STAFF REPORT
CITY COUNCIL
Agenda Item 7.1
DATE: February 18, 2025
TO: Honorable Mayor and City Councilmembers
FROM: Colleen Tribby, City Manager
SUBJECT: Two-Year Strategic Plan: Biannual Progress Report Prepared by: Jordan Foss, Management Analyst II
EXECUTIVE SUMMARY:
The City Council will receive a biannual progress report on the City’s Two-Year Strategic Plan in a newly designed format, along with key highlights from the first six months of Fiscal Year 2024-25.
STAFF RECOMMENDATION:
Receive the report.
FINANCIAL IMPACT:
None.
DESCRIPTION:
Every two years, the City Council adopts a Strategic Plan comprising the City’s Mission, Vision, and Values as well as five strategies and 25 objectives which guide the City’s work for the current two- year period. To accomplish the objectives outlined in the Strategic Plan, the City Manager identifies work plan items that align with its goals and objectives. The City Council adopted the latest Two-Year Strategic Plan on April 2, 2024, covering Fiscal Years 2024-25 and 2025-26.
Previously, the City Council received quarterly narrative updates each fiscal year, highlighting accomplishments and key projects. The most recent update, covering Quarter 1 of Fiscal Year 2024-25, was presented at the November 5, 2024 City Council meeting. In reviewing the current process and through research completed on 12 municipalities, the majority of which included local jurisdictions, Staff determined it was prudent to update and present a new format for reporting.
Beginning with this report, the City Council will receive a biannual Strategic Plan Progress Report (Attachment 1) detailing the City Council’s strategies and objectives, along with Staff’s work plan for achieving each objective. Each work plan item includes a description, last update date, 191
anticipated fiscal years of activity, assigned departments, and status. As progress is tracked throughout the two-year period, items will be updated to reflect whether they are completed, in progress, or not started. Additionally, the City Manager may assign new work plan tasks as needed.
Work plan items will not be removed from the Progress Report; instead, they will remain to document the efforts undertaken to achieve each objective. Completed items from the Quarter 1 update have been incorporated into this report. Moving forward, biannual reports will be presented to the City Council in December and June of each year.
Alongside the new progress report, Staff also updated the City’s webpage to enhance public transparency surrounding the Strategic Plan. The webpage now includes a description and layout of the Plan, previous quarterly and annual updates, and past Plans. The webpage will be updated biannually with the progress reports.
This new reporting format enhances communication on how the Strategic Plan’s goals and objectives will be achieved and streamlines the reporting process. The next progress report will be presented to the City Council in June 2025. Below are key highlights from the first six months of Fiscal Year 2024-25.
Key highlights – July 1, 2024 – December 31, 2024

The Parks and Community Services Department installed communication boards at The Wave and other facilities to provide access and raise public awareness about special education.

STAFF REPORT
CITY COUNCIL
Agenda Item 8.1
DATE: February 18, 2025
TO: Honorable Mayor and City Councilmembers
FROM: Colleen Tribby, City Manager
SUBJECT: Report on City-Hosted Events and Proposed Event Space Grant Program Prepared by: Jackie Dwyer, Parks & Community Services Director EXECUTIVE SUMMARY:
The City Council will receive a report on special events currently provided by the Parks and Community Services Department, and the potential for the City to provide the opportunity to recognize and support additional, culturally significant holidays and events on an ongoing basis through an Event Space Grant Program.
STAFF RECOMMENDATION:
Receive the report and provide direction.
FINANCIAL IMPACT:
The proposed Event Space Grant Program is estimated to cost the City between $1,000 and $3,500 per event, depending on the size and scope.
DESCRIPTION:
At the March 5, 2024 Regular Council Meeting, the City Council requested that Staff evaluate ways of acknowledging and supporting culturally significant events important to Dublin community members, in conjunction with the many events the City provides on an annual basis. This Staff Report provides an outline of the City’s current provision of events, what some other municipalities do in terms of event hosting, and a proposed program to address the City Council’s interest in recognizing the community’s rich and diverse culture. 213
Current Provision of Events
City-Hosted Events
The Parks and Community Services Department organizes nearly 70 special events annually, collectively requiring around 2,100 staff hours (see Table 1). The two large-scale events, the St.
Patrick’s Day Festival and Splatter, are considered cultural in nature: the former celebrating the Irish culture and the City’s ties to Ireland, and the latter being enhanced in recent years with multi-cultural food and entertainment offerings. The numerous smaller events are geared toward general entertainment and enrichment, rather than celebrating certain cultures. However, with the opening of the Dublin Arts Center, the City will be able to provide new classes, programs, and shows that are geared to specific cultures relevant in our community.

Other Events
The City has also recently sponsored events hosted by community organizations. For the Lunar New Year Celebration Concert, the City partnered with Inspiration Studios, XingHai Conservatory of Music Alumni Association, Eva Dance Academy, Breaking BEARiers Youth Leadership Club, and the Dublin Rotary Club. This partnership enabled a culturally diverse program featuring music, dance, and community involvement. The City provided the event facility and staffing support, including three part-time employees and approximately five hours of full-time staff time, to ensure a smooth and successful event.
Additionally, the City collaborated with Advancing Asian Pacific Islander Communities (APAPA) to host the Asian American Heritage Showcase. This event promoted cultural diversity and celebrated the contributions of the Asian American and Pacific Islander (AAPI) community. The City contributed the venue, four part-time staff members, and approximately 10 hours of full-time staff support to facilitate the showcase.
Other Municipal Organizations
In researching this topic, Staff contacted several local entities to gauge municipal involvement with cultural celebrations and help inform how Dublin might handle such events. Table 2 summarizes those findings.

Walnut Creek Holi Scavenger Hunt Yes Walnut Creek
The Walnut Creek event, Family Art Day (Cultural Festival), lasts three hours and is relatively small in scale. In contrast, Union City's Culture Festival spans from 12 pm to 4 pm and features performances and vendors.
Fremont grants the Festival of Fog (FOG) Organization a Special Event Permit to host a Holi Festival open to the public. Typically, this event occurs in a middle or high school parking lot, providing a controlled environment for the color-throwing festivities. Attendance estimates range from 500 to 1,000 people. These figures have varied in recent years due to the pandemic and weather conditions.
Milpitas is the sole city hosting a Holi Festival, which is now in its second year. Milpitas focuses primarily on expanding this event and has no plans to include a winter Diwali celebration. The event includes stage performances, arts and crafts, food trucks, and a dedicated color-throwing segment. This year, the total cost for this event will be under $10,000, not including any part-time or full-time salaries.
Proposed Program
Staff believes that the best way to accommodate additional cultural celebrations is through an Event Space Grant Program that is run through the Heritage and Cultural Arts Commission. Under this program, the City will provide a venue, once per quarter, for a local group to host an event.
The host must be a non-profit organization and must fill out an application that will be considered by the Commission at a regular meeting in advance of the planned event.
In addition to the venue, Staff from Parks and Community Services will also allocate a Staff member to assist the approved non-profit with obtaining supplemental services, including coordination of police services, road closures, maintenance requirements, fire permits, and waste services when applicable. It should be noted that the group hosting the event will need to cover the cost of such supplemental services.
216
Other guidelines for the proposed Program are as follows:
Informal requests will not be considered.
Non-profits based in the City of Dublin will be given priority. Organizations from neighboring communities that serve a significant number of Dublin residents may also apply. National agencies will not be considered.
The event must focus on a significant cultural holiday and must not conflict with the City’s Mission, Vision, and Values.
The event must be free for attendees and open to the public. Events must comply with all requirements outlined in the City of Dublin’s Special Event Permit Application.
Larger events may not be split over multiple locations. All applicants must attend and present their event at the Heritage and Cultural Arts Commission meeting that precedes by start of the quarter by four months o For events between January 1 – March 31:
September Commission meeting of the year prior to the event. o For events between April 1 – June 30:
December Commission meeting of the year prior to the event. o For events between July 1 – September 30:
March Commission meeting of the year of the event.
o For events between October 1 – December 31:
June Commission meeting of the year of the event.
The Commission may grant a fee waiver to an organization once annually, regardless of how many branches or affiliations it may have.
A deposit will be required to ensure that the City does not incur clean up or maintenance costs after the event.
Next Steps
Upon approval of the Program, Staff will formalize and publish the guidelines and begin the program. There is currently one group requesting assistance from the City on a cultural event they would like to hold in May; Staff agrees that, while the timeframe is shorter than four months, this event could be presented to the Commission for consideration and be used as test case for the Program.

STAFF REPORT
CITY COUNCIL
Agenda Item 8.2
DATE: February 18, 2025
TO: Honorable Mayor and City Councilmembers
FROM: Colleen Tribby, City Manager
SUBJECT: Fiscal Year 2024-25 2nd Quarter Financial Review Prepared by: Jay Baksa, Director of Finance
EXECUTIVE SUMMARY:
The City Council will receive a financial report through the second quarter of Fiscal Year 2024-25 and consider amendments via a budget change.
STAFF RECOMMENDATION:
Receive the report and approve the budget change.
FINANCIAL IMPACT:
Approval of the budget change will result in a net increase to the General Fund revenue budget of $4,000,000 and an increase in the General Fund expenditure budget of $378,627, including a $233,800 transfer out to the Capital Improvement Program. The City is projected to be in an operating surplus position of $22,663,056 in Fiscal Year 2024-25. Total General Fund reserves are projected at $258,532,794 by June 30, 2025, a decrease of $31,900,158 from the prior year.
This report also contains various budget changes in other funds requiring City Council approval.
DESCRIPTION:
The purpose of this report is to update the City Council on the status of the Fiscal Year 2024-25 General Fund Amended Budget and projected reserves. As a reminder, the Amended Budget includes budget changes approved since July 1, as well as carryover budgets from the prior year.
The budget change (Attachment 4) lists all new amendments needing approval in the General Fund and in other funds.
General Fund Summary (Attachment 1)
General Fund revenues are projected to come in $4,000,000 higher than the Amended Budget, accounting for higher interest earnings. On the expenditure side, Staff is recommending an increase of $144,827 in operating expenditures and $233,800 in transfers out to the CIP. Table 1 226
summarizes the proposed changes, followed by a discussion of the changes.
Table 1: Revenue and Expenditure Changes
Category Amount
Revenues
Interest Earnings $4,000,000
Total Revenues $ 4,000,000
Expenditures
Salaries and Wages ($33,373)
Services and Supplies 48,200
Contracted Services 130,000
Transfers Out 233,800
Total Expenditures $ 378,627
General Fund Impact $3,621,373
Revenues:
Interest – increase of $4,000,000
The projected increase in interest earnings is due primarily to the timing of General Fund capital project payments, resulting in a higher-than-projected cash balance in the General Fund, in addition to the high-interest-rate environment.
Expenditures:
Salaries and Wages – decrease of $33,373
Salaries and Wages are decreasing based on the following:
Salaries Fulltime – Decrease of $50,000 from the Public Works Capital Improvement Projects (Engineering) budget. These savings will be transferred to the Iron Horse Trail Bridge project (st0118). Funding for the transfer is available due to an ongoing vacancy in the department, which has resulted in additional work being performed by consultants.
There is no new cost to the City.
Seasonal Staff – Increase of $16,627 in the Seasonal Staff budget in the Parks and Community Services Department. The funds will be used for an additional Park Monitor at Fallon Sports Park, to address ongoing concerns regarding the unpermitted use of the City’s artificial turf and to ensure compliance with facility reservations.
Services and Supplies – increase of $48,200
Services and Supplies are increasing based on the following:
Operating Supplies – Increase of $82,000, for the purchase of three-stream waste containers to replace old, rusting waste containers at City parks. Repairs and Maintenance – Decrease of $33,800 from the Public Works Maintenance budget. These savings will be transferred to the Iron Horse Park and Open Space project (pk0422) for the purchase of benches and picnic tables.
Contract Services – increase of $130,000
227
Contract Services costs are increasing based on the following:
Increase of $110,000 to fund work currently being performed by HF&H consultants ($80,000) and Cascadia ($30,000), regarding the implementation of Senate Bill 1383 requirements around organics recycling.
Increase of $20,000 due to TV30 adopting their final budget after the City had finalized the FY 2024-25 Budget. The resultant cost increase in TV30 costs were slightly higher than anticipated requiring an additional $20,000 to fund the ongoing cost of televising City Meetings.
General Fund Reserves and Transfers Out
The budget adjustment includes three transfers out to CIP, two that will be funded with savings from the Public Works Operating budget, resulting in no new net costs and one funded with the City’s General Fund Non-Streets CIP Commitments reserve. Transfer $33,800 from the Public Works maintenance budget to CIP pk0422 – Iron Horse Nature Park and Open Space, to purchase benches and picnic tables. Transfer $50,000 from the Public Works Engineering budget to CIP st0118 –Iron Horse Trail Bridge, to cover increased costs for contract services due to a vacancy in the Public Works staffing.
Transfer $150,000 from the General Fund Non-Streets CIP Commitments reserve to the newly created Fallon Sports Park Field G Improvements project. The funds will be used to install a flagpole and start work on additional projects identified at the City Council meeting of February 4, 2025. Additional funding for this project will be brought back to the City Council to be included as part of the budget update.
After incorporating all adjustments, Staff is projecting an operating surplus of $22.6 million for Fiscal Year 2024-25. Transfers out total $54.5 million, $32.0 million of which is funded by Committed/Assigned reserves. In addition, $2.0 million is budgeted as a contribution to the Internal Service Funds.
After accounting for the use of reserves on capital projects, total reserves are projected to decrease by $31.9 million from the prior year, as illustrated in Table 2 below. A list of changes to specific reserves is provided as Attachment 2 (General Fund Reserves Summary). A detailed list of transfers out of the General Fund is provided as Attachment 3 (General Fund Transfers Out). 228
