RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF EAST PALO ALTO
AUTHORIZING THE CITY MANAGER TO EXECUTE AGREEMENTS WITH BOTH KOFF AND
ASSOCIATES AND CPS HR TO PROVIDE RECRUITMENT SERVICES ON AN AS NEEDED BASIS EACH FOR AN AMOUNT NOT TO EXCEED $75,000 AND FOR TERMS OF THREE YEARS
AND CONCURS WITH THE SELECTION OF KOFF AND ASSOCIATES FOR THE CHIEF OF POLICE RECRUITMENT.
WHEREAS, Resolution 5034 establishes the selection process for the City of East Palo Alto Chief of Police; and
WHEREAS, the first step in that process is the selection of a recruitment firm to support the selection of the Chief of Police; and
WHEREAS, the City is experiencing an unprecedented level of employee turn-over; and WHEREAS, the City is also experiencing difficulty finding the high-level talent; and WHEREAS, on December 7th, 2021, the City issued a Request for Proposals (RFP) from recruitment firms to support the selection of the Chief of Police that included the option for the City to request additional services; and
WHEREAS, the City received two qualified proposals from the RFP process: Koff and Associates and CPS HR Consulting.
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF EAST PALO ALTO HEREBY:
1. Authorizes the City Manager to execute agreements with both Koff and Associates and CPS HR Consulting, in forms approved by the City Attorney, to provide recruitment services on an as needed basis each for an amount not to exceed $75,000 and for a term of three years. Each contract shall allow for the two six-month extensions at the City Manager’s discretion; and
2. Concurs with the selection of the firm Koff and Associates for the East Palo Alto Chief of Police recruitment.
