Dear Mr. Michaelsen,
The Dunsmuir Railroad Days Committee requests the following road and parking lot closures for the 2026 Dunsmuir Railroad Days. We also request the use of Children’s Park during this event.
Dunsmuir Avenue Block between Pine and Cedar Streets – Friday, June 12, 2026, Saturday, June 13, 2026, and Sunday, June 14, 2026
1. We would like this block to be closed to traffic on the above dates.
2. If possible, we would like to block off this block during the Friday evening entertainment. This would allow visitors to wander from the Main Stage to the Pine Street Vendors. We would need traffic to be blocked from 5:00 p.m. to 8:00 p.m.
3. For Saturday, June 14, it would need to be closed by 6:30 a.m. We will place one-day vendors on the west side of the block. The block could be opened after the Pine Street Vendors close at 6:00 p.m.
4. The Cornhole Tournament will be held on this block. It will open at 8:00 a.m. and close at 5:00 p.m. During the parade, the game boards will be closed.
5. We would like to close this block off on Sunday, June 14, for the Show ‘n Shine Car Show. The car show opens at 1:00 p.m. and closes at 4:00 p.m. Most entrants arrive by 8:00 a.m. to set up their displays.
City Parking Lots Closure – Friday, June 12, 2026, through Monday, June 15, 2025
1. Friday, June 13, 2026, through Monday, June 15, 2026 a. The North Lot needs to be closed by 6:00 a.m. on Friday, June 13. The City of Weed Public Works crew will be delivering the portable stage the day before Railroad Days opens. The stage will stay in place through Monday, June 15, at 8:30 15 a.m. The Weed crew will return on Monday morning to inspect and remove the stage.
The North Lot is being used for Main Stage Entertainment. b. The South Lot to City Hall: We would like to mark off four parking places for the entertainers to use on Friday Evening, June 12, beginning at 4:00 p.m., Saturday, June 13, from 8:00 a.m. to 9 p.m., and Sunday, June 14, from 8:00 a.m. to 7:00 p.m. The four spaces facing the northwest wall will be used. We will put signs up to indicate entertainer parking.
Pine Street – Shasta Ave to Dunsmuir Ave – Friday, June 12, 2026, 3:00 p.m. through Sunday, June 14, 2026, 7:00 p.m.
1. Friday, June 12, the upper portion of Pine Street between Dunsmuir and Shasta Avenues needs to be closed to parking starting at 2:00 p.m. The craft vendors will be using this space as they have in past years. The closure needs to remain until 7:00 p.m. on Sunday, June 14.
2. “Saturday Only” will be placed on Dunsmuir Avenue from the west side of Dunsmuir Ave. from Pine to Cedar Streets.
3. For over-flow of vendors, we want to use the west side of Dunsmuir Ave. from Pine to Cedar Streets. We will put the one-day vendors on the west side of the street.
Parade – Dunsmuir Ave from Florence Loop – Branstetter – Sacramento Ave. – Saturday, June 13, 2026
1. The Railroad Days Parade starts at noon on Saturday, June 13. Parade entries line up at Florence Loop and Dunsmuir Avenue. The Parade route needs to be firmly closed by 11:30 a.m. All side streets feeding into Dunsmuir Avenue from Florence Loop to Branstetter Street to Sacramento Avenue and Pine Street need to be closed. The access to Dunsmuir Avenue from the Central Dunsmuir I-5 exit needs to be diverted through Tauhindauli Park beginning at 11:00 a.m., Saturday, June 14. Access to Dunsmuir Ave. from the south needs to be detoured at Branstetter beginning 11:30 a.m. on Saturday, June 13.
2. The Parade ends at Sacramento Avenue and Pine Street.
3. We will meet with Sergeant Ortiz about this issue. We will keep him informed about our road closure needs.
Children’s Park – @ Dunsmuir Ave & Spruce – Saturday, June 13, 2026,
1. We want to use Children’s Park on Saturday, June 13, from 9:00 a.m. to 5:00 p.m. for our Kids’ Zone activities. The event closes at 4:00 p.m. Clean-up should be completed by 5:00 p.m.
Soap Box Derby – Sunday, June 14, 2026
1. The Soap Box Derby is returning. After the Saturday Parade, we would like to close off Dunsmuir Avenue from Spruce Street to Cedar.
2. The Derby will run from 9:00 a.m. to 1:00 p.m.
3. The event will need to use Dunsmuir Avenue from Spruce Street to Pine Street. The finish line is in front of Gary’s Pizza.
16 Other Issues
1. Alcohol Variance: We are planning a beer booth in the Main Stage Entertainment area.
We would like a variance for the possession of alcohol beyond that area. The variance would allow patrons to travel from the Main Stage Entertainment to the Pine Street Vendors .
2. Is it possible to post road closure information a week in advance? Posting the road closure signs earlier will give everyone more time to process the upcoming change.
4. We are creating extra closure and directional signs to help visitors navigate the event and make traffic flow [vehicle and pedestrian] easier.
If you have any questions, please contact me at 530-515-8005 or [email protected].
Thank you for your assistance.
Sincerely,
Sandra A. Hood

36 CITY OF DUNSMUIR
REPORT TO CITY COUNCIL
June 4 2026
SUMMARY:
Mossbrae Falls, located approximately 1.5 miles north of downtown Dunsmuir along the Sacramento River Canyon, is one of Northern California's most-photographed natural landmarks. Because no legal trail currently exists, visitors routinely trespass on active Union Pacific Railroad mainline tracks to reach the falls — a documented public safety hazard that has resulted in fatalities and serious injuries. The Consolidated Rail Infrastructure and Safety Improvements (CRISI) grant program, administered by the Federal Railroad Administration (FRA), is a well-matched federal funding source for construction of a safe, legal public trail that eliminates pedestrian trespass on Union Pacific right-of-way. This staff report summarizes the CRISI program, outlines the grant application process, identifies eight policy questions requiring City Council direction, and presents an estimated application-phase budget. Staff recommends Council authorize the City Manager to submit a CRISI grant application and provide direction on the key policy decisions identified herein.
BACKGROUND:
Mossbrae Falls is a distinctive horsetail waterfall fed by natural springs emerging from the canyon walls of the Sacramento River Gorge. The site lies within the Sacramento River Canyon National Natural Landmark and draws visitors from throughout Northern California and beyond. The falls are not accessible by any existing road or legal trail. The only practical approach route currently used by the public requires walking approximately 1.5 miles along or across active Union Pacific Railroad mainline tracks — a Class I freight and Amtrak passenger corridor.
Trespass on this corridor is illegal under federal and state law and has resulted in multiple deaths and serious injuries. Despite repeated public warnings and periodic enforcement by Union Pacific and local law enforcement, trespass incidents continue because of the exceptional draw of the natural attraction and the absence of any safe alternative access route.
A dedicated public trail — constructed on City, County, State, or negotiated Union Pacific right-of-way — would permanently redirect visitors away from active tracks, serving the public recreational interest while directly advancing the federal railroad safety mission CRISI is designed to support.
LEGAL AUTHORITY:
The CRISI program is authorized under 49 U.S.C. § 22907 and was significantly expanded under the Infrastructure Investment and Jobs Act (IIJA, Pub. L. 117-58, November 2021). The following statutes and regulations govern CRISI eligibility, application requirements, and grant administration and should be reviewed in full by the City Attorney prior to application submission:
• 49 U.S.C. § 22907 — CRISI program authorization, eligible project categories, and cost-share requirements
• 49 U.S.C. § 22901 et seq. — General railroad improvement and safety provisions • 49 C.F.R. Part 264 — FRA financial assistance procedures and grant conditions • 2 C.F.R. Part 200 — Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards
• California Government Code § 53060 — City authority to contract for professional services 37 ABOUT THE CRISI PROGRAM:
The Consolidated Rail Infrastructure and Safety Improvements (CRISI) program provides competitive discretionary grants for projects that improve the safety, efficiency, and reliability of U.S. railroad infrastructure. Grants are awarded through periodic Notices of Funding Availability (NOFAs) published in the Federal Register and at Grants.gov. The program authorized $1 billion annually for fiscal years 2022 through 2026 under IIJA. Key program parameters include:
• Federal share: Up to 80% federal; minimum 20% non-federal match required (49 U.S.C. § 22907(f)) • Eligible applicants: States, local governments, railroad carriers, and other public entities • Eligible project types include: railroad trespass prevention; at-grade crossing safety improvements; grade separations; and multimodal safety improvements at railroad corridors • Applications submitted through Grants.gov using SF-424 and FRA supplemental forms • FRA conducts pre-application consultations upon request — strongly recommended for first-time applicants
PROJECT ALIGNMENT WITH CRISI PRIORITIES:
The Mossbrae Falls Trail Project aligns directly with CRISI's core railroad safety mission. The project would eliminate an established pedestrian trespass hazard on an active Class I mainline by constructing a lawful alternative access route. FRA has funded similar pedestrian safety and grade-separation projects under CRISI, and the trespass-elimination framing makes this project a strong candidate for competitive consideration. Union Pacific Railroad's cooperation and co-sponsorship, if secured, would further strengthen the application.
City Council Authorization
The City Council must formally authorize the City Manager to submit a CRISI grant application on behalf of the City. At this meeting, Council should provide direction on the project scope, proposed route alignment, matching fund source, and partnership strategy. Staff will incorporate Council direction into the application narrative.
FISCAL IMPACTS
The Mossbrae Falls Trail Project will require a non-federal cost share of not less than 20 percent of total eligible project costs, as mandated by 49 U.S.C. § 22907(h). Based on the total project cost of $26 Million estimated in the staff report dated May 2026 the City’s minimum match obligation is estimated at $5.2 Million. These funds are not currently appropriated in the City’s adopted budget. The City Manager is directed to identify and recommend a funding strategy for the required match, which may include State of California transportation or recreation grant programs, a cost-share contribution from donations, City General Fund reserves, or a combination thereof, and to present a proposed budget appropriation to the City Council for approval prior to acceptance of any CRISI award.
The City acknowledges that, consistent with 2 C.F.R. § 200.305, non-federal match funds must be expended concurrently with federal funds throughout the period of performance at the required percentage, and the City’s financial planning shall account for this cash-flow requirement.
Fiscal Impact: Yes
Budgeted Item? No
Budget Adjustment Needed? Yes — if awarded a budget adjustment will be presented to the City Council
Affected fund(s): General Fund contributions
38 ENVIRONMENTAL CONSIDERATIONS
Authorization to submit a grant application is an organizational and administrative action of the City and is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15061(b)(3). If the CRISI grant is awarded, a full CEQA review will be conducted concurrently with the federally required NEPA process, with FRA serving as the lead federal agency.
Staff anticipates that environmental review will require biological surveys, cultural resource assessments, and consultation with the California Department of Fish and Wildlife and applicable federal agencies under Section 7 of the Endangered Species Act and Section 106 of the National Historic Preservation Act.
Environmental compliance costs are included in the project cost estimates above.
CONCLUSIONS/RECOMMENDATIONS
Staff recommends that the City Council take the following actions:
