but also given this is the City’s namesake park; the design team took the approach of celebrating local identity and history with the new proposed equipment. The custom playground structure draws from one of the City’s most recognizable landmarks, the Oak Street Bridge. In addition to paying tribute to the City officials in the 1970’s that had the foresight to purchase the easement and later develop a pathway for walkers, bikers, and equestrians, the amenity we know today as the Donald and Bernice Watson Recreation Trail; the proposed playground design aims to celebrate this legacy while creating a unique play environment that connects City history with the experiences of future generations. Moreover, the supporting play elements would be fully inclusive, with a We-Go-Round, Flex Swing, sensory wall, and spinners. The surfacing in the playground area would be poured-in place rubber surfacing.
2. Site Features: In addition to a new park monument sign that mirrors the same design approved for Tzeitel Paras-Caracci Park, you’ll find some small and tasteful branding incorporated into the site, including a proposed branded bike rack. As for the off-leash Dog Park space, the proposed design calls for WireWorks Plus fencing along its perimeter, which has a more rigid panel system, and an anticipated lower maintenance cost in the long-run, compared to traditional chain-link fencing. More, it provides better visual quality into the space, has smaller openings, is harder to cut, and has a cleaner architectural look.
The proposed dog park amenity design also currently calls for decomposed granite, as it’s a “pet-friendly” surface, drains well, and is low-maintenance. The furnishings within the dog park would have a pop of color, and seating would come in different facets, including concrete seat benches that are nature -inspired and Adirondack chairs. In terms of shading within the amenity, the space would rely on the existing oak tree within the area, in addition to several Cantilever disc shaped shade structures, to ensure pet owners are not congregated in only one area because of shading limitations. Lastly, outdoor lighting along the pathways is being proposed to complement the outdoor landscape and visibility on the pathways, playground, and seating areas.
3. Site Structures: A prefabricated restroom is called out in the design, with two individual unisex restrooms, a drinking fountain and bottle filler station and utility storage, complimentary to the prefabricated restroom installed at Beardslee Park in 2024. In terms of a covered outdoor gathering space within the park, the proposed design calls out for a Picnic Pavilion. The unit would have two fixed picnic tables and seating underneath it, our standard dual BBQ grill and hot coal receptacle. The space would be available to the public for rental at the current approved fee schedule rate for a large gazebo. While not called out in the original concept, the proposed design calls out for a small shade canopy for parents, guardians, or care takers watching after their children utilizing the playground equipment.
3 Based on the proposed design, the estimated probable construction cost, including contingency, would be $4,704,233.74.
At this point in the project design process, staff is seeking feedback on the proposed layout plan.
The input received, along with that of the Parks and Recreation Commission, will be taken back so the design team can make appropriate revisions and reevaluate the feasibility of incorporating the requested changes to the plan.
RECOMMENDATION
Review the site design layout presentation for Phase II of the Duarte Park Revitalization Project and provide feedback as needed.
