Pursuant to Government Code Section 54953(b), Councilmember Qaadri attended the Regular Meeting via teleconference from Shilla Stay Mapo, Lobby, Hongdae 83 Mapo-daero, Mapo-gu, Seoul, 04156, South Korea. All votes during the teleconference session were conducted by roll-call vote.

A Regular Meeting of the Dublin City Council was held on Tuesday, September 15, 2026, in the Peter W. Snyder Council Chamber, located at 100 Civic Plaza, Dublin, CA 94568. The meeting was called to order at 7:00 PM, by Mayor Hu.

3.1) Hunger Action Month Proclamation
The City Council presented the proclamation.
4) PUBLIC COMMENT
Rituik Sharma provided public comment.
Mike Grant provided public comment.
5) CONSENT CALENDAR
5.1) Approved the September 1, 2026 Regular City Council Meeting Minutes.
5.2) Received the report of payments issued from August 1, 2026 – August 31, 2026 totaling $17,620,998.46.
5.3) Waived the reading and introduced an Ordinance Amending Chapter 2.24.020 of the Dublin Municipal Code Relating to the City’s Conflict of Interest Code.
5.4) Approved the First Amendment to the Employment Agreement Between the City of Dublin and Colleen Tribby for Employment as City Manager and authorized the Mayor to execute it.
On a motion by Councilmember Qaadri, seconded by Councilmember McCorriston, and by unanimous roll-call vote, the City Council adopted the Consent Calendar, except for item
5.5, and with amendment to item 5.3 to remove Human Services Commission from the draft ordinance, if City Council approves the consolidation at item 8.2.

On a motion by Vice Mayor Josey, seconded by Councilmember McCorriston, and by unanimous roll-call vote, the City Council adopted Consent Calendar item 5.5.

8.1) Annual Review of the City’s Statement of Investment Policy The City Council received a presentation regarding the City’s Investment Policy and draft changes.
On a motion by Vice Mayor Josey, seconded by Councilmember McCorriston, and by unanimous roll-call vote, the City Council adopted Resolution No. 84-26 titled, “Approving the Annual Review of the Statement of Investment Policy and Delegation of Authority to Complete Investment Transactions.”

8.2) Consolidation of the Human Services Commission and Parks and Community Services Commission
The City Council received a presentation regarding the consolidation of the Human Services Commission and Parks and Community Services Commission.
By consensus, the City Council agreed at the next review of the commissions bylaws, they will discuss if they want to continue having alternates on each commission or remove alternates.

roll-call vote, the City Council adopted Resolution No. 85-26 titled, “Approving the Consolidation of the Human Services Commission and the Parks and Community Services Commission and Related Actions,” and waived the reading and introduced an Ordinance Repealing Dublin Municipal Code Chapter 2.14 (Human Services Commission).
