EAST PALO ALTO
CITY COUNCIL
STAFF REPORT
DATE: January 18, 2022
TO: Honorable Mayor and Members of the City Council
VIA: Jaime M. Fontes, City Manager
BY: Patrick Heisinger, Assistant City Manager
SUBJECT: East Palo Alto Career Center’s Technical Advisory Committee Recommendation
Accept informational report regarding the recommended representatives identified by each City Councilmember to participate in the Career Center’s Community Advisory Committee (“CAC”).
Alignment with City Council Strategic Plan
This recommendation is primarily aligned with:
Priority No. 2: Enhance Economic Vitality
Priority No. 5: Improve Communication and Enhance Community Engagement Background
Since February 2021, the City Council has held multiple public discussions regarding the governance structure of the East Palo Alto Career Center’s Technical Advisory Committee (“TAC”). On November 2, 2021, and December 7, 2021, the City Council approved the following elements of the TAC structure:
1. The TAC will support two sub-committees:
a. Employer Advisory Committee (“EAC”); and
b. Community Advisory Committee (“CAC”).
2. A City staff member shall be included in each sub-committee.
3. The CAC will include at least five (5) East Palo Alto residents; each City Councilmember will recommend a participant to JobTrain, the Career Center operator. a. For inaugural appointments, JobTrain and the City representative on the CAC will review the City Council CAC recommendations and make the final decision by consensus.
b. When vacancies arise, the remaining active CAC members would recruit and eventually select future CAC members.
4. Each sub-committee will engage 8-10 members, yet the total number may be adjusted with flexibility, as long East Palo Alto residents are represented by a minimum of five (5) members.
5. Sub-committees will meet at least quarterly starting in 2022, and each TAC would decide on the schedule moving forward. The members of the sub-committee will set the meeting schedule, not JobTrain.
6. JobTrain will be required to provide quarterly updates to the City Council that will focus on outcomes and highlights from the TAC and both sub-committees.
7. Quarterly reports will be posted on a dedicated page of the City’s website, on which JobTrain, the TAC, and sub-committees may also post other updates and information, as necessary.
At the conclusion of the item on December 7, 2021, each City Council member committed to providing staff with their recommendation for the CAC
